The end of May 2019 marked the first year since the full application of the General data protection regulation (GDPR).

The Parliament and the Commission have stressed that the full potential of data as a social good cannot be unlocked until citizens' lack of trust in technology and their sense of a loss of control of their personal data is properly addressed. Various matters are concerned: Artificial Intelligence (AI); Facial Recognition Technology (FRT); The Internet of Things (IoT); etc.

Data Protection

EU leaders met in Brussels for a two-day summit. On 24 June they discussed COVID-19, migration and external relations, including Turkey and Russia. They also met UN Secretary-General António Guterres. In the evening, they discussed the EU fundamental value of LGBTIQ non-discrimination. On 25 June economic recovery and the challenges for the euro area were on the agenda.

The European Council welcomed the good progress on vaccination and the overall improvement in the epidemiological situation. The leaders also stressed the need to continue vaccination efforts, be vigilant and coordinated, particularly in developments such as the emergence and spread of variants of concern. EU leaders also acknowledged the importance of the agreements reached on the EU digital COVID certificate and on the revision of the two Council recommendations on travel within the EU and non-essential travel into the EU. EU countries are to apply them in a manner that will help achieve the full return to free movement as soon as the public health situation allows.

The European Council discussed the migration situation on the various routes. While the measures taken by the EU and its member states have brought down the overall irregular flows in recent years, developments on some routes give rise to concern and require continued vigilance and urgent action. EU leaders agreed that mutually beneficial partnerships and cooperation with countries of origin and transit will be intensified to prevent loss of life and to reduce pressure on European borders, as part of the EU's external action.

Leaders also reviewed the state of play on the implementation of the EU's Next Generation EU recovery plan. They underlined the importance of full and timely implementation of the national recovery and resilience plans while protecting the financial interest of the EU. They encouraged the Commission and the Council to take the work on the plans' approval forward to enable member states to use the recovery funding to its full potential.

European Council, 24-25 June 2021

Horizon Europe is the framework programme for research and innovation.

In the 2021-2027 period, Horizon Europe will have a total budget allocation of of €95.517 billion (in current prices), which equals €84.9 billion (in constant 2018 prices). Horizon Europe will be implemented through three pillars: the Open Science pillar; the Global Challenges and Industrial Competitiveness pillar; and the Open Innovation pillar. The main aims are to strengthen science and technology, to foster industrial competiveness, and to implement the sustainable development goals in the EU.

The Covid-19 pandemic has demonstrated that research and innovation are drivers for economic recovery. Hundreds of millions of euros have been mobilised in coronavirus research projects under the previous EU funding programme, Horizon 2020. The new programme will continue to support health research and help the EU´s health systems to prepare for future crises.

Horizon Europe

Tax policy, including the fight against tax fraud, has become a hot topic over the past decade due to journalistic investigations such as LuxLeaks, the Panama Papers, Football Leaks, Bahamas Leaks and the Paradise Papers, which revealed tax leaks and tax havens. The latest finacial data-leak revealed by the media is Pandora papers.

During October II plenary MEPs voted for a resolution on Pandora papers, where they identified what they see as the most urgent measures the EU needs to take to close loopholes that currently allow for tax avoidance, money laundering and tax evasion on a massive scale. They also called for legal action to be taken by the Commission against EU countries that do not properly execute existing laws. MEPs reserved particular criticism for present and former prime ministers and ministers of EU member states whose activities were revealed by the Pandora Papers.

Tax policy has remained EU countries' own responsibility since the EU’s beginning, but the fight against tax fraud is shared by EU countries and the EU.

In November MEPs gave their final green light to new rules obliging big multinationals to publicly declare the taxes they pay in each EU country, in order to undermine tax avoidance. Multinationals and their subsidiaries with annual revenues over €750 million - and which are active in more than one EU country - will now have to publish the amount of tax they pay in each member state. This information will also need to be made publically available on the internet, using a common template and in a machine-readable format.

Since September 2020, the Parliament has had a permanent sub-committee on tax matters. The committee was established to assist the economic and monetary affairs committee with taxation issues and deals with the fight against tax fraud, tax evasion and tax avoidance, as well as financial transparency in taxation.

