MEPs debate on the report by the Environment, Public Health and Food Safety Committee to reduce the use of chemical plant protection products and to make them safer by at least 50%; they would also reduce the use of so-called “more hazardous products” by 65%, compared to the 2013-2017 average.

The European Parliament will adopt its position on new measures to cut down pollutant emissions for passenger cars, vans, buses and trucks (Euro 7). MEPs debate on the report prepared by the Committee on the Environment, Public Health and Food Safety (ENVI). The new Euro 7 regulation would update the current limits for exhaust emissions (such as nitrogen oxides, particulate matter, carbon monoxide, and ammonia) and introduce new measures to reduce emissions from tyres and brakes, and to increase battery durability.

MEPs debate on updated rules on the collection, treatment and discharge of urban wastewater to better protect the environment and human health.The Environment Committee adopted its position in September. The report calls for treated wastewater from urban wastewater treatment plants to be reused more widely to prevent water scarcity. MEPs want chemical pollutants (including “forever chemicals”), microplastics, pathogens and antimicrobial resistance to be monitored more. They also agree that a system of extended producer responsibility (EPR) should be set up for pharmaceuticals and cosmetics, which require additional treatment for micro-pollutants. MEPs debate the proposal to extend the authorisation to use glyphosate in the EU for ten more years.Glyphosate is currently approved in the EU until 15 December 2023 and can therefore be used as an active substance in plant protection products (pesticides) until that date, if authorised by national authorities. On 19 September 2023, the Commission put forward a draft regulation proposing to renew the approval of glyphosate, subject to certain conditions, for another ten years with a view to making a final decision by 15 December 2023. MEPs debate on new rules to improve EU air quality for a cleaner and healthier environment. In October 2022, the Commission proposed a revision of the EU air quality rules with more ambitious targets for 2030 to achieve the zero pollution objective by 2050 in line with the EU’s Zero Pollution Action Plan. The draft text, adopted by the Environment Committee in June 2023, sets stricter 2030 limits and target values for several pollutants relative to the original Commission proposal to ensure that air quality in the EU is not harmful to human health, natural ecosystems and biodiversity.

MEPs call on the EU to boost its food security and strategic autonomy. In the light of the Russian war of aggression against Ukraine and the impact of the COVID-19 pandemic, the draft text calls for the use of the EU’s strategic food stocks, a protein and feed strategy to allow farmers to become less reliant on third countries, new breeding techniques to decrease the use of synthetic fertilisers and pesticides, and investments in digital technologies in agriculture. It also demands a dedicated EU programme for water management, the reduction of food waste and reciprocity in trade of agricultural products with third countries. The EU Parliament gives its final green light to updated rules for the design, production and waste management of all types of batteries sold in the EU. The deal reached with the Council in December 2022 aims to build a stronger and more competitive industrial sector, which is crucial for the EU’s energy transition and for strategic autonomy. It introduces stronger requirements to make batteries more sustainable, more durable and better-performing, as well as including more stringent targets for waste collection, recycling efficiency and material recovery.
