Everyone on the planet has the right to seek safety, no matter who they are, where they come from or when they are forced to flee. In 2022, as a result of Russia’s war on Ukraine, Europe is receiving a large new wave of refugees in search of peace and safety.

World Refugee Day: EU solidarity with Ukraine

In an unprecedented and unanimous reaction to Russia's war on Ukraine that began on 24 February 2022, the EU swiftly decided to make available €500 million from the European Peace Facility – followed soon after by additional financing – to fund EU military assistance and to deliver military equipment to Ukraine. For the first time in its history, the EU is now using a dedicated, although off-budget, tool to finance – but not to deliver, with that responsibility falling on Member States alone – lethal military equipment to a third country. This is a further update of a publication, the previous edition of which was released on 30 March 2022. UPDATE: Since the recording of this podcast, the EU has agreed to mobilise additional financing of military assistance to Ukraine amounting to €2 billion currently.

On 24 February Russian troops invaded Ukraine. Shortly before&nbsp;Russian President Vladimir Putin recognized&nbsp;two breakaway regions in eastern Ukraine&nbsp; as independent.&nbsp;The Conference of Presidents of the EP condemned the Russian attack on Ukraine in the strongest possible terms. "Ukraine is an independent and sovereign nation and its territorial integrity is non-negotiable. The invasion is unjustified and illegal. It is a threat to European and regional stability, as well as to the rules-based world order. The attack targets our model of democratic society. It cannot go unanswered, " says declaration of the COP.

"The Russian invasion into Ukraine is part of President Putin’s destabilisation agenda. It is a path that will bring the Kremlin in direct confrontation with Europe and the rule-based world-order. It is a path that pits authoritarianism against democracy. It is a path that we cannot allow him to walk unchallenged," said EP President Roberta Metsola.

European Union leaders met for a special European Council in Brussels on 24 February&nbsp;and adopted a set of sanctions related to the the financial sector, the energy and transport sectors,dual-use goods, exports, Russian individuals etc.&nbsp;

Ukraine is a priority partner for the European Union (EU). The EU supports Ukraine in ensuring a stable, prosperous and democratic future for its citizens and is unwavering in its support for Ukraine’s independence, territorial integrity and sovereignty. The Association Agreement (AA), including its Deep and Comprehensive Free Trade Area (DCFTA) signed in 2014, is the main tool for bringing Ukraine and the EU closer together. Since 2014, the EU and the Financial Institutions have mobilised more than €15 billion in grants and loans to support the reform process in the country, with strong conditionality on continued progress.

When addressing the European Parliament on Tuesday 19 November, Ukrainian President Volodymyr Zelenskyy said that “Putin has brought 11,000 North Korean troops to Ukraine’s border” (...) and that “the contingent may grow to 100,0000”. Many of these troops have recently been reported as having been deployed as part of Russia’s airborne units and marines in the Kursk region, another growing sign of the increasing military cooperation between the regimes in Moscow and Pyongyang.

On August 24th, 2024, the European Parliament marked Ukraine's 33rd Independence Day with a series of symbolic events in Brussels. The "Station Europe" building on Place du Luxembourg was lit up in the colors of the Ukrainian flag, showing solidarity with Ukraine.

Earlier, a ceremony on the Esplanade Solidarność featured the raising of the Ukrainian flag and the unfurling of a 30-meter-long flag. Speeches were delivered by Sophie Wilmès, Vice-President of the European Parliament, Thierry Breton, European Commissioner for the Internal Market, and Serhiy Tereshko, Deputy Head of Mission of Ukraine to the EU. The event also included a performance of the Ukrainian national anthem by Lukiia Apanovych. This commemoration highlighted the ties between the EU and Ukraine and reinforced the EU's ongoing support for Ukraine.

Anniversary of the Ukrainian Independence Day

European Parliament President Roberta Metsola visits Ukraine on 9 May 2024, on the occasion of Europe Day. The aim of her visit is to show the European Parliament’s continued support and commitment to Ukraine and its European path. MEPs discuss with the Council and Commission how to address the urgent concerns surrounding Ukrainian children being forcibly deported to Russia. 

Since Russia’s war of aggression against Ukraine began in February 2022, international organisations have documented a wide range of serious human rights violations affecting children. Reports of children forcibly deported or displaced by Russian authorities, combined in many cases with them being subjected to re-education programmes and forced adoption, have raised concern. According to the Children of War initiative of the Ukrainian National Information Bureau (NIB), more than 19 500 children have been deported or forcibly displaced, and only 388 have been returned. 

In March 2023, the International Criminal Court issued arrest warrants against President Putin, and Maria Lvova-Belova, the Russian Commissioner for Children’s Rights. Both have been charged with the unlawful deportation of children and the unlawful transfer of children from occupied areas of Ukraine to Russia.

Plenary Debate - Concerns surrounding Ukrainian children forcibly deported to Russia

In a debate on Tuesday morning, MEPs are expected to call on the EU to live up to its commitments and deliver more military assistance to war-torn Ukraine. 
With Russian air attacks intensifying across Ukraine - and with American military support currently held up by the U.S. congress - MEPs are likely to use the debate to call on European countries to do more to help the Kyiv government defend its territory for as long as necessary. They are also expected to urge EU heads of state or government to use the upcoming special European Council summit on 1 February to come to an agreement on a proposed €50 billion financial aid package for Ukraine.
