The Plenary discusses the need for a speedy adoption of a comprehensive European pact on asylum and migration as well as challenges in member states. In the context of continued arrivals of refugees and migrants to the EU by sea, MEPs will debate with the Spanish Council Presidency and the Commission the state of play of negotiations on the new European rules on migration and asylum. During the trophy presentation for the FIFA Women’s World Cup in August, president of the Spanish football federation (RFEF) Luis Rubiales kissed Spain midfielder Jenni Hermoso on the lips, which she has stated she did not consent to. Mr Rubiales subsequently refused to resign - he has since been suspended by FIFA (the international governing body of association football), which has launched an investigation into his conduct. After the final of the Women’s Football World Cup was marred by harassment, MEPs quiz the Commission on how to counter violence and discrimination in sports.

Every September, the President of the European Commission comes to the European Parliament to discuss with MEPs what the Commission has done over the past year, what it intends to do in the coming year and its vision for the future in the State of the European Union debate. Nine months before the next European Parliament elections on 6 - 9 June, President Ursula von der Leyen outlines her Commission’s priorities from now until the end of its mandate. State of the European Union 2023: MEPs debate (part 1)

The Parliament debate on a new legislation to increase the use of renewable energy in line with the EU’s Green Deal and REPowerEU initiatives. The directive, already informally agreed with the Council, is intended to raise the share of renewables in the EU’s final energy consumption to 42.5% by 2030. Member states are urged to aim for 45%. The new law will also speed up the approval process for new renewable energy power plants, such as solar and wind farms, as well as the adaptation of existing ones.

MEPs debate and call for increased action to preserve and improve EU water resources, already affected by several years of dry conditions and diminishing groundwater levels. The impact of the emerging drought is already visible in France, Spain, and northern Italy and raise concerns about water supply for human use, agriculture, and energy production. For several decades, the EU has developed a framwork for preventing and mitigating water scarcity and nox, the Parliament and the Member States are currently working on a revision of several EU water policy measures, following a proposal on integrated water management of surface and groundwater pollutants. MEPs present their demands and expectations ahead of the EU summit on 29-30 June in a debate with Ursula von der Leyen, President of the Commission. At their meeting in Brussels, heads of state or government set to focus on the latest developments in Russia’s war against Ukraine, such as the destruction of the Kakhovka dam over the Dnipro river and the resulting humanitarian and ecological disaster.
