Moldova, one of Europe’s poorest countries, has suffered severe political and economic collateral damage due to Russia’s war against neighbouring Ukraine, with soaring inflation, food costs, and energy prices, street protests in the capital Chișinău, electricity blackouts and disinformation campaigns. MEPs debate new trade rules seek to deter foreign powers from bullying the EU or member states into policy changes using economic coercion and enable the EU to take countermeasures. The Anti-Coercion Instrument (ACI) seeks to protect the EU’s and member states’ sovereignty in a geopolitical environment where trade and investment are increasingly weaponised by foreign powers. The regulation would enable the EU to respond, in line with international law and as a last resort, if the EU or a member state is blackmailed economically by a non-EU country trying to influence a particular policy choice or stance.

Economic coercion by third countries: MEPs debate

Following Russia’s unilateral decision in July to terminate the Black Sea Grain Initiative, which allowed agricultural products to be exported from Ukrainian ports, transit through the Solidarity Lanes established in states bordering Ukraine is expected to increase significantly (from three to five million tonnes of commodities per month). Almost all of the exported commodities via these corridors remain on the EU market due to the high transport costs for re-export. MEPs debate with the Commission the impact of Ukrainian grain exports on EU farmers after Russia’s withdrawal from the Black Sea Grain Initiative.

The joint debate will address various topics, focusing on the recent destruction of the Nova Kakhovka dam. This dam was located in an area of southern Ukraine controlled by Russian forces and Kyiv and Moscow have been blaming each other for the destruction. Due to the dam collapse and subsequent massive flooding, thousands of people from nearby communities have been evacuated. High-level UN officials have warned of the grave and far-reaching humanitarian and ecological consequences. MEPs will also outline their view on how to sustainably reconstruct Ukraine and integrate it into the Euro-Atlantic community. Second part of the debate.
