The use of Russian frozen assets to support Ukraine’s victory and reconstruction: MEPs debate

MEPs are set to give their final green light on Wednesday to new legislation to protect EU journalists and media from political or economic interference. Plenary will discuss the draft European Media Freedom Act, agreed provisionally with the EU ministers in December 2023, on Tuesday afternoon. The new law will oblige member states to protect media independence from governmental, political, economic or private interference. It will ban all forms of interventions in editorial decisions and prevent the external pressuring of journalists to force them to disclose their sources or by targeting them with spyware. To increase media ownership transparency, all outlets regardless of their size will have to publish information about their owners and report on their receipt of state funding. MEPs debate.

EP Plenary session - European Media Freedom Act: MEPs debate

Amidst significant geopolitical uncertainty and threats, MEPs are set to call for decisive action to strengthen and protect the international rules-based order. EP Plenary holds a joint debate on how to strengthen European security and defence with the Council and Commission.In the draft report on the implementation of the EU’s Common Foreign and Security Policy for 2023, MEPs urge the EU to develop robust strategic alliances, to accelerate EU enlargement and reform decision-making processes in response to a new geopolitical context. Parliament also assesses the implementation of the EU’s Common Security and Defence Policy report in the context of a rapidly deteriorating global security environment. Both reports will be put to a vote on Wednesday.

Plenary discusses the latest ruling by the International Court of Justice regarding Israel and the alleged involvement of UNRWA staff in the 7 October attacks The International Court of Justice ordered Israel to take a series of measures to prevent any acts of genocide against Palestinians in Gaza, after South Africa filed an application against Israel at the court in December 2023. It also ordered Israel to take immediate and effective measures to ensure aid can reach people in Gaza. During the debate with the Council and the European Commission on Tuesday afternoon, MEPs also discuss the allegations that 12 staff members of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA ) were involved in the 7 October attacks against Israel. While several donor countries have suspended their UNRWA funding, the EU said it will take a decision in light of the outcome of the investigation announced by the UN and its subsequent actions.

MEPs are set to approve long-term funding for Ukraine, the “Strategic Technologies for Europe Platform” (STEP), and associated major changes to the multi-year EU budget. The revision of the EU’s long-term budget – the multiannual financial framework (MFF) – includes the €50 billion Ukraine Facility and the “Strategic Technologies for Europe Platform” (STEP) which aims to support EU competitiveness and resilience in strategic sectors. It also bolsters the EU’s budget to deal with migration and external challenges as well as the EU's crisis preparedness and budgetary flexibility. Furthermore, in line with Parliament’s demands, the revision introduces a mechanism to tackle escalating costs linked to the repayment of the NextGenerationEU recovery plan amid rising interest rates. The new rules enhance the integrity of election campaigns and help fight disinformation and foreign interference. The regulation requires political advertising to be clearly labelled, allowing citizens to see why they were targeted, who sponsored the ad, how much they paid and to which elections or referendum it pertains. Sponsoring ads from outside the EU is prohibited in the three-month period leading up to elections. All online political ads are available in an online ad repository. Under the new rules, separate and explicit consent must be obtained to use personal data for targeted ads, while the use of special categories of personal data (e.g. ethnicity, religion, sexual orientation) or minors’ data are banned.
