MEPs discuss with Commission and Council representatives whether the EU’s sanctions against Russia are working, and how to prevent their circumvention by Moscow. Following Russia's illegal and unprovoked full-scale invasion of Ukraine in February 2022, the European Union swiftly adopted unprecedentedly tough sanctions against Moscow. There have since been 11 sanctions packages in total, Moscow has however found ways to bypass these measures, including through loopholes in trade restrictions and with the help of third-country intermediaries. 2023 Annual Rule of law report: MEPs debate

MEPs debate on their position on rules to protect journalists, activists, academics, artists and researchers against legal actions aimed at silencing them. The draft directive provides minimum standards of protection from lawsuits against public participation (SLAPP) in the EU through early dismissal of these cases, obliging the claimant to cover the costs of proceedings and not recognising third country judgements. The rules should apply in cross-border cases when the claimant and defendant are not based in the same country as the court or when the case is relevant to more than one member state and the disputed work can be accessed electronically. Protection of journalists and human rights defenders from manifestly unfounded or abusive court proceedings: MEPs debate

MEPs are set to adopt recommendations to tackle and prevent spyware abuse in Europe, based on the inquiry into illicit use of Pegasus and other spyware. The recommendations set out a range of proposals, including investigations into suspected abuse; EU standards for the deploy of spyware; legal remedies for people who have been targeted; strict enforcement of the EU’s export control rules; an EU Tech Lab to conduct technical investigations; and co-ordination with third countries. The Convention on Preventing and Combating Violence against Women and Domestic Violence is a major human rights treaty establishing comprehensive legal standards to ensure women’s right to be free from violence. Resulting from the Council of Europe’s continuous efforts since the 1990’s to prevent violence against women and domestic violence, this European legal instrument was negotiated by its 47 member states and adopted on 7 April 2011 by its Committee of Ministers. Six years after the EU signed the Convention - the first legally binding international instrument for preventing and combating violence against women and girls - and despite Parliament’s multiple calls to this end, it has still not ratified it because of the refusal of a few member states. However, the EU Court of Justice’s opinion of 6 October 2021 confirmed that the European Union can ratify the Istanbul Convention even without having the agreement of all member states.
