Valéry Giscard d'Estaing&nbsp;(2 February 1926 - 2 December 2020) was a French politician and President of the French Republic from 1974 to 1981.

He served as a member of the European Parliament from 1989 to 1993, being a Member of the European Liberal Democrat and Reform Party Group. He was also the President of the European Convention from 2002 to 2003.

On 2nd of December 2021, the European Parliament organised&nbsp;a ceremony in Strasbourg as a tribute to&nbsp;Valery Giscard d'Estaing. This date commemorates the 1st anniversary of his death.

	<li>creating a fiscal capacity consisting of the European Stability Mechanism (ESM) and specific additional budgetary capacity for the euro area, funded by its members as a part of the EU budget.</li>
</ul>
