MEPs reaffirm their strong support for Ukraine and criticise the military cooperation between Russia and North Korea, in a resolution.

When addressing the European Parliament on Tuesday 19 November, Ukrainian President Volodymyr Zelenskyy said that “Putin has brought 11,000 North Korean troops to Ukraine’s border” (...) and that “the contingent may grow to 100,0000”. Many of these troops have recently been reported as having been deployed as part of Russia’s airborne units and marines in the Kursk region, another growing sign of the increasing military cooperation between the regimes in Moscow and Pyongyang.

The European Parliament holds an extraordinary plenary session to mark 1,000 days since Russia’s full-scale invasion of Ukraine, underscoring its steadfast support for the country. Since the invasion began in February 2022, the EU has strongly condemned Russian aggression, implemented robust sanctions, and provided extensive humanitarian, military, and financial aid. Parliament remains a key advocate for Ukraine’s EU membership and calls for the use of frozen Russian assets to compensate for the destruction caused by the war.  

The Parliament has adopted more than 40 resolutions since 2021, emphasizing its ongoing support for Ukraine, including temporary trade liberalization, sanctions enforcement, and preparations for EU accession talks. This extraordinary session reinforces the EU’s solidarity with Ukraine and its dedication to achieving a just and lasting peace.

Parliament approves the EU’s €35 billion contribution to the G7 plan to provide Ukraine with financial assistance of up to €45 billion. Parliament debates and votes on the new Macro-Financial Assistance (MFA) loan, which seeks to support Ukraine with up to €35 billion in the face of Russia’s brutal war of aggression. The MFA loan is the EU’s contribution to the G7 initiative, agreed last June, to provide Ukraine with up to $50 billion (approximately €45 billion). The extraordinary revenues generated from immobilised Russian Central Bank assets, facilitated by the newly established Ukraine Loan Cooperation Mechanism, will ensure this exceptional MFA loan is repaid, as well as loans from other G7 countries.

MEPs are calling for continued military and financial support for Ukraine in a resolution expected on Thursday. Ahead of the vote, Parliament is holding a debate with the Commission on Tuesday.

In July, the newly-elected Parliament adopted its first resolution of the term, stating that the EU must support Ukraine until it wins against Russia’s occupying forces. This latest resolution reaffirms that commitment, urging EU countries to maintain their backing for Kyiv.

Continued financial and military support to Ukraine by EU Member States

On August 24th, 2024, the European Parliament marked Ukraine's 33rd Independence Day with a series of symbolic events in Brussels. The "Station Europe" building on Place du Luxembourg was lit up in the colors of the Ukrainian flag, showing solidarity with Ukraine.

Earlier, a ceremony on the Esplanade Solidarność featured the raising of the Ukrainian flag and the unfurling of a 30-meter-long flag. Speeches were delivered by Sophie Wilmès, Vice-President of the European Parliament, Thierry Breton, European Commissioner for the Internal Market, and Serhiy Tereshko, Deputy Head of Mission of Ukraine to the EU. The event also included a performance of the Ukrainian national anthem by Lukiia Apanovych. This commemoration highlighted the ties between the EU and Ukraine and reinforced the EU's ongoing support for Ukraine.

Anniversary of the Ukrainian Independence Day

European Parliament President Roberta Metsola visits Ukraine on 9 May 2024, on the occasion of Europe Day. The aim of her visit is to show the European Parliament’s continued support and commitment to Ukraine and its European path. During her visit, President Metsola meets with President Volodymyr Zelenskyy, addresses the Verkhovna Rada of Ukraine and meets its Chairman Ruslan Stefanchuk, as well as meets and discusses with young Ukrainians. In a debate on Tuesday morning, MEPs are expected to call on the EU to live up to its commitments and deliver more military assistance to war-torn Ukraine. 
With Russian air attacks intensifying across Ukraine - and with American military support currently held up by the U.S. congress - MEPs are likely to use the debate to call on European countries to do more to help the Kyiv government defend its territory for as long as necessary. They are also expected to urge EU heads of state or government to use the upcoming special European Council summit on 1 February to come to an agreement on a proposed €50 billion financial aid package for Ukraine.
