Unija je leta 2020 v želji, da bi prevzela vodilno mesto v svetu tehnologije, oblikovala strategijo za zagon svojega gospodarstva. Temu je sledil predlog za platformo za strateške tehnologije za Evropo, ki obravnava znatne potrebe po naložbah. S platformo bi izkoristili in okrepili obstoječa evropska sredstva, pa tudi inovativnost, vzdržnost in samozadostnost Unije. Platforma je predhodnica Evropskega sklada za suverenost, ki je namenjen nadaljnji krepitvi industrijskih zmogljivosti.
