MEPs debate on new rules to ensure artificial intelligence is trustworthy, safe and respects EU fundamental rights, while supporting innovation. MEPs are expected to approve on Wednesday an agreement reached with EU countries establishing obligations for AI based on its potential risk and level of impact. AI applications that pose a clear risk to fundamental rights - such as biometric categorisation systems based on sensitive characteristics, social scoring, or AI used to manipulate human behaviour - will be banned in Europe. AI systems considered high-risk, used for example in critical infrastructure, education, healthcare, law enforcement, border management or elections, will have to comply with strict requirements. Fast-expanding general-purpose AI (GPAI) models will also have to comply with transparency obligations and EU copyright rules, while the most powerful models will face additional safety requirements.

MEPs are set to approve long-term funding for Ukraine, the “Strategic Technologies for Europe Platform” (STEP), and associated major changes to the multi-year EU budget. The revision of the EU’s long-term budget – the multiannual financial framework (MFF) – includes the €50 billion Ukraine Facility and the “Strategic Technologies for Europe Platform” (STEP) which aims to support EU competitiveness and resilience in strategic sectors. It also bolsters the EU’s budget to deal with migration and external challenges as well as the EU's crisis preparedness and budgetary flexibility. Furthermore, in line with Parliament’s demands, the revision introduces a mechanism to tackle escalating costs linked to the repayment of the NextGenerationEU recovery plan amid rising interest rates. The Parlamentarians discuss the strengthening of EU cooperation with Tunisia on migration. MEPs are set to adopt recommendations to tackle and prevent spyware abuse in Europe, based on the inquiry into illicit use of Pegasus and other spyware. The recommendations set out a range of proposals, including investigations into suspected abuse; EU standards for the deploy of spyware; legal remedies for people who have been targeted; strict enforcement of the EU’s export control rules; an EU Tech Lab to conduct technical investigations; and co-ordination with third countries. MEPs debate on the world’s first set of comprehensive rules to manage AI risk and promote uses of AI that align with EU values including human oversight, privacy, and non-discrimination.
