Reform of the energy and electricity markets: MEPs debate (part 1)

Plans to reduce the energy consumption and greenhouse-gas emissions from the buildings sector is debated on Monday and voted on by plenary on Tuesday. The revision of the Energy Performance of Buildings Directive, agreed with the Council in December, aims to substantially reduce greenhouse gas (GHG) emissions and energy consumption in the EU building sector by 2030, and have it achieve climate neutrality by 2050. The new rules also mean more of the worst-performing buildings will undergo renovation, and information-sharing on energy performance will be improved. New buildings must be zero-emission as of 2030, and new buildings occupied or owned by public authorities must be zero-emission as of 2028. First part of MEPs debate.

MEPs debate and adopt their position for negotiations with EU governments on new rules to reduce, reuse and recycle packaging in the EU. The report by the Committee on the Environment, Public Health and Food Safety includes proposals to make packaging easier to reuse and recycle, to reduce unnecessary packaging and waste, and to encourage the use of recycled content. The Parliament debate on a new legislation to increase the use of renewable energy in line with the EU’s Green Deal and REPowerEU initiatives. The directive, already informally agreed with the Council, is intended to raise the share of renewables in the EU’s final energy consumption to 42.5% by 2030. Member states are urged to aim for 45%. The new law will also speed up the approval process for new renewable energy power plants, such as solar and wind farms, as well as the adaptation of existing ones.

To provide legal certainty to business and citizens, the Commission has proposed a directive laying down rules on corporate due diligence obligations. MEPs debate on the goal to make the building sector climate neutral by 2050, all new buildings should be zero-emission from 2028. Existing residential buildings would have to be classified as at least E on their energy performance by 2030, and D by 2033 - on a scale going from A to G, the latter corresponding to the 15% worst-performing buildings in the national stock of a member state. Non-residential and public buildings would have to achieve the same by 2027 and 2030 respectively.

Plans to refill Europe’s gas reserves more quickly to ensure supply during the cold season will be voted on by MEPs, in the wake of Russia’s war against Ukraine.The new regulation, already agreed upon with EU ministers, sets a mandatory minimum level of gas in storage facilities of 80% by 1 November 2022, but member states and operators should strive to reach 85%.
