Plans to reduce the energy consumption and greenhouse-gas emissions from the buildings sector is debated on Monday and voted on by plenary on Tuesday. The revision of the Energy Performance of Buildings Directive, agreed with the Council in December, aims to substantially reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030, and have it achieve climate neutrality by 2050. The new rules also mean more of the worst-performing buildings will undergo renovation, and information-sharing on energy performance will be improved. New buildings must be zero-emission as of 2030, and new buildings occupied or owned by public authorities must be zero-emission as of 2028. First part of MEPs debate.

Energy performance of buildings: MEPs debate (part 1)

MEPs debate the impact of the announced reform of the criminal code on Slovakia’s efforts to fight corruption. On 6 December, the new Slovak government tabled a draft law to overhaul the country’s penal code. If approved by its parliament, the special prosecutor’s office dealing with the most serious crimes and corruption would be dismantled. The government also intends to soften penalties for corruption offences. Several investigators and police officers looking into corruption charges have already faced repercussions from the new government, such as being dismissed, suspended or sidelined from these investigations.

The European Court of Auditors (ECA) is an institution of the European Union (EU) and the external auditor of the EU’s finances. In this capacity, it acts as the independent guardian of the financial interests of all EU citizens, notably by helping to improve the EU’s financial management. Its annual report on the implementation of the EU budget presents the statement of assurance as to whether the EU’s accounts are reliable and whether the EU budget has been used in accordance with the applicable laws and regulations. MEPs debate the Commission’s long-awaited proposal for an ethics body covering all EU institutions, published on 8 June. Parliament called for the creation of such a body for the first time in September 2021, and twice again in the wake of recent corruption allegations - in December 2022 and February 2023. The Special Committee on Foreign Interference also included relevant proposals in its report earlier this month.
