The Digital Services Act (DSA) and the Digital Markets Act (DMA) have two main goals: to create a safer digital space in which the fundamental rights of all users of digital services are protected and to establish a level playing field to foster innovation, growth, and competitiveness, both in the European Single Market and globally.

The&nbsp;Digital Services Act (DSA)&nbsp;aims to create a safer digital space in which users rights are protected, including rules to tackle illegal content online, enhance the accountability and transparency of algorithms, and dealing with content moderation and targeted advertising.

Digital Markets Act&nbsp; (DMA) sets rules on what big online platforms will be allowed to do and not do in the EU. It&nbsp;blacklists certain practices of large platforms acting as “gatekeepers” and enables the Commission to carry out market investigations and sanction non-compliant behaviour.

Digital Services and Digital Markets Act

The Digital Single Market strategy aims to open up digital opportunities for people and business and enhance Europe's position as a world leader in the digital economy. In this framework, a new legislative package for the modernisation of the EU copyright rules is presented by the Commission in September 2016.

A Digital Single Market (DSM) is one in which the free movement of persons, services and capital is ensured and where the individuals and businesses can seamlessly access and exercise online activities under conditions of fair competition, and a high level of consumer and personal data protection, irrespective of their nationality or place of residence. 
The European Commission has identified the completion of the Digital Single Market (DSM) as one of its 10 political priorities. 
Among its directives, a new directive on copyright in the digital single market. The purpose is to adapt EU copyright legislation to the digital environment, which is quickly changing the way copyright-protected works and content are created, produced, distributed and exploited in the European Union.

Following political agreement with the Council, a vote in plenary on 2 October 2018 saw Parliament adopt the updated EU Audiovisual Media Services Directive (AVMSD), based on the proposal presented by the Commission on 25 May 2016.

The overarching goal of the proposal was to bring about a balance between competitiveness and consumer protection. It therefore aimed to introduce flexibility when restrictions only applicable to TV are no longer justified, promote European films, protect minors and tackle hate speech more efficiently. The proposal also reflected a new approach to online platforms. Following adoption of the revised directive, EU Member States now have to bring the new rules into national law by 19 September 2020.

Audiovisual Media Services Directive

Thanks to the Roaming Regulation roaming charges ended on 15 June 2017. Europeans travelling within the EU only pay domestic prices for calls, SMS and data. The scheme was due to expire on 30 June 2022.
The EU will renew the “Roam Like At Home” scheme for another ten years, under plans adopted by Parliament during March mini-session.
The legislation, a follow-up to the 2017 elimination of roaming surcharges and agreed between Parliament and Council in December means consumers will continue to be able to use their mobile phones when travelling abroad in the EU with no additional fees on top of what they already pay at home. In addition, they will enjoy the same quality and speed of mobile connection abroad as at home. Roaming providers will be obliged to offer the same roaming quality to that provided domestically, if the same conditions are available on the network of the visiting country. In negotiations with Council, MEPs secured a provision in the new rules to prohibit practices that reduce the quality of roaming services (e.g. by switching the connection from 4G to 3G).

On 1 and 2 October, EU leaders meet in Brussels to discuss foreign affairs, in particular relations with Turkey and the situation in the Eastern Mediterranean.

The leaders are also expected to address relations with China, the situation in Belarus and the poisoning of Alexei Navalny. The single market, industrial policy and digital transformation are also on the agenda

The summit, initially planned for 24 and 25 September, has been postponed as President Michel is in quarantine.

Special European Council, 1-2 October 2020

On 6 April 2022 MEPs backed new legislation to increase the availability of data for start-ups and businesses to stimulate innovation. The Data Governance Act (DGA), already agreed by MEPs with EU governments, aims to boost data sharing and help unlock the potential of Artificial Intelligence. It establishes new EU rules on the neutrality of data marketplaces, facilitates the reuse of certain data held by the public sector - e.g. certain health, agricultural or environmental data - and creates common European data spaces in strategic domains, including health, environment, energy, agriculture, mobility, finance, manufacturing, public administration and skills.

 
The overall objective of the proposed regulation is to give customers better access to goods and services in the single market.

With internet and digital technologies playing an increasingly important role in our daily lives, the digitalisation of Europe has become one of the EU's priorities for the coming decade. But the progress made by the EU is uneven. There are clear differences across Europe as geographical conditions in some regions hinder the expansion of broadband internet or 5G. On the other side, older adults have also lagged behind the rest of the population in having the means and ability to use digital tools and the Internet.
