Corruption is a major challenge for the European Union (EU), with all its Member States affected by the problem to some extent. The EU has gradually adopted laws addressing a range of corruption-related issues. However, the current legal framework remains patchy, the lack of minimum rules on the definition of criminal offences and sanctions in the area of corruption being one important missing element. Recently, corruption-related issues have been addressed almost exclusively within the EU rule of law framework, a development criticised by various stakeholders, including the European Parliament.

The Constitutional Affairs Committee proposes a reform of the European Electoral Act defining common minimum electoral standards and a Union-wide constituency.

With 19 votes to 9 and without any abstentions, the EP Committee on Constitutional Affairs backed on 29 March a legislative initiative to replace the current European Electoral Act that defines how Members are elected to the European Parliament.

European political parties were established before the first direct European elections and have since gradually developed their infrastructure and influence. They represent transnational political federations of national political parties from several Member States sharing a political affiliation.

Since 2004, European parties have been entitled to funding from the EU general budget&nbsp;to finance their activities, albeit under strict conditions.

In September 2020, the Commission&nbsp;announced the revision of the Regulation on the statute and funding of the European political parties and European political foundations as one of the key initiatives in 2021.&nbsp;

According to&nbsp;its Communication&nbsp;on the European democracy action plan, Commission will propose a review of the legislation on the funding of European political parties with a&nbsp;view to addressing the financing of European political parties from outside the EU, revising the audit requirements, strengthening the links between European financing and national&nbsp;campaigns, and facilitating transparency and auditing. The goal is to have the new rules in&nbsp;place in sufficient time ahead of the May 2024 European Parliament elections.

In November Parliament proposed several ways to strengthen European democracy in a report assessing the existing rules on the statute and funding of European political parties.&nbsp;MEPs suggest improved donation monitoring, withholding funds when member parties do not comply with EU values, and reducing unnecessary administrative obstacles.

Funding of European political parties

Every year the European Central Bank publishes an annual report on how it has carried out its supervisory responsibilities, it describes the tasks and activities of the European System of Central Banks (ESCB) and reports on the Eurosystem’s monetary policy. The report is usually published in April of the following year. The Chair of the Supervisory Board of the ECB presents the report to the European Parliament at a public hearing and then during a debate in plenary.

Economic Dialogues are held in order to enhance the dialogue between the EU institutions on the application of economic governance rules and with Member States, if appropriate, to ensure greater transparency and accountability.

Representatives of Member States, the European Commission, the President of the Council, the President of the European Council and the President of the Eurogroup can be invited to discuss economic and policy issues before the competent Committee of the European Parliament.

The European Semester is the framework for integrated surveillance and coordination of economic and employment policies across the EU. Since its introduction in 2011, it has become a well-established forum for discussing EU countries’ fiscal, economic and employment policy challenges under a common annual timeline. It's being adapted to take into account the creation of the Recovery and Resilience Facility. The implementation of Member States’ recovery and resilience plans will drive their reform and investment agenda for the years ahead. The European Semester, with its broader scope and multilateral surveillance, will usefully complement the implementation of the recovery and resilience plans.

During the last economic dialogue, on 7 February 2022, Valdis Dombrovskis, Executive Vice-President for An Economy that Works for People, and Paolo Gentiloni, Commissioner for Economy, debated with Members from the Committee on Economic and Monetary Affairs ECON the fiscal part of the Autumn Package of the 2022 European Semester and in particular overall assessment of the 2022 draft budgetary plans and policy guidance on the appropriate fiscal stance.

Economic Dialogue

The alleged attempts to influence MEPs unveiled loopholes in Parliament’s internal rules, alongside other issues, says&nbsp;Special Committee on Foreign Interference. Interference attempts are a “widespread phenomenon that must be countered as vigorously as possible”, warn MEPs, expressing their “deep shock and condemnation of the allegations of corruption, money laundering and participation in a criminal organisation” by three MEPs, one former MEP and one parliamentary assistant.

