The prohibition of discrimination and protection of human rights are important elements of the EU legal order. Nevertheless, discrimination against lesbian, gay, bisexual, transgender and intersex people persists throughout the EU and takes various forms. Of 140 000 LGBTI people surveyed in the EU, 58 % have already experienced harassment and 21 % feel discriminated against at work, according to a report of the European Union Agency for Fundamental Rights. However, EU averages mask important differences between Member States. Recently, some regions banned the promotion of LGBTI campaigns while others have been labelling themselves ‘LGBT ideology-free zones‘.
