EU leaders discuss how to strengthen the EU's economic base by focusing on the opportunities provided by digital transformation and the green transition. They also exchange views on the EU's digital policy. In line with its conclusions of October 2019, the European Council returns to the issue of enlargement. Leaders exchange views on preparations for the Western Balkans summit, to be held in Zagreb in May. They also hold a strategic discussion on EU-China relations ahead of the EU-China summit and the EU-China Leadersʼ meeting and assess the outcome of the EU summit with India on 13 March 2020. The European Council is invited to endorse the new strategic guidelines in the field of justice and home affairs.

The Spring European Council will focus on strengthening the European economic base. EU leaders will also discuss climate change, the upcoming summit with China and ways to tackle disinformation.

At the start of the meeting, Klaus Iohannis, President of Romania, representing the current Presidency of the Council, will provide an overview of progress on the implementation of earlier European Council conclusions.

The EU27 leaders will meet on 21 March 2019 to discuss the latest developments following the United Kingdom's notification under Article 50.

The Banking Union (BU) was created as a response to the financial crisis and is an essential complement to the Economic and Monetary Union (EMU) and the internal market, which aligns responsibility for supervision, resolution and funding at EU level and forces banks across the euro area to abide by the same rules. In particular, these rules ensure that banks take measured risks and that failing banks can be resolved in an orderly manner, with as little impact as possible on the real economy and public finances of the participating EU countries.

The Banking Union&nbsp;currently has two elements, the&nbsp;Single Supervisory Mechanism&nbsp;(SSM) and the&nbsp;Single Resolution Mechanism&nbsp;(SRM). The SSM supervises the largest and most important banks in the euro area directly at European level, while the purpose of the SRM is to resolve failing banks in an orderly manner with minimal costs for taxpayers and for the real economy.

The EP is currently following the recent developments on the EU and US markets with&nbsp;the failure of the Silicon Valley Bank and the implications for financial stability in Europe or the UBS’s rescue of the Bank Credit Suisse in Switzerland.

José María GIL-ROBLES&nbsp;was President of the European Parliament between 1997 and 1999.

Gil-Robles (Madrid, 1935) died on 13th of&nbsp;February&nbsp;at the age of 87. He was a member of the European Parliament for 15 years, from 1989 to 2004, and served as the twenty-third president of the European Parliament between 14th of April,&nbsp;1997, and 19th of&nbsp;July, 1999.

As President of the European Parliament, he was involved in some of the key moments in European history, such as the negotiations that would lead to the Amsterdam Treaty, the approval by the European Parliament of the launch of the euro, the appointment of the first President of the European Central Bank and the launch of the EU Anti-Fraud Office (OLAF) or the European Union's efforts to prevent genocide in Kosovo.

Professor of Constitutional Law at the Complutense University of Madrid from 1959 to 1964, Gil-Robles held a Jean Monnet Chair and was director of the Jean Monnet "Antonio Truyol" Center of Excellence for European Studies at the university.&nbsp;

EU leaders discussed recent developments with regards to Russia’s war of aggression against Ukraine and continued EU support to Ukraine. The EU and its member states stand united in their unwavering support for Ukraine and its people and have so far provided&nbsp;assistance to Ukraine&nbsp;worth €50 billion.

This European Council meeting takes place after the&nbsp;24th EU-Ukraine summit&nbsp;on 3 February. It was the first summit to take place following the outbreak of Russia’s war and since the EU granted candidate status to Ukraine in June 2022.

Ukrainian President Volodymyr Zelensky also met European leaders in Brussels during his second trip abroad since the beginning of the war.

Two consecutive meetings at the highest political level took&nbsp;place at Prague Castle in early October.&nbsp;On October 7, an informal meeting of the European Council took place, after a first meeting of the European Political Community on October 6.

The first meeting of the European Political Community brought together&nbsp;leaders from across the continent&nbsp;in a spirit of unity. The European Political Community aims to&nbsp;foster political dialogue and cooperation&nbsp;to address issues of common interest and&nbsp;strengthen the security, stability and prosperity&nbsp;of the European continent. Besides the EU 27 leaders, Albania, Armenia, Bosnia, Turkey, Ukraine,&nbsp;United Kingdom and other countries were invited.

On 7 October,&nbsp;EU leaders discussed the three most pressing, and interlinked&nbsp;issues facing the EU, namely&nbsp;Russia's war in Ukraine, energy&nbsp;and the economic situation.&nbsp;

The values of human dignity, freedom, democracy, equality, the rule of law and the respect for human rights are fundamental to the European Union. These values are shared by the Nobel Peace Prize.

The European Parliament had the honour of welcoming and receiving several laureates of Nobel Peace Prize within its walls. Moreover four laureates of the European Parliament’s Sakharov prize for freedom of thought also won the Nobel Prize, and in 2012 the EU was awarded the Peace Prize for advancing the causes of peace, reconciliation, democracy and human rights in Europe.

