The European Climate Law instructs the Commission to propose an EU climate target for 2040 at the latest within six months of the first global stocktake carried out under the Paris Agreement that took place at the COP28 in December 2023. Parliament calls on the Council to finally act to tackle hate speech and hate crime in the EU. The draft report asks for progress on classifying hate speech and hate crime as “EU crimes” - a process stalled in Council since 2022. MEPs highlight the need to ensure all individuals and groups that can become targets of hate are protected, and to ensure that freedom of expression is not exploited to protect hate speech and hate crimes. They are also set to call for an “open-ended” approach whereby incidents would be assessed based on their contextual circumstances. MEP's debate

Extending the list of EU crimes to hate speech and hate crime: MEP's debate

MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.

The European Court of Auditors (ECA) is an institution of the European Union (EU) and the external auditor of the EU’s finances. In this capacity, it acts as the independent guardian of the financial interests of all EU citizens, notably by helping to improve the EU’s financial management. Its annual report on the implementation of the EU budget presents the statement of assurance as to whether the EU’s accounts are reliable and whether the EU budget has been used in accordance with the applicable laws and regulations. In response to growing threats to editorial independence and the industry’s viability, MEPs adopt their position on a draft law to strengthen the independence of EU media. Parliament wants the European Media Freedom Act, on which MEPs debate a to oblige Member States to ensure media plurality and protect media independence from governmental, political, economic, or private interference. European Media Freedom Act: MEPs debate (part 2)

MEPs debate on their position on rules to protect journalists, activists, academics, artists and researchers against legal actions aimed at silencing them. The draft directive provides minimum standards of protection from lawsuits against public participation (SLAPP) in the EU through early dismissal of these cases, obliging the claimant to cover the costs of proceedings and not recognising third country judgements. The rules should apply in cross-border cases when the claimant and defendant are not based in the same country as the court or when the case is relevant to more than one member state and the disputed work can be accessed electronically. Protection of journalists and human rights defenders from manifestly unfounded or abusive court proceedings: MEPs debate

MEPs are set to adopt recommendations to tackle and prevent spyware abuse in Europe, based on the inquiry into illicit use of Pegasus and other spyware. The recommendations set out a range of proposals, including investigations into suspected abuse; EU standards for the deploy of spyware; legal remedies for people who have been targeted; strict enforcement of the EU’s export control rules; an EU Tech Lab to conduct technical investigations; and co-ordination with third countries. Pegasus spyware: MEPs debate (part 1)

MEPs call on the EU to boost its food security and strategic autonomy. In the light of the Russian war of aggression against Ukraine and the impact of the COVID-19 pandemic, the draft text calls for the use of the EU’s strategic food stocks, a protein and feed strategy to allow farmers to become less reliant on third countries, new breeding techniques to decrease the use of synthetic fertilisers and pesticides, and investments in digital technologies in agriculture. It also demands a dedicated EU programme for water management, the reduction of food waste and reciprocity in trade of agricultural products with third countries.
