MEPs discuss with Commission and Council representatives the recently tabled EU strategy to regain competitiveness and secure sustainable prosperity. This so-called “Competitiveness Compass” contains three core areas for action: innovation, decarbonisation, and security. It also identifies five so-called horizontal enablers for competitiveness: simplification, lowering barriers to the Single Market, financing competitiveness, promoting skills and quality jobs, and better coordination of policies at the EU and national levels. As the European automotive sector experiences a crisis sparked by the transition to low carbon technologies, the degradation of supply chains, increased competition from Asia, and decreased demand for electric models. After the statement of Valdis DOMBROVSKIS, Executive Vice-President of the European Commission, MEPs discuss possible measures to restore the sector's competitiveness and prevent factory closures. MEPs debate and vote on new EU rules to reduce emissions from passenger cars, vans, buses, trucks and trailers and to set battery durability requirements for them. The regulation governing the type-approval and market surveillance of motor vehicles (Euro 7) aims to support the EU’s transition towards clean mobility and improve air quality.

To improve road safety and support the digital transition, MEPs debate and vote (on Wednesday) on updating driving licence rules, introducing mobile licences and mandatory health checks.

MEPs debate and vote on on strengthening requirements for heavy-duty vehicles (HDVs), such as buses, trucks and trailers, to reduce their CO2 emissions. They propose that the targets should be set at 45% for the period 2030-2034, 70% for 2035-2039 (compared to 65% proposed by the Commission) and 90% as of 2040. They also agree that newly registered urban buses should be zero-emission vehicles from 2030. Background: On 14 February 2023, the Commission tabled a legislative proposal to set CO2 standards for heavy-duty vehicles from 2030 onwards to help reach the EU’s objective to be climate neutral by 2050 and lower the demand for imported fossil fuels. Heavy-duty vehicles, such as trucks, city buses and long-distance buses, are responsible for more than 25% of greenhouse gas (GHG) emissions from road transport in the EU and account for over 6% of total EU GHG emissions.

Strengthening the CO2 emission performance targets for new heavy-duty vehicles: MEPs debate

The European Parliament will adopt its position on new measures to cut down pollutant emissions for passenger cars, vans, buses and trucks (Euro 7). MEPs debate on the report prepared by the Committee on the Environment, Public Health and Food Safety (ENVI). The new Euro 7 regulation would update the current limits for exhaust emissions (such as nitrogen oxides, particulate matter, carbon monoxide, and ammonia) and introduce new measures to reduce emissions from tyres and brakes, and to increase battery durability.

MEPs debate on the Fit for 55 package. The new law on new energy saving targets requires an 11.7% reduction in primary and final energy consumption by 2030 (relative to 2020 projections). MEPs debate on the European Parliament giving its final green light to set the 2035 zero-emissions target for new cars and vans, part of the "Fit for 55* package. The new legitation sets the path towards zero CO2 emmissions for new passenger cars and light commercial vehicles in 2035, thus increasing the contribution road transport is making to the EU's climate neutrality target.

To help the EU become climate neutral, MEPs are set to demand that car-recharging stations be installed every 60 km and greenhouse gas emissions from ships be limited. Parliament is also set to adopt its negotiating position on new rules on the use of renewable and low-carbon fuels in maritime transport. MEPs aim to promote sustainable maritime fuels by introducing requirements for ships arriving at or departing from EU ports.
