MEPs adopt the first EU-wide Disability Card and Parking Card for persons with disabilities during the plenary session in Strasbourg. The new rules, already agreed on by the Parliament and the Council, establishes an EU-wide disability card to make sure that, when travelling for a short period, people with disabilities have equal access to preferential conditions, such as reduced or zero entry fees, priority access and access to reserved parking. Plenary discusses the latest ruling by the International Court of Justice regarding Israel and the alleged involvement of UNRWA staff in the 7 October attacks The International Court of Justice ordered Israel to take a series of measures to prevent any acts of genocide against Palestinians in Gaza, after South Africa filed an application against Israel at the court in December 2023. It also ordered Israel to take immediate and effective measures to ensure aid can reach people in Gaza. During the debate with the Council and the European Commission on Tuesday afternoon, MEPs also discuss the allegations that 12 staff members of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA ) were involved in the 7 October attacks against Israel. While several donor countries have suspended their UNRWA funding, the EU said it will take a decision in light of the outcome of the investigation announced by the UN and its subsequent actions.

MEPs discuss the wellbeing and the protection of children in Europe, marking the International Day on the Rights of the Child. The Parliament also debate how to strengthen the Child Guarantee, two years after its adoption in 2021. MEPs discuss a report to reduce inequalities and increase social inclusion in times of crisis for children and their families. In the text, Parliament calls for better integrated social, educational and employment services to help break the vicious circle of poverty and to protect children and their families at risk of poverty, in particular in times of crisis.

MEPs debate on updated rules on the collection, treatment and discharge of urban wastewater to better protect the environment and human health.The Environment Committee adopted its position in September. The report calls for treated wastewater from urban wastewater treatment plants to be reused more widely to prevent water scarcity. MEPs want chemical pollutants (including “forever chemicals”), microplastics, pathogens and antimicrobial resistance to be monitored more. They also agree that a system of extended producer responsibility (EPR) should be set up for pharmaceuticals and cosmetics, which require additional treatment for micro-pollutants. MEPs debate the proposal to extend the authorisation to use glyphosate in the EU for ten more years.Glyphosate is currently approved in the EU until 15 December 2023 and can therefore be used as an active substance in plant protection products (pesticides) until that date, if authorised by national authorities. On 19 September 2023, the Commission put forward a draft regulation proposing to renew the approval of glyphosate, subject to certain conditions, for another ten years with a view to making a final decision by 15 December 2023. MEPs debate with the Council and Commission better protecting Europeans from extreme heatwaves, floods and forest fires. MEPs call for increased action to build a more disaster-resilient EU. The EU Civil Protection Mechanism was activated this summer for an increasing number of extreme weather events, including devastating floods (Slovenia, Cyprus, more recently Greece and Bulgaria) and the largest wildfires ever recorded in the EU (in particular in the Mediterranean region).

MEPs debate the EU’s international commitments and the risks of compromising the EU’s green transition. The European Green Deal was presented by the EC in 2019. Its purpose is to transform the EU into a modern, resource-efficient and competitive economy, ensuring zero net emissions of greenhouse gases by 2050, economic growth decoupled from resource consumption, and with no one and nowhere left behind. MEPs debate and call for increased action to preserve and improve EU water resources, already affected by several years of dry conditions and diminishing groundwater levels. The impact of the emerging drought is already visible in France, Spain, and northern Italy and raise concerns about water supply for human use, agriculture, and energy production.
