Following Hamas’ deadly attack against Israel on 7 October 2023, which claimed the lives of around 1,200 people and resulted in more than 200 people being taken hostage, Israel declared war against the terrorist group. It began striking the Gaza Strip from the air, later sending ground forces into the sealed-off coastal enclave. According to the Hamas-run health ministry, more than 11,000 Palestinians, including a large number of civilians, have so far been killed. MEPs debate on their position on rules to protect journalists, activists, academics, artists and researchers against legal actions aimed at silencing them. The draft directive provides minimum standards of protection from lawsuits against public participation (SLAPP) in the EU through early dismissal of these cases, obliging the claimant to cover the costs of proceedings and not recognising third country judgements. The rules should apply in cross-border cases when the claimant and defendant are not based in the same country as the court or when the case is relevant to more than one member state and the disputed work can be accessed electronically. MEPs debate on the world’s first set of comprehensive rules to manage AI risk and promote uses of AI that align with EU values including human oversight, privacy, and non-discrimination. The rules follow a risk-based approach and establish obligations for providers and users depending on the level of risk the AI can generate. They would prohibit AI systems with unacceptable levels of risk. They are also proposing tailor-made rules for generative AI, like ChatGPT, including labelling AI-generated content and making publicly-available summaries of copyrighted data used for training. MEPs will debate and vote on ‘citizenship by investment’ schemes, under which third country nationals can get so-called ‘golden passports’. These ones are objectionable ethically, legally, and economically. They also pose serious security risks while undermining the essence of EU citizenship, and should be banned. According to the draft text, third countries with visa-free access to the EU should also end their ‘golden passports’ schemes. Meanwhile, on 25 February in light of Putin’s attack on Ukraine, the leaders of the European Commission, France, Germany, Italy, the UK, Canada, and the US committed to taking measures to limit the access of wealthy Russians (with ties to the government) to ‘golden passports’.