The committee has identified “numerous loopholes in Parliament’s integrity and transparency rules” and calls for President Metsola’s&nbsp;14-point proposal to&nbsp;reform Parliament’s rules to be put into concrete actions as soon as possible.

MEPs demand also that compliance with the six-month cooling-off period for former MEPs should be monitored by the new&nbsp;EU ethics body. Parliament should introduce a monitoring system and rules for revoking access for former MEPs who lobby on behalf of high-risk countries beyond the cooling-off period.

Parliament has also reacted to corruption&nbsp;allegations &nbsp;with immediate changes and demands for measures to close loopholes in existing transparency rules. In&nbsp;&nbsp;December 2022,&nbsp;Parliament&nbsp;adopted a resolution on the suspicions of corruption by Qatar and the broader need for more transparency in the EU institutions.

EU-Russia relations have been strained since 2014 because of Russia’s illegal annexation of Crimea, support for rebel groups in eastern Ukraine, policies in the neighbourhood, disinformation campaigns and negative internal developments. Tensions have also grown over Russian intervention in Syria. The EU has regularly renewed sanctions against Russia since 2014. The EU and Russia remain closely interdependent and the EU applies a ‘selective engagement’ approach.

EU - Russia (2019-2020)

EU-Russia relations have become increasingly strained over the past decade, not least because of the country's 2014 annexation of Crimea, the Kremlin’s support for separatists in eastern Ukraine and Russia’s military intervention in Syria. Another source of tension is Russia’s disinformation campaigns and cyber-attacks, as well as attempts to interfere in Western democratic processes and the arrest of opposition leader Alexei Navalny.

Since the annexation of Crimea in 2014, EU economic sanctions target Russia’s financial, defence and energy sectors. Russia has responded with counter-sanctions.&nbsp;

The European Parliament (April plenary session) confirmed concern about Russian military posturing close to the country’s border with Ukraine as well as in illegally occupied Crimea. The EP resolution also deplored the revelation that Russian intelligence services set off the explosion of an arms depot in Vrbětice, Czechia, in 2014, in which two Czech citizens were killed. Parliament also reiterated its call for the immediate and unconditional release of jailed Russian opposition leader Alexei Navalny.

On 30 April Russia barred eight officials from European Union countries from entering the country in retaliation for sanctions imposed on Russian citizens by the EU. Russia's foreign ministry said those banned included Vera Jourova, vice president for values and transparency at the executive European Commission and David Sassoli, the President of the European Parliament. Presidents of the European Council, Commission and Parliament condemned in a joint statement the imposition of restrictive measures targeting the EU by Russia as unacceptable and groundless.

During September&nbsp;vote in plenary Parliament said that&nbsp;the EU must push back against aggressive policies while laying the groundwork for cooperation with a future democratic Russia.&nbsp;Assessing the state of EU-Russia relations, the European Parliament made&nbsp;clear that it distinguishes between the Russian people and President Vladimir Putin’s regime.&nbsp;

The Sakharov Prize for Freedom of Thought, named in honour of the Soviet physicist and political dissident Andrei Sakharov, is awarded each year by the European Parliament.&nbsp; The Russian opposition figure Alexei Navalny was&nbsp;the laureate of the 2021 Sakharov Prize. It was announced during the October II plenary and the award ceremony was held&nbsp;on 15 December in Strasbourg.

Alexei Navalny was&nbsp;a Russian opposition politician, anti-corruption activist and major political opponent of Russian President Vladimir Putin. Alexei Navalny’s daughter, Daria Navalnaya, received European Parliament’s Sakharov Prize on behalf of her imprisoned father.

“In awarding the Sakharov Prize to Alexei Navalny, we recognise his immense personal bravery and reiterate the European Parliament’s unwavering support for his immediate release”,&nbsp; president of the EP David Sassoli&nbsp;said.