At each plenary session in the European Parliament, debates on cases of breaches of human rights, democracy and the rule of law may also give rise to motions for resolutions. These texts are generally tabled by a committee, apolitical group or at least 40 Members.

Human rights are fundamental values of the entire international community. More than 70 years after the adoption of the Universal Declaration of Human Rights, the first comprehensive international human rights document to set common standards to which all UN members should aspire, human rights have become a cornerstone of the international system and have reached almost universal recognition. However, much remains to be done in practice so that every human being can enjoy their fundamental rights.

Debates on cases of breaches of human rights, democracy and the rule of law

Internet use and the number of connected devices continue to increase, but so do cyber threats. Parliament has approved new legislation to improve your security.

Activities by cybercriminals are increasing in complexity and sophistication. On Tuesday 12 March 2019, MEPs voted in favour of the cybersecurity act which aims to improve the European response to the increasing number of cyber threats by strengthening the role of the European Agency for Network and Information Security (Enisa) and establishing a common cybersecurity certification framework.

Under the plans Enisa will get more staff and funding, while cybersecurity cooperation between EU countries will be intensified. There will be standardised certification for IT equipment across Europe. Initially certification is voluntary.

Cybersecurity (2020)

Erasmus+ is the EU's programme to support education, training, youth and sport in Europe. Merging seven prior programmes, it offers opportunities not only for students, but also for a wide variety of individuals and organisations, helping them develop, share knowledge and have a life-changing experience at institutions and organisations in different countries.

In 2018, Parliament once again stressed the importance of inclusion in the Erasmus+ programme and asked the Commission to draw up a framework by 31 March 2021, along with a set of inclusion measures and guidelines for their implementation.

In late 2019, Parliament approved an amending budget for that same year’s EU budget in order to reinforcecore mobility activities, which are central to the development of a European education area. The amendment increased commitment appropriations for Erasmus+ to support mobility in higher education, and vocational education and training. However, Parliament also pointed out that this will need to be matched by increased payment appropriations.

Erasmus + (2019-2020)

The EU Civil Protection Mechanism (UCPM) was set up in 2013 as a voluntary system to help member states deal with increasingly frequent natural disasters. Since 2019, when rescEU was created, the EU can jointly procure resources to assist countries hit by disasters when national capacity is overstretched.

During the current COVID-19 crisis, the UCPM facilitated the repatriation of over 90,000 EU citizens from all over the world. Over 1.3 million protective masks, along with ventilators, personal protective equipment, therapeutics and other supplies have been procured and deployed through rescEU to support national health services. A new strategic rescEU medical reserve, currently hosted by nine EU countries, allows the EU to react to crises more quickly.&nbsp;

During the April plenary the&nbsp; European Parliament&nbsp; adopted a strengthened EU legal framework for civil protection, in response to the experience of the COVID-19 pandemic. The mechanism aims to ensure the EU and its member states will be better prepared to respond to large-scale disasters, especially when these affect several countries simultaneously. In order to deploy crisis relief more swiftly, the Commission will be able to acquire directly, under specific conditions, the necessary resources via the rescEU reserve. 1.263 billion EUR will be allocated to the Mechanism for 2021-2027, supplemented by 2.056 billion EUR from the EU Recovery Instrument (approximately five times more than the previous seven-year budget).

Civil protection mechanism

The EU is under growing pressure from disinformation by countries, non-state actors and terrorist groups which promote violence and use pseudo-news agencies and internet trolls to challenge democratic values and divide Europe.

The EU has been increasingly hit by destabilising messagesamounting – in different forms and to different degrees – to coherent hostile ‘strategic communications’ campaigns, or the processes of infusing communications activities with an agenda or plan to impact the behaviour of a target audience.

Anti-EU propaganda

The European Parliament has been a driving force in legislating on freedom of movement of people and services. Since 2004, it has been raising the issue of the need to improve the Posting of Workers Directive (PWD).

