The Body would develop and interpret common minimum standards of ethical conduct, as well as publish reports on how these have been applied in internal rules. Parliament decides on Thursday whether to approve the agreement to establish an Interinstitutional Body for Ethical Standards, which aims to set up a framework for cooperation for the EU’s institutions and bodies. Even though Parliament’s negotiators managed to improve the Commission’s proposal significantly, which was described as “unsatisfactory” by MEPs in July 2023, MEPs are set to raise issues related to the scope and powers of the envisioned body (including Council’s limited participation) in the debate preceding the vote. MEPs adopt the first EU-wide Disability Card and Parking Card for persons with disabilities during the plenary session in Strasbourg. Parliament calls on the Council to finally act to tackle hate speech and hate crime in the EU. The draft report asks for progress on classifying hate speech and hate crime as “EU crimes” - a process stalled in Council since 2022. MEPs highlight the need to ensure all individuals and groups that can become targets of hate are protected, and to ensure that freedom of expression is not exploited to protect hate speech and hate crimes. MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.

Voting session: implementation of the principle of the primacy of EU law

MEPs debate and vote on on strengthening requirements for heavy-duty vehicles (HDVs), such as buses, trucks and trailers, to reduce their CO2 emissions. They propose that the targets should be set at 45% for the period 2030-2034, 70% for 2035-2039 (compared to 65% proposed by the Commission) and 90% as of 2040. They also agree that newly registered urban buses should be zero-emission vehicles from 2030. Background: On 14 February 2023, the Commission tabled a legislative proposal to set CO2 standards for heavy-duty vehicles from 2030 onwards to help reach the EU’s objective to be climate neutral by 2050 and lower the demand for imported fossil fuels. Heavy-duty vehicles, such as trucks, city buses and long-distance buses, are responsible for more than 25% of greenhouse gas (GHG) emissions from road transport in the EU and account for over 6% of total EU GHG emissions.

MEPs debate the European Citizens’ Initiative “Fur Free Europe” to ban the rearing and killing of animals exclusively for fur production in the EU. The initiative calls for an EU ban on the keeping and killing of animals for the sole or main purpose of fur production. The organisers also seek to prohibit selling fur from these animals, as well as products containing this fur across the Union. The initiative “Fur Free Europe” collected 1,502,319 valid signatures from all EU countries.

Following harassment and threats, Daphne Caruana Galizia was murdered in a car bomb explosion on 16 October 2017. The outcry over the authorities’ handling of her murder investigation ultimately prompted the resignation of Prime Minister Joseph Muscat. MEPs debate on new rules to improve EU air quality for a cleaner and healthier environment. In October 2022, the Commission proposed a revision of the EU air quality rules with more ambitious targets for 2030 to achieve the zero pollution objective by 2050 in line with the EU’s Zero Pollution Action Plan. The draft text, adopted by the Environment Committee in June 2023, sets stricter 2030 limits and target values for several pollutants relative to the original Commission proposal to ensure that air quality in the EU is not harmful to human health, natural ecosystems and biodiversity.
