While international diplomatic efforts are underway to address the Gaza conflict and prevent it from escalating into a regional crisis, the Israeli government has expressed its determination to end Hamas' rule in Gaza. Israeli officials asserted a transition to more targeted warfare, though intense fighting continues. Following Hamas’ deadly attack against Israel on 7 October 2023, which claimed the lives of around 1,200 people and resulted in more than 200 people being taken hostage, Israel declared war against the terrorist group. It began striking the Gaza Strip from the air, later sending ground forces into the sealed-off coastal enclave. According to the Hamas-run health ministry, more than 11,000 Palestinians, including a large number of civilians, have so far been killed. The MEPs hold a debate in regards to the EU relations with the Palestinian Authority to reiterate the EU’s unwavering support for the two-state solution, as the only viable solution to the conflict, with the state of Israel and the state of Palestine living democratically side by side in peace, complete with guaranteed security, mutual recognition under the 1967 borders, mutually agreed-upon equivalent land swaps and Jerusalem as the capital of both states, based on the parameters in the Council conclusions of July 2014. MEPs debate on their position on rules to protect journalists, activists, academics, artists and researchers against legal actions aimed at silencing them. The draft directive provides minimum standards of protection from lawsuits against public participation (SLAPP) in the EU through early dismissal of these cases, obliging the claimant to cover the costs of proceedings and not recognising third country judgements. The rules should apply in cross-border cases when the claimant and defendant are not based in the same country as the court or when the case is relevant to more than one member state and the disputed work can be accessed electronically.
