Formal hearings of commissioners-designate were introduced as a result of the Maastricht Treaty. The first Commission to be subject to this new procedure was the Santer Commission in 1995. The Santer Commission was appointed by the Council on 23 January for the period 1995–2000. It took office on 1 February.

In March 2015, the co-legislators adopted new EU rules allowing Member States to prohibit or restrict the cultivation of crops containing genetically modified organisms (GMOs) on their territory, even if they are allowed at EU level.

Under the old rules (Directive 2001/18/EC), Member States could provisionally ban or restrict the use of a GMO on their territory only if they had new evidence that the organism concerned constituted a risk to human health or the environment, or in the case of an emergency.

The European Parliament is made up of 751 Members elected in the 28 Member States of the enlarged European Union. Since 1979 MEPs have been elected by direct universal suffrage for a five-year period.

Bilateral negotiations with Singapore were launched in March 2010 and the trade and investment agreements reached with Singapore are the first to have been concluded between the EU and a Southeast Asian economy and represent a stepping stone to a greater engagement between the EU and the region.

José Manuel Barroso, President of the EC, presents his flagship plans to Parliament in his annual State of the Union speech on 12 September.

He outlines how the Commission envisages fighting the economic crisis by boosting growth, reducing unemployment and winning democratic support. A banking union, revamping the single market, and ideas for treaty changes are expected to feature prominently in this strategy.

Mateusz Morawiecki, Polish Prime Minister, is the eighth EU leader to debate the future of Europe with MEPs and Jean-Claude Juncker, President of the EC, on Wednesday morning.

The Europeans want the EU to change. This is why the European Parliament is taking the leadership over a reform of the EU.

Parliament set out its vision for the future of Europe in three resolutions voted in plenary session on 16 February 2017. MEPs suggested, among other things:

<ul>
	<li>turning the Council of Ministers into a genuine second legislative chamber, and its configurations into preparatory bodies similar to Parliament’s committees,</li>
	<li>appointing an EU finance minister and giving the EU Commission the power to formulate and give effect to a common EU economic policy, backed up by a euro-area budget, and</li>
	<li>creating a fiscal capacity consisting of the European Stability Mechanism (ESM) and specific additional budgetary capacity for the euro area, funded by its members as a part of the EU budget.</li>

Relations between the European Union and Guinea go back over 40 years.

Today, the framework for these relations is defined by the June 2000 Cotonou Agreement, concerning political and economic issues, trade, development co-operation, dialogue with civil society and humanitarian aid. 
 
The EU remains committed to supporting Guinea in promoting a stable and democratic political environment that can contribute to regional peace and security. The consolidation of democracy, the rule of law, good governance and human rights is indispensable for the creation of a favourable setting for private investment and sustainable economic development in Guinea.

In circumstances that are sensitive politically, economically, socially and with regard to safety, relations between the EU and Niger are mainly expressed through development cooperation.

Niger is facing many challenges, both in terms of development and in terms of security and humanitarian areas. The country is at the bottom of the ranking of the Human Development Index of the UN Development Programme (UNDP), despite progress in terms of economic growth and social development recorded in recent years. The food security situation is structurally fragile, due to poor harvests linked to droughts and recurrent floods and because of precarious conditions in which live large segments of the Nigerian society.

EU - Niger

The video game ecosystem has become a leading cultural and creative industry all over the world. It has an estimated European market size of EUR 23.3 billion in 2021, and it encompasses more than 4 900 game studios and 200 game publishers, with great potential for growth, innovation, creativity and triggering positive change for the whole sector.

Video games have proven to be a powerful cross-sectoral medium, successfully inspiring and drawing on many other creative and cultural industries, such as films and books. According to the Interactive Software Federation of Europe, half of all Europeans consider themselves to be video game players, of whom almost half are women, and the average age of a video game player in Europe is 31.3 years. Over 70 % of young people aged 6-24 in the EU play video games, although the majority of players are over 18.

On January 2023,&nbsp;Parliament called for gamers to be better protected from addiction and other manipulative practices, while emphasising the potential of this innovative sector.

The State of the Union is an annual speech and debate during which the members of Parliament review the European Commission’s achievements over the past year as well as assess its objectives for the year to come.

COVID-19 originated in Wuhan in the Hubei Province of China. It has since spread beyond Asia and there is a rising number of people infected with COVID-19 in EU Member States.

The outbreak of the Coronavirus (Corona) has led WHO to declare a public health emergency of international concern.

