The new rules enhance the integrity of election campaigns and help fight disinformation and foreign interference. The regulation requires political advertising to be clearly labelled, allowing citizens to see why they were targeted, who sponsored the ad, how much they paid and to which elections or referendum it pertains. Sponsoring ads from outside the EU is prohibited in the three-month period leading up to elections. All online political ads are available in an online ad repository. Under the new rules, separate and explicit consent must be obtained to use personal data for targeted ads, while the use of special categories of personal data (e.g. ethnicity, religion, sexual orientation) or minors’ data are banned. MEPs debate and vote on their negotiating position for talks on new political advertising rules to make EU elections more transparent and resistant to interference. The draft text demands that more information be made available to citizens, authorities and journalists, banning online advert providers from carrying out micro-targeting, and introducing additional sanctions for breaches.

The Constitutional Affairs Committee discuss the recast of regulation laying down the conditions governing the statute and funding of European political parties and foundations. Co-rapporteur Charles GOERENS (Renew, LU) explains that the recast proposal intends to introduce a co-financing rate for European political parties, allow political groups from Council of Europe to join EU political groups and to include in the statute of political parties their internal rules on gender equality.
