On Wednesday, MEPs debate the devastating floods in Central and Eastern Europe, which have claimed lives and displaced thousands. The discussion focuses on the EU's preparedness for handling increasingly severe disasters driven by climate change. The floods, caused by torrential rain, have wreaked havoc across Czech Republic, Poland, Hungary and Austria, with entire neighborhoods submerged and widespread damage to infrastructure. Local authorities are describing the floods as the worst in decades, prompting emergency evacuations and calls for EU financial assistance.

Following Russia’s unilateral decision in July to terminate the Black Sea Grain Initiative, which allowed agricultural products to be exported from Ukrainian ports, transit through the Solidarity Lanes established in states bordering Ukraine is expected to increase significantly (from three to five million tonnes of commodities per month). Almost all of the exported commodities via these corridors remain on the EU market due to the high transport costs for re-export. MEPs debate on the world’s first set of comprehensive rules to manage AI risk and promote uses of AI that align with EU values including human oversight, privacy, and non-discrimination. The rules follow a risk-based approach and establish obligations for providers and users depending on the level of risk the AI can generate. They would prohibit AI systems with unacceptable levels of risk. They are also proposing tailor-made rules for generative AI, like ChatGPT, including labelling AI-generated content and making publicly-available summaries of copyrighted data used for training. Artificial Intelligence Act: MEPs debate (part 2)

MEPs call on the EU to boost its food security and strategic autonomy. In the light of the Russian war of aggression against Ukraine and the impact of the COVID-19 pandemic, the draft text calls for the use of the EU’s strategic food stocks, a protein and feed strategy to allow farmers to become less reliant on third countries, new breeding techniques to decrease the use of synthetic fertilisers and pesticides, and investments in digital technologies in agriculture. It also demands a dedicated EU programme for water management, the reduction of food waste and reciprocity in trade of agricultural products with third countries.