Afghan women&nbsp;and Bolivia’s former interim president Jeanine Áñez were also shortlisted in 2021.&nbsp;

The&nbsp; Sakharov prize was set up in 1988 to honour individuals and organisations defending human rights and fundamental freedoms. Each nominee must have the support of at least 40 MEPs, and each individual Member may support only one nominee. Signed nominations accompanied by supporting evidence are then assessed in a joint meeting of the Committee on Foreign Affairs (AFET), the Subcommittee on Human Rights (DROI) and the Committee on Development (DEVE).

&nbsp; A shortlist of three candidates is drawn up through a vote by AFET and DEVE committees, and then submitted to the Conference of Presidents for a final vote. The winner is always announced in October, and the award ceremony takes place in December at plenary sitting in Strasbourg. In 2020, the prize went to the&nbsp;Belarussian opposition&nbsp;for defending democracy in the country.

The European Parliamentary Week (EPW) brings together Parliamentarians from all over the European Union to discuss economic, budgetary and social matters.

The European Parliamentary Week has been held since 2015. In line with the established practice, the European Parliamentary Week consists of the European Semester Conference and the Interparliamentary Conference on Stability, Economic Coordination and Governance in the European Union. This event also includes three interparliamentary committee meetings organised by the European Parliament’s Committees on Economic and Monetary Affairs (ECON), on Employment and Social Affairs (EMPL) and on Budgets (BUDG).

European leaders agreed on a €50&nbsp;billion Ukraine aid package.&nbsp;The 27 European Union Member States unanimously agreed to commit 17 billion euros in grants and 33 billion euros in loans to help Ukraine for the next four years.

Leaders met on a&nbsp;special European Council&nbsp;in Brussels on 1 February 2024. The decision had been postponed from last European Council meeting on December because of Hungarian Prime Minister Viktor Orbán's opposition.

The aid package is set to be included in a revised EU budget, which means that it required&nbsp;unanimous approval from the 27 leaders.

Emergency call devices that automatically alert rescue services to car crashes will have to be fitted to all new models of cars and light vans as of 31 March.

With eCall, emergency services' response time will be reduced by 50% in rural areas and 40% in urban areas, leading to a reduction of fatalities estimated at up to 1,500 saved lives per year. The legislation has made the system based on a public emergency call using the European emergency number 112 and operating across borders

During December&nbsp;summit&nbsp;&nbsp;EU leaders adopted conclusions on&nbsp;Ukraine&nbsp;and&nbsp;enlargement. They decided to open accession negotiations with Ukraine and Moldova, and to grant candidate status to Georgia.

They also decided to open accession negotiations with Bosnia and Herzegovina once it has met the necessary membership criteria.&nbsp;

The leaders also held an in-depth discussion on the&nbsp;mid-term review&nbsp;of the EU’s long-term budget for 2021–2027. They&nbsp;also discussed security&nbsp;and&nbsp;defence, the&nbsp;Middle East,&nbsp;migration&nbsp;and other items.

Economic and monetary union (EMU) is the result of progressive economic integration, and is therefore not an end in itself. The management of EMU is designed to support sustainable economic growth and high employment through appropriate economic and monetary policymaking. 

This involves three main economic activities: implementing monetary policy with the objective of price stability; coordinating economic policies in Member States; and ensuring the smooth operation of the single market.

The&nbsp;International Day of Remembrance of the Victims of the Holocaust&nbsp;on 27 January was established by the United Nations in 2005 to commemorate the Holocaust and the 60th anniversary of the liberation of the Auschwitz-Birkenau concentration camp.

Raif Badawi is a Saudi writer, dissident and activist, and creator of the website Free Saudi Liberals, He has been awarded the laureate of the Sakharov Prize for Freedom of Thought 2015

Badawi was arrested in 2012 on a charge of "insulting Islam through electronic channels" and brought to court on several charges, including apostasy. In 2013, he was convicted on several charges and sentenced to seven years in prison, torture and 600 lashes. In 2014 his sentence was increased to 10 years in prison, 1,000 lashes, and a fine.

On 11 March 2022, his family had reported that he had been released from prison after 10 years.&nbsp;However, he is still subject to a 10-year-travel ban.
