MEPs reaffirm their strong support for Ukraine and criticise the military cooperation between Russia and North Korea in the war against Ukraine. A statement issued by Parliament’s leaders on 19 November 2024 called on the EU to “step up support for Ukraine in every way, including politically, financially, militarily and with humanitarian aid” and reiterated that “we stand with and support Ukraine in every possible way until its victory”. MEPs debate on the Hungarian “National Card” scheme and its consequences for Schengen and the area of freedom, security and justice. MEPs review the Hungarian National Card residence permit scheme and its effects on the Schengen area with the Commission and Council. In July, Hungary expanded its National Card residence permit scheme to include nationals from Russia and Belarus. MEPs have expressed concerns that this could lower screening requirements for these individuals, potentially increasing security risks for the Schengen free-travel zone. On 4 September, Home Affairs Commissioner Ylva Johansson confirmed to Parliament’s Committee on Civil Liberties, Justice, and Home Affairs that the Commission is requesting further details from the Hungarian government about this expansion.

MEPs debate on a continued financial and military support to Ukraine by EU Member States. MEPs are calling for continued military and financial support for Ukraine in a resolution expected on Thursday. Ahead of the vote, Parliament is holding a debate with the Commission. In July, the newly-elected Parliament adopted its first resolution of the term, stating that the EU must support Ukraine until it wins against Russia’s occupying forces. This latest resolution reaffirms that commitment, urging EU countries to maintain their backing for Kyiv.

After the deal reached between the Parliament and the Council, MEPs debate on Tuesday and vote on Wednesday on the first EU rules on combating violence against women and domestic violence. The new directive will prohibit forced marriage and female genital mutilation and have specific rules on cybercrimes, such as cyber-flashing and cyber-stalking. Victims will have improved access to justice and to healthcare, including sexual and reproductive services, while the legislation will include provisions to prevent rape. MEPs debate.

MEPs are expected to reiterate concerns about the Slovak government’s plans for criminal code reform and changes in the functioning of the country’s public-service media. MEPs say the ongoing reform, which led to the dissolution of Slovakia’s Special Prosecutor’s Office on 20 March and reduces penalties and limitation periods for financial crimes, threatens Slovakia’s ability to fight corruption and protect the EU budget.

Amidst significant geopolitical uncertainty and threats, MEPs are set to call for decisive action to strengthen and protect the international rules-based order. EP Plenary holds a joint debate on how to strengthen European security and defence with the Council and Commission. In the draft report on the implementation of the EU’s Common Foreign and Security Policy for 2023, MEPs urge the EU to develop robust strategic alliances, to accelerate EU enlargement and reform decision-making processes in response to a new geopolitical context. Parliament also assesses the implementation of the EU’s Common Security and Defence Policy report in the context of a rapidly deteriorating global security environment. Both reports will be put to a vote on Wednesday.

MEPs are set to approve long-term funding for Ukraine, the “Strategic Technologies for Europe Platform” (STEP), and associated major changes to the multi-year EU budget. The revision of the EU’s long-term budget – the multiannual financial framework (MFF) – includes the €50 billion Ukraine Facility and the “Strategic Technologies for Europe Platform” (STEP) which aims to support EU competitiveness and resilience in strategic sectors. It also bolsters the EU’s budget to deal with migration and external challenges as well as the EU's crisis preparedness and budgetary flexibility. Furthermore, in line with Parliament’s demands, the revision introduces a mechanism to tackle escalating costs linked to the repayment of the NextGenerationEU recovery plan amid rising interest rates. Parliament calls on the Council to finally act to tackle hate speech and hate crime in the EU. The draft report asks for progress on classifying hate speech and hate crime as “EU crimes” - a process stalled in Council since 2022. MEPs highlight the need to ensure all individuals and groups that can become targets of hate are protected, and to ensure that freedom of expression is not exploited to protect hate speech and hate crimes. MEPs debate the impact of the announced reform of the criminal code on Slovakia’s efforts to fight corruption. On 6 December, the new Slovak government tabled a draft law to overhaul the country’s penal code. If approved by its parliament, the special prosecutor’s office dealing with the most serious crimes and corruption would be dismantled. The government also intends to soften penalties for corruption offences. Several investigators and police officers looking into corruption charges have already faced repercussions from the new government, such as being dismissed, suspended or sidelined from these investigations.

MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.
