SOUNDBITE (English), Ismail ERTUG (S&amp;D, DE), Rapporteur , The market access, the so-called cabotage includes the services that companies deliver in other member states outside of their own country. We try to create a fair market with open access to all, but that excludes misuse.

SOUNDBITE (German), Ismail ERTUG (S&amp;D, DE), The 3 dossiers are interwoven because the enforcement and control question depends on the smart tachograph, which is in other dossier. We need to see the all 3 dossiers together, by 2023 the smart tachograph will be introduced and it will collect all important data&rsquo;s that will facilitate controls. Concerning the problematic of the periphery countries, we know that transport shifted in the last 15 years to the East and Southern member states. And we want to help them by saying that we are more strict with the letter box companies by this regulation and we continue to give them the options to enter in the European market.

SOUNDBITE (English), Ismail ERTUG (S&amp;D, DE), We have agreed on combatting the letterbox companies, we made some clear definition when it comes to the financial standings, when it comes to the premises and so on. The second thing is: we tried to overcome the misuse issue, the so-called illegal cabotage. We know that companies from the Western and Nordic member states, they are hiring sub-contractors, these lower wages companies I would like to say like that. And they are coming to the Western and Nordic countries and they are first, I would say, cannibalising the market there and the second one is that they are paying, I guess, not the salary amount that they should pay to the people.

SOUNDBITE (English), Ismail ERTUG (S&amp;D, DE), For the moment, I have the impression that the pressure is very high, particular in those countries that have a high share in the GDP for the logistics. For example, Bulgaria they have 15 per cent around. Therefore, I offered them to start with the smart tachograph, to start with combatting the letterbox companies, and we have given them a better form and wording and a more liberalised situation when it comes to the cabotage.