In 2022, the Nobel Peace Prize committee awarded&nbsp;the russian human rights organisation Memorial, European Parliament’s Sakharov Prize for Freedom of Thought in 2009. In 2018, Nobel Peace prize was awarded to Denis Mukwege, European Parliament’s Sakharov Prize for Freedom of Thought in 2014, and Nadia Murad, European Parliament’s Sakharov Prize for Freedom of Thought in 2016.

The EU's passport-free travel space, known as the Schengen area, is one of the most tangible achievements of European integration. The Schengen area is one of the pillars of the European project.

The border-free Schengen Area guarantees free movement to more than 400 million EU citizens, along with non-EU nationals living in the EU or visiting the EU as tourists, exchange students or for business purposes (anyone legally present in the EU).&nbsp;

Free movement&nbsp;of persons enables every EU citizen to travel, work and live in an EU country without special formalities.

Schengen underpins this freedom by enabling citizens to move around the Schengen Area without being subject to border checks.

Today, the Schengen Area encompasses most EU countries, except for Bulgaria, Croatia,&nbsp;Cyprus, Ireland and Romania. However, Bulgaria, Croatia and Romania are currently in the process of joining the Schengen Area and already applying the Schengen acquis to a large extent. Additionally, also the non-EU States Iceland, Norway, Switzerland and Liechtenstein have joined the Schengen Area.

Since the start of the pandemics and in order to slow down the spread of the virus some travel restrictions have been necessary in the EU.

A founding father of the European Union, Jean Monnet (1888-1979) dedicated his life to bringing Europeans together and establishing unity and peace in Europe and across the world. His vision for a united Europe, a vision that would change this continent for ever, was created here in his unassuming home on the outskirts of Paris. Over the years, dignitaries and leaders from across the world met with Monnet at Houjarray to discuss the future of Europe. After witnessing the horrors of the Second World War, it is here that Monnet worked to bring European countries together and create a strong, unified Europe. This led to France and Germany combining their steel and coal production under a common authority, ensuring war could never again break out between the two countries and paving the way for the European Union we recognise today. And it all began here - at Houjarray, the home for Europe

Political group leaders take the floor to set out the priorities which they feel Commission should address in the coming months. They stressed the need to restore trust in the EU, pointing out that the May 2014 European elections offer voters a real chance to choose its future.

EU leaders will meet informally in Brussels to discuss institutional issues, including the European Parliament's composition after the 2019 elections and possible transnational lists, and&nbsp; how the EU appoints top positions, including the so called 'Spitzenkandidaten'.

The heads of state or government also debate on the political priorities of the multiannual financial framework (MFF) after 2020, i.e. the EU's long term budget.

The meeting takes place under the Leaders' Agenda. As the discussions are future-oriented, the meeting will be held in an EU27 format.

As this has now become a tradition, the European Parliament in Strasbourg holds its Open Day on Sunday 10 June, around the theme "2018 - European Year of cultural heritage". 

Children like adults are expected to follow a circuit with information stands, surrounded by some musical, educative and playful animations, in a family atmosphere. A debate is also planned between citizens and MEPs.

Northern Ireland was affected by inter-community violence for several decades, known as the ‘Troubles’. The ‘Good Friday Agreement’ or Belfast Agreement of 1998 set a path towards peace, where the British and Irish governments and society north and south overwhelmingly agreed upon a power-sharing arrangement that would put an end to violence and segregation.

Following the signing of the ‘Good Friday Agreement’, the European Union has played an increased role in supporting the peace process in Northern Ireland. This support has taken two main forms. Firstly, the European Union forms the general political framework for relations between the United Kingdom, the Republic of Ireland and Northern Ireland. Secondly, the European Union’s cohesion policy has given special attention to Northern Ireland over the years in order to support economic and social development in the context of the peace process.

In 1998, the Nobel Peace Prize was awarded to John Hume (PES, UK) and to David Trimble who are the architects of the Northern Ireland peace process.

On 10 May, President Metsola travelled to Luxembourg for the inauguration of Parliament’s Konrad Adenauer building, in the presence of His Royal Highness the Grand-Duke of Luxembourg and Prime Minister Xavier Bettel.

On the existing Konrad Adenauer Building (KAD) from the 1980s, a new building complex has been built up. The building complex will make it possible to bring together 3,000 employees in the various interconnected buildings to ensure integrated functionality between all departments.

On 9 May, Europe Day, the EU commemorates the signing of the 'Schuman Declaration' on 9 May 1950. An ambitious plan to secure long-term peace in post-war Europe that is considered the beginning of what is now the European Union. The importance of working for peace in Europe is all the more evident, as we highlight our unity and solidarity with Ukraine.

The EP is organising a wide range of online and on-site activities across the EU Member States, as well as in the home of the EU institutions in Brussels, Luxembourg and Strasbourg. As the 2022 European Year of Youth shines a spotlight on Europe’s young people and with citizens’ voices amplified by the Conference on the Future of Europe there’s never been a better time to come together, discuss the challenges we all face and create a better future for Europe that works for everyone.
