MEPs approve a deal on 2025’s EU budget to address current challenges and managing repayment costs for the EU’s recovery plan. During negotiations with member states, Parliament obtained more than €230 million in funding beyond the Commission's initial draft proposal, to better focus on key EU programmes and policies aimed at improving people's lives, boosting competitiveness, and addressing challenges like climate, health, migration or defence. Negotiators also agreed on a solution to cover repayment costs for the European Union Recovery Instrument (EURI). The preliminary figures are €199.44 billion in commitment appropriations and €155.21 billion in payment appropriations.

MEPs review the Hungarian National Card residence permit scheme and its effects on the Schengen area with the Commission and Council. In July, Hungary expanded its National Card residence permit scheme to include nationals from Russia and Belarus. MEPs have expressed concerns that this could lower screening requirements for these individuals, potentially increasing security risks for the Schengen free-travel zone. On 4 September, Home Affairs Commissioner Ylva Johansson confirmed to Parliament’s Committee on Civil Liberties, Justice, and Home Affairs that the Commission is requesting further details from the Hungarian government about this expansion.

European Parliament’s priorities and achievements (2019-2024): Reforming the migration and asylum rules

MEPs are set to approve long-term funding for Ukraine, the “Strategic Technologies for Europe Platform” (STEP), and associated major changes to the multi-year EU budget. The revision of the EU’s long-term budget – the multiannual financial framework (MFF) – includes the €50 billion Ukraine Facility and the “Strategic Technologies for Europe Platform” (STEP) which aims to support EU competitiveness and resilience in strategic sectors. It also bolsters the EU’s budget to deal with migration and external challenges as well as the EU's crisis preparedness and budgetary flexibility. Furthermore, in line with Parliament’s demands, the revision introduces a mechanism to tackle escalating costs linked to the repayment of the NextGenerationEU recovery plan amid rising interest rates.
