MEPs are set to give their final green light on Wednesday to new legislation to protect EU journalists and media from political or economic interference. Plenary will discuss the draft European Media Freedom Act, agreed provisionally with the EU ministers in December 2023, on Tuesday afternoon. The new law will oblige member states to protect media independence from governmental, political, economic or private interference. It will ban all forms of interventions in editorial decisions and prevent the external pressuring of journalists to force them to disclose their sources or by targeting them with spyware. To increase media ownership transparency, all outlets regardless of their size will have to publish information about their owners and report on their receipt of state funding. MEPs debate.

EP Plenary session - European Media Freedom Act: MEPs debate

Plans to reduce the energy consumption and greenhouse-gas emissions from the buildings sector is debated on Monday and voted on by plenary on Tuesday. The revision of the Energy Performance of Buildings Directive, agreed with the Council in December, aims to substantially reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030, and have it achieve climate neutrality by 2050. The new rules also mean more of the worst-performing buildings will undergo renovation, and information-sharing on energy performance will be improved. New buildings must be zero-emission as of 2030, and new buildings occupied or owned by public authorities must be zero-emission as of 2028. For residential buildings, member states have to put in place measures to ensure a reduction in the average level of primary energy used of at least 16% by 2030 and at least 20-22% by 2035. Energy performance of buildings: MEPs debate (part 2)

The new rules enhance the integrity of election campaigns and help fight disinformation and foreign interference. The regulation requires political advertising to be clearly labelled, allowing citizens to see why they were targeted, who sponsored the ad, how much they paid and to which elections or referendum it pertains. Sponsoring ads from outside the EU is prohibited in the three-month period leading up to elections. All online political ads are available in an online ad repository. Under the new rules, separate and explicit consent must be obtained to use personal data for targeted ads, while the use of special categories of personal data (e.g. ethnicity, religion, sexual orientation) or minors’ data are banned. MEPs debate on a directive which improves product labelling and ban the use of misleading environmental claims. The new rules make product labelling clearer and more trustworthy by banning the use of general environmental claims like “environmentally friendly”, “natural”, “biodegradable”, “climate neutral” or “eco” without proof. Empowering consumers for the green transition: MEPs debate

Parliament adopts its negotiating position on new rules promoting the right to repair and more sustainable consumption of consumer goods. MEPs debate on draft legislation to make it easier for consumers to repair defective goods even after the expiration of the guarantee. The proposal complements other ongoing EU initiatives that pursue the European Green Deal objective of sustainable consumption and the circular economy.

MEPs discuss the wellbeing and the protection of children in Europe, marking the International Day on the Rights of the Child. The Parliament also debate how to strengthen the Child Guarantee, two years after its adoption in 2021. MEPs discuss a report to reduce inequalities and increase social inclusion in times of crisis for children and their families. In the text, Parliament calls for better integrated social, educational and employment services to help break the vicious circle of poverty and to protect children and their families at risk of poverty, in particular in times of crisis.

International Day on the Rights of the Child: MEPs debate

MEPs debate new trade rules seek to deter foreign powers from bullying the EU or member states into policy changes using economic coercion and enable the EU to take countermeasures. The Anti-Coercion Instrument (ACI) seeks to protect the EU’s and member states’ sovereignty in a geopolitical environment where trade and investment are increasingly weaponised by foreign powers. The regulation would enable the EU to respond, in line with international law and as a last resort, if the EU or a member state is blackmailed economically by a non-EU country trying to influence a particular policy choice or stance.
