Plans to reduce the energy consumption and greenhouse-gas emissions from the buildings sector is debated on Monday and voted on by plenary on Tuesday. The revision of the Energy Performance of Buildings Directive, agreed with the Council in December, aims to substantially reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030, and have it achieve climate neutrality by 2050. The new rules also mean more of the worst-performing buildings will undergo renovation, and information-sharing on energy performance will be improved. New buildings must be zero-emission as of 2030, and new buildings occupied or owned by public authorities must be zero-emission as of 2028. First part of MEPs debate.

Framework for ensuring a secure and sustainable supply of critical raw materials: MEPs debate part 1

MEPs debate and vote on on strengthening requirements for heavy-duty vehicles (HDVs), such as buses, trucks and trailers, to reduce their CO2 emissions. They propose that the targets should be set at 45% for the period 2030-2034, 70% for 2035-2039 (compared to 65% proposed by the Commission) and 90% as of 2040. They also agree that newly registered urban buses should be zero-emission vehicles from 2030. Background: On 14 February 2023, the Commission tabled a legislative proposal to set CO2 standards for heavy-duty vehicles from 2030 onwards to help reach the EU’s objective to be climate neutral by 2050 and lower the demand for imported fossil fuels. Heavy-duty vehicles, such as trucks, city buses and long-distance buses, are responsible for more than 25% of greenhouse gas (GHG) emissions from road transport in the EU and account for over 6% of total EU GHG emissions.

MEPs debate on Parliament’s demands for the 2023 UN Climate Change Conference (COP28), taking place in Dubai from 30 November. The Parliament calls for action in view of the COP28, which takes stock of the progress made on implementing the 2015 Paris Agreement. MEPs want global financial contributions to be continued and increased, better efforts to protect, conserve and restore biodiversity and global targets to triple renewable energy and double energy efficiency by 2030. They also call for an end to all direct and indirect fossil fuel subsidies.

UN Climate Change Conference 2023 in Dubai (COP28): MEPs debate

Parliament wants to take stock of the implementation of the Digital Services Act, after the first 19 platforms and search engines that have to comply with its obligations since 25 August were named. Platforms including X (formerly Twitter), Facebook, Tiktok and Instagram are now required to take concrete measures to assess and mitigate system risks related to the spread of disinformation or harmful content on their services. Fighting disinformation and dissemination of illegal content in the context of the Digital Services Act: MEPs debate (part 2)

MEPs debate on updated rules on the collection, treatment and discharge of urban wastewater to better protect the environment and human health.The Environment Committee adopted its position in September. The report calls for treated wastewater from urban wastewater treatment plants to be reused more widely to prevent water scarcity. MEPs want chemical pollutants (including “forever chemicals”), microplastics, pathogens and antimicrobial resistance to be monitored more. They also agree that a system of extended producer responsibility (EPR) should be set up for pharmaceuticals and cosmetics, which require additional treatment for micro-pollutants.
