Amidst significant geopolitical uncertainty and threats, MEPs are set to call for decisive action to strengthen and protect the international rules-based order. EP Plenary holds a joint debate on how to strengthen European security and defence with the Council and Commission.In the draft report on the implementation of the EU’s Common Foreign and Security Policy for 2023, MEPs urge the EU to develop robust strategic alliances, to accelerate EU enlargement and reform decision-making processes in response to a new geopolitical context. Parliament also assesses the implementation of the EU’s Common Security and Defence Policy report in the context of a rapidly deteriorating global security environment. Both reports will be put to a vote on Wednesday.

MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.

MEPs discuss on a revision of Parliament’s internal rules, prompted by the President’s 14-point reform plan addressing allegations of corruption.The draft changes were finalised by the Constitutional Affairs Committee on Thursday 7 September, based on the guidelines endorsed by Parliament’s political leadership earlier this year. They relate primarily to MEPs’ code of conduct and other relevant parts of Parliament’s rules of procedure, including new provisions for declarations of gifts, income, conflicts of interest, meetings, and input on parliamentary work.
