Misinformation and disinformation on social media platforms, such as TikTok, and related risks to the integrity of elections in Europe: MEPs Debate (part 3)

MEPs outline proposals to improve the protection of EU citizens against exposure to second-hand smoke and aerosols, including from electronic cigarettes. In Europe’s Beating Cancer Plan, the Commission has previously announced its intention to update the current Council Recommendation on smoke-free environments, which dates back to 20019. A revision was needed to extend its scope to certain emerging products, such as electronic cigarettes and heated tobacco, due to the rapid market growth and appeal of such products in recent years, especially among young people. The Commission recommends EU countries reduce the risk of second-hand exposure by banning the use of all tobacco products in certain outdoor spaces, such as public playgrounds and amusement parks, areas related to restaurants/cafés, public transportation, healthcare and education establishments, as well as workplaces.

Smoke and aerosol-free environments: MEPs debate

MEPs discuss with the Commission the conclusions of the UN COP29 Climate Change Conference held in Baku from 11 to 22 November. Parliament adopted its demands for the COP29 at the first November plenary session. An EP delegation is in Baku, Azerbaijan, from 18 to 22 November, to participate in this year’s climate change conference. The main aim of the gathering is to provide an overview of current progress on the Paris Agreement and agree on new financial resources to support global climate action.

The UN Climate Change Conference (COP29) takes place from 11 to 22 November 2024 in Baku, Azerbaijan, gathering world leaders and climate experts to define a new global goal for climate finance and advance climate action. A delegation from the European Parliament will participate from 18 to 22 November to contribute to discussions on the EU's climate commitments and financial support for sustainable development worldwide. MEPs call on all countries to set a socially fair and equitable climate finance goal, aligned with the polluter-pays principle and incorporating diverse public, private, and innovative financial resources. The resolution further urges the EU to create a stable finance mechanism to ensure reliable support for its climate finance obligations, reinforcing the EU's leadership role in global climate action and the importance of predictable funding for effective climate policies.

MEPs call for an urgent ceasefire in Lebanon and for the UN mission in the country to be protected, after several recent attacks. The European Union has expressed its grave concern about the recent escalation along the Blue Line separating Israel and Lebanon, particularly regarding attacks by the Israeli Defence Forces against the United Nations Interim Force in Lebanon (UNIFIL), which left several peacekeepers wounded. Israeli authorities accuse Hezbollah of using UN peacekeepers as “human shields” and consider that the UN’s refusal to evacuate UNIFIL soldiers has turned them into “hostages of Hezbollah”. UNIFIL was established in 1978 after the Israeli invasion of southern Lebanon to monitor the situation there.

MEPs debate on the Hungarian “National Card” scheme and its consequences for Schengen and the area of freedom, security and justice. MEPs review the Hungarian National Card residence permit scheme and its effects on the Schengen area with the Commission and Council. In July, Hungary expanded its National Card residence permit scheme to include nationals from Russia and Belarus. MEPs have expressed concerns that this could lower screening requirements for these individuals, potentially increasing security risks for the Schengen free-travel zone. On 4 September, Home Affairs Commissioner Ylva Johansson confirmed to Parliament’s Committee on Civil Liberties, Justice, and Home Affairs that the Commission is requesting further details from the Hungarian government about this expansion.

MEPs debate on updated rules on the collection, treatment and discharge of urban wastewater to better protect the environment and human health.The Environment Committee adopted its position in September. The report calls for treated wastewater from urban wastewater treatment plants to be reused more widely to prevent water scarcity. MEPs want chemical pollutants (including “forever chemicals”), microplastics, pathogens and antimicrobial resistance to be monitored more. They also agree that a system of extended producer responsibility (EPR) should be set up for pharmaceuticals and cosmetics, which require additional treatment for micro-pollutants. Parliament is set to adopt its position on eight proposals that are part of the “Fit for 55 in 2030 package”. This is the EU’s plan to cut greenhouse gas emissions by at least 55% by 2030 compared to 1990 levels and have net-zero greenhouse gas (GHG) emissions (climate neutrality) by 2050, in line with the European Climate Law.
