Following the Commission’s proposal for a mid-term revision on the EU’s long-term budget (multiannual financial framework, MFF) the full house debate on the proposal of the Committee on Budgets to demand an extra €10 billion for 2024-2027. MEPs want to boost areas linked to external challenges, especially the Russian war against Ukraine and growing migration issues, the EU’s strategic autonomy, and enhance the EU’s crisis-response capabilities. Mid-term revision of the Multiannual Financial Framework 2021-2027: MEPs debate (part 2)

The Parliament debate on a new legislation to increase the use of renewable energy in line with the EU’s Green Deal and REPowerEU initiatives. The directive, already informally agreed with the Council, is intended to raise the share of renewables in the EU’s final energy consumption to 42.5% by 2030. Member states are urged to aim for 45%. The new law will also speed up the approval process for new renewable energy power plants, such as solar and wind farms, as well as the adaptation of existing ones.

MEPs debate on the goal to make the building sector climate neutral by 2050, all new buildings should be zero-emission from 2028. Existing residential buildings would have to be classified as at least E on their energy performance by 2030, and D by 2033 - on a scale going from A to G, the latter corresponding to the 15% worst-performing buildings in the national stock of a member state. Non-residential and public buildings would have to achieve the same by 2027 and 2030 respectively.

Under the agreement, member states applying to receive additional funds through an amended recovery and resilience plan will be required to include measures to save energy, produce clean energy and diversify energy supplies, as foreseen in the EU’s REPowerEU plan.
