The EU energy performance of buildings directive (EPBD) was adopted in 2010 and revised in 2018, with a view to improving the energy performance and increasing the rate of renovation of commercial and residential buildings in the EU. In 2020, Commission President Von der Leyen presented a plan to reduce the EU's greenhouse gas emissions by at least 55 % in 2030 (compared to 1990). This would require a series of coordinated actions at EU level, including the revision of existing energy and climate legislation. As part of the Fit for 55 package, the Commission adopted a legislative proposal to revise the EPBD on 15 December 2021. In the European Parliament, the file was allocated to the ITRE committee with Ciarán Cuffe (Greens/EFA, Ireland) as rapporteur. Fluorinated gases (F-gases) are potent greenhouse gases (GHGs), with a global warming potential (GWP) up to 25 000 times higher than that of CO2. Used in a range of appliances – such as refrigerators, air conditioners, foams and fire extinguishers – F-gas emissions occur throughout appliances' life cycles. Today, F-gas emissions amount to 2.5 % of the EU's total GHG emissions. The current F-gas Regulation is one of the EU's main instruments to fight F-gas emissions, contributing to the EU's wider efforts to combat climate change by introducing an EU-wide phase-down scheme for hydrofluorocarbons (HFCs). In light of the EU's increased climate ambition, the Commission decided to review the F-gas Regulation, as one of the reforms under the 'fit-for-55' package. Today, a wide range of key technologies across all industries, from chips to batteries, medical imaging to tanks, rely on the unique physical properties of some specific critical raw materials (CRMs). Demand for CRMs is projected to skyrocket in the coming years. The EU's ambition to become a climate-neutral economy by 2050, and its ability to sustain the green and digital transitions and achieve strategic autonomy, all rely heavily on reliable, secure and resilient access to CRMs. CRM supply chains are global, complex, and fragile, which makes them vulnerable to a wide range of risks, including those linked to geopolitical tensions. The supply of CRMs is often more concentrated than that of fossil fuels. Furthermore, the EU's reliance on imports of CRMs is extremely high, sometimes reaching 100 % (e.g. for rare earth elements – REEs). The US Inflation Reduction Act is a huge investment bill pouring over US$369 billion into the American economy. It favours clean energy and technology made in the US or in countries America has a trade agreement with, which is not the case for the European Union. Considering how to integrate its climate, energy and industrial policies, so as to contribute towards climate goals and energy security while retaining the global competitiveness of its economy, the EU proposed a Green deal industrial plan. They want electric charging pools for cars to be available at least every 60 km along main EU roads by 2026 and hydrogen refuelling stations every 100 km by 2028. Ahead of the UN COP27 Climate Change Conference in Egypt on 6-18 November 2022, MEPs call on all countries to step up their 2030 climate targets before the COP27 in Egypt, to limit global warming in line with the Paris agreement. The world is heading towards a 2.7°C temperature increase, far above the Paris Agreement goals of limiting global warming to well below 2°C and pursuing 1.5°C.