Maroš Šefčovič, currently a Commission Vice-President in charge of Interinstitutional Relations and Foresight, was&nbsp;questioned by the Committee on the Environment, Public Health and Food Safety on 3 October after he was also assigned the role of Executive Vice-President for the European Green Deal, following Frans Timmermans’ resignation.

In his introductory speech, Mr Šefčovič underlined the need to finalise the work on the&nbsp;European Green Deal&nbsp;“with urgency and courage”, while at the same time ensuring the proper implementation of already-agreed measures. He would focus on three main tasks in the remaining months of his mandate: seek the support of citizens for the Green Deal, bring all pending proposals to fruition and ensure the roll out of the files where agreement has already been reached.

On improving engagement with citizens, Mr Šefčovič committed to organising green social dialogues and strengthening cooperation with industry, agriculture and forestry stakeholders. He also underlined his full support for the conclusion of outstanding climate action files, such as those dealing with&nbsp;nature restoration,&nbsp;ecodesign for sustainable products,&nbsp;critical raw materials,&nbsp;electricity market design,&nbsp;methane emissions&nbsp;and&nbsp;energy performance of buildings. Mr Šefčovič also mentioned a number of new proposals to be announced in the coming months, including the 2040 climate target in early 2024, measures for wind power and grids, and an initiative on relieving water stress.

Based on the committee’s recommendations and the assessment by Parliament’s Conference of Committee Chairs, the Conference of Presidents will conduct the final evaluation and decide whether to close the hearing process and hold a plenary vote.

The Creative Europe programme is the flagship instrument in support of the cultural and creative sectors – and the only one designed by the EU to support them specifically.

The new programme will continue to promote cultural and linguistic diversity, heritage and competitiveness, and will allow cultural and creative organisations and professionals to co-create and cooperate across borders and to reach wider audiences, tackling current societal questions and supporting emerging artists.

The new programme will invest 2.2 billion euro in the cultural and creative sectors, recognising the importance of culture and helping the sector recover from the COVID-19 pandemic. Apart from a 36% budget increase, MEPs have managed to secure more of a focus on inclusion and gender equality, as well as special support for contemporary and live music sectors that are among those hit hardest by the pandemic.

The October plenary vote on Budget 2024 kicks off three weeks of “conciliation” talks with the Council, with the aim of reaching a deal between the two institutions in time for next year's budget, to be voted on by Parliament and signed by its President before the end of the year MEPs boosted the 2024 EU budget to tackle the fallout from Russia’s war against Ukraine, support SMEs, young people and research, and bolster the EU’s strategic autonomy.

MEPs say that the new geopolitical and economic context, “coupled with the worsening climate and biodiversity crisis”, has given rise to “new policy needs”. They recalled the limits of the EU’s current financial setup and align their position on the 2024 budget with their stance on the proposed mid-term revision of the EU’s long-term budget (MFF, multiannual financial framework), which Parliament expects to inject up to €75.8 billion into the EU budget over the period 2024-2027.

Drawing from this planned top-up, MEPs bolster initiatives to improve the EU’s strategic autonomy in 2024, but also humanitarian aid, migration and external assistance. They say that the “revised MFF regulation must provide the framework for the 2024 budget”.

Member states have yet to agree on a common position on the revision. More than 90% of the EU budget funds activities on the ground in EU countries and beyond. It goes to citizens, regions, cities, farmers, researchers, students, NGOs and businesses. The EU budget is unique. Unlike national budgets, which are used in large part to provide public services and funding social security systems, the EU budget is primarily an investment budget.

The Treaty of Nice (2003) has amended the procedure for appointing a new European Commission.

The team of European Commissioners - proposed by its President designate - 'shall be subject as a body to a vote of approval by the European Parliament'. Before taking this vote, European Parliament committees conduct hearings with the proposed Commissioners in accordance with Parliament's internal Rules of Procedure.

At the end of the term of Romano Prodi's European Commission, these Hearings of the Commissioners designate - the team nominated by incoming President José Manuel Barroso - took place between 27 September and 8 October 2004. On 4 November 2004 José Manuel Barroso received approval from the European Council for his team of Commissioners after he had revised it on three positions. Italian Foreign Minister Franco Frattini and Latvian Andris Piebalgs were added and the Hungarian Commissioner designate, László Kovács, was moved to another protfolio.

The development of organic production is a political objective of the EU. Although its organic market has constantly expanded, the EU's organic land area still represents only 6% of the total agricultural area and the difference between EU demand and production is covered by growing imports.To overcome the regulatory obstacles to the&nbsp; development of the sector and increase consumer confidence in the EU organic logo, in March 2014 the Commission adopted a proposal for a regulation on organic production and labelling of organic products, repealing Regulation No 834/2007.
