MEPs debate on the goal to make the building sector climate neutral by 2050, all new buildings should be zero-emission from 2028. Existing residential buildings would have to be classified as at least E on their energy performance by 2030, and D by 2033 - on a scale going from A to G, the latter corresponding to the 15% worst-performing buildings in the national stock of a member state. Non-residential and public buildings would have to achieve the same by 2027 and 2030 respectively. An area larger than the EU was lost to deforestation from 1990 to 2020, with EU consumption causing around 10% of losses. A new law on deforestation-free products will make obligatory for companies to issue a so-called “due diligence” statement that goods on the EU market have not led to deforestation or forest degradation anywhere in the world. The largest share of EU-driven deforestation commodities are: palm oil (33,95%), soy (32,83%), wood (8,62%), cocoa (7,54%), coffee (7,01%) and beef (5,01%. The EU energy performance of buildings directive (EPBD) was adopted in 2010 and revised in 2018, with a view to improving the energy performance and increasing the rate of renovation of commercial and residential buildings in the EU. In 2020, Commission President Von der Leyen presented a plan to reduce the EU's greenhouse gas emissions by at least 55 % in 2030 (compared to 1990). This would require a series of coordinated actions at EU level, including the revision of existing energy and climate legislation. As part of the Fit for 55 package, the Commission adopted a legislative proposal to revise the EPBD on 15 December 2021. In the European Parliament, the file was allocated to the ITRE committee with Ciarán Cuffe (Greens/EFA, Ireland) as rapporteur. Fluorinated gases (F-gases) are potent greenhouse gases (GHGs), with a global warming potential (GWP) up to 25 000 times higher than that of CO2. Used in a range of appliances – such as refrigerators, air conditioners, foams and fire extinguishers – F-gas emissions occur throughout appliances' life cycles. Today, F-gas emissions amount to 2.5 % of the EU's total GHG emissions. The current F-gas Regulation is one of the EU's main instruments to fight F-gas emissions, contributing to the EU's wider efforts to combat climate change by introducing an EU-wide phase-down scheme for hydrofluorocarbons (HFCs). In light of the EU's increased climate ambition, the Commission decided to review the F-gas Regulation, as one of the reforms under the 'fit-for-55' package. On 14 July 2021, the European Commission adopted the 'fit for 55' package, adapting existing climate and energy legislation to meet the new EU objective of a minimum 55 % reduction in greenhouse gas emissions by 2030. The fit for 55 package is part of the European Green Deal, a flagship of the von der Leyen Commission that aims to put the EU firmly on the path towards climate neutrality by 2050, as set out in the European Climate Law.