During the negotiations on the revision of the PWD, Parliament specifically pushed for ‘equal pay for equal work’ and for Member States to be able to apply regional, sectoral or industry agreements. In addition, it sought to enable Member States, by means of a review clause, to place foreign undertakings under the same national obligations in the event of sub-contracting. It has also successfully brought about a two-year transposition and application period for the directive.

Posted workers

The Commission proposed to make 2021 the European Year of Rail to support the delivery of its European Green Deal objectives in the transport field. A series of events, campaigns and initiatives in 2021 will promote rail as a sustainable, innovative and safe mode of transport. This proposal shall also help to step up the pace of rail modernisation, which is needed to make rail a more popular alternative to other transport modes.

New rules for rail passenegers, voted by the EP in April, will better protect and assist train travellers, by guaranteeing rerouting and helping passengers when their train is delayed or cancelled. The new law will also improve access and assistance to people with reduced mobility, and will help the introduction of more dedicated spaces for bicycles on trains.

2021 European Year of Rail

The European Parliament has always been a strong advocate of passenger rights irrespective of the mode of transport used. Its main aim is now to ensure that the texts adopted in recent years are properly applied.

Common rules have been drawn up in an effort to ensure that passengers receive at least a minimum level of assistance in the event of serious delays to or cancellation of their journey, irrespective of the mode of transport used, and, in particular, to protect more vulnerable travellers. The rules also provide for compensation schemes. A wide range of derogations may be granted for rail and road transport services, however, and court actions challenging the application of the rules are still common.

Passenger rights

The European Solidarity Corps is the European Union programme which creates opportunities for young people to volunteer or work in projects in their own country or abroad that benefit communities and people around Europe. It brings together young people to build a more inclusive society, supporting vulnerable people and responding to societal challenges. It offers an inspiring and empowering experience for young people who want to help, learn and develop.

The Multiannual Financial Framework 2021-2027 (MFF) proposal follows through a number of issues that the European Parliament had highlighted. The Commission proposes that the European Solidarity Corps 2021-2027 would be a stand-alone programme, with its own budget, and no longer depend on the budget of Erasmus and other EU programmes. The European Solidarity Corps 2021-2027 regulation absorbs the European Voluntary Service, which currently falls under the 'Youth' section of the Erasmus+ 2014-2020 programme.

European Solidarity Corps (2019-2020)

The Taliban recently announced that they would not allow girls above the 6th grade to attend school until further notice, thereby backtracking on earlier promises to grant women above a certain age access to education. They have also imposed other bans, such as forbidding women from flying without a male guardian. MEPs assessed the latest developments in the country in a debate with EU Foreign Policy Chief Josep Borrell on Tuesday 5 April. A resolution was also voted&nbsp;during the plenary session. The take over of the country by the Taliban has resulted in women exclusion&nbsp;from government and education and their rights and freedoms are threatened. The international community, including the European Parliament, has called for&nbsp;guarantees for Afghan women and girls.&nbsp;

Serbia, along with 5 other Western Balkans countries, was identified as a potential candidate for EU membership during the Thessaloniki European Council summit in 2003. In 2008, a European partnership for Serbia was adopted, setting out priorities for the country's membership application, and in 2009 Serbia formally applied. In March 2012 Serbia was granted EU candidate status. In September 2013 a Stabilisation and Association Agreement between the EU and Serbia entered into force.

The refugee and migrant crisis in Europe has exposed the need for reform of the Common European Asylum System, in general, and of the Dublin rules, in particular.

The right to asylum is a fundamental right and recognising the refugee status where the criteria are fulfilled is an international obligation.

In the EU, an area of open borders and freedom of movement, Member States need to have a joint approach to guarantee high standards to persons in need of international protection through establishment of a Common European Asylum System based on fundamental rights.

The European Parliament always strongly promoted a Common European Asylum System in accordance with the Union’s legal commitments. The Parliament worked as well as for the reduction of illegal migration as well as for the protection of vulnerable groups.

During the debate with the Council and the European Commission on Tuesday afternoon, MEPs also discuss the allegations that 12 staff members of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA ) were involved in the 7 October attacks against Israel. While several donor countries have suspended their UNRWA funding, the EU said it will take a decision in light of the outcome of the investigation announced by the UN and its subsequent actions.
