Candidate countries include Montenegro, Albania, Serbia and the former Yugoslav Republic of Macedonia. Kosovo and Bosnia and Herzegovina are considered potential candidates.

In order to apply for EU membership a country has to be European and respect the EU’s democratic values. It also needs stable institutions guaranteeing democracy and the rule of law; a functioning market economy; and the ability to take on and carry out the obligations of EU membership.

EU Enlargement - Western Balkans (2019-2020)

The EU has developed a policy to support the gradual integration of the Western Balkan countries with the Union. The EU aims to promote peace, stability and economic development in the region&nbsp;and open up the prospect of EU integration.

In order to apply for EU membership a country has to be European and respect the EU’s democratic values. It also needs stable institutions guaranteeing democracy and the rule of law; a functioning market economy; and the ability to take on and carry out the obligations of EU membership.

Parliament is fully involved in the Stabilisation and Association Process &nbsp;and must also consent to any new accession to the EU. In addition, through its budgetary powers, it has direct influence over the amounts allocated to the Instrument for Pre-accession Assistance. Parliament’s Committee on Foreign Affairs appoints standing rapporteurs for all candidate and potential candidate countries. Parliament expresses its positions on enlargement in the form of annual resolutions responding to the Commission’s latest annual country reports.

On 1&nbsp;July&nbsp;2013, Croatia became the first of the seven countries to join, and Montenegro, Serbia, the Republic of North Macedonia and Albania are official candidates. Accession negotiations and chapters have been opened with Montenegro and Serbia, and Bosnia and Herzegovina and Kosovo are potential candidate countries.

EU Enlargement - Western Balkans

The Recovery and Resilience Facility (RRF), which entered into force on 19 February 2021, is a temporary recovery instrument. It aims to help the EU achieve its target of climate neutrality by 2050 and to set it on a path of digital transition, creating jobs and spurring growth in the process.

It has been financing reforms and investments in Member States since the start of the pandemic in February 2020 and will continue to do so until 31 December 2026. The RRF provides large-scale financial support to public investments that are channelled towards projects in six key areas (pillars): green transition; digital transformation; economic cohesion, productivity and competitiveness; social and territorial cohesion; health, economic, social and institutional resilience; and policies for the next generation.

The support is given in the form of grants (€338.0 billion) and loans (€385.8 billion), in current prices. As co-legislator, the European Parliament defined how RRF funds can be spent. By exercising its control function, the European Parliament has a key role in overseeing the RRF implementation, from the evaluation of the national plans to the assessment of payment requests by Member States. There are also other funds such as ERDF or ESF that help member states to tackle disparities.

EU funded projects

Over the course of a two-day summit, EU leaders&nbsp;discussed continued support for Ukraine in the face of Russia’s war of aggression, security and defence, the unfolding situation in the Middle East, enlargement, external relations, migration, agriculture and the European Semester.&nbsp; Concerning Ukraine&nbsp;the European Union and Member States will speed up and intensify the delivery of all the necessary military assistance.

The European Council welcomes all recent initiatives in this regard, including the one launched by Czechia to urgently procure ammunition for Ukraine, which will enable the swift fulfilment of the EU’s commitment to provide Ukraine with one million rounds of artillery ammunition.

The European Council discussed the latest developments in the Middle East. It is appalled by the unprecedented loss of civilian lives and the critical humanitarian situation. The European Council calls for an immediate humanitarian pause leading to a sustainable ceasefire, the unconditional release of all hostages and the provision of humanitarian assistance. The European Council is deeply concerned about the catastrophic humanitarian situation in Gaza and its disproportionate effect on civilians, particularly children, as well as the imminent risk of famine caused by the insufficient entry of aid into Gaza. Full, rapid, safe and unhindered humanitarian access into and throughout the Gaza Strip via all routes is essential to provide the civilian population with life-saving assistance and basic services at scale.

In May, hundreds of millions of citizens will elect a new European Parliament. EU citizens will carefully evaluate candidates and programmes, before making choices that will shape the future of our continent and our role in the world for years to come.

Election Days - 23-26 May 2019

The EU's passport-free travel space, known as the Schengen area, is one of the most tangible achievements of European integration. The Schengen area is one of the pillars of the European project.

The border-free Schengen Area guarantees free movement to more than 400 million EU citizens, along with non-EU nationals living in the EU or visiting the EU as tourists, exchange students or for business purposes (anyone legally present in the EU).

Free movement of persons enables every EU citizen to travel, work and live in an EU country without special formalities. Schengen underpins this freedom by enabling citizens to move around the Schengen Area without being subject to border checks.

Currently, all EU member states except Bulgaria, Croatia, Cyprus, Ireland and Romania are part of the Schengen area. MEPs have called for Bulgaria and Romania to be fully admitted into Schengen on multiple occasions,

Additionally, also the non-EU States Iceland, Norway, Switzerland and Liechtenstein have joined the Schengen Area.

During&nbsp;the pandemics and in order to slow down the spread of the virus some temporary travel restrictions were&nbsp;necessary to establish in the EU.

Schengen area

The European Union has been an advocate of animal welfare for more than 40 years and is widely recognised as a global leader, with some of the world’s best animal welfare standards. EU rules have also positively influenced legislation in non-EU countries. They mainly concern farm animals (on the farm, during transport and at slaughter), but also wildlife, laboratory animals and pets. In December 2021, Parliament’s Committee of Inquiry on the Protection of Animals during Transport (ANIT) wrapped up its work of 18 months, concluding that EU animal welfare rules are not always complied with in member states - and do not fully take into account animals’ different transport needs. The most obvious violations include a lack of headroom, water or food supply for transported animals, the shipping of animals unfit for transport and overcrowding. Vehicles that are inappropriate for transporting animals are being used, and transport sometimes take place under extreme temperature and extended journey times. To remedy the situation, the draft recommendations call on the EU Commission to update the current EU rules, to establish limits on journey time for all animal species and ages, ban the transport of very young animals below the age of 35 days, and bolster controls on live animal export. MEPs also advocate a transition to a more efficient and ethical system, that favours the transport of semen and embryos over breeding stock, and carcasses and meat over animals being moved for slaughter.

Animal welfare

The European Parliament invites EU heads of state and governments to speak in the EP Plenary in Strasbourg and outline their vision on Europe’s challenges and future under the theme of “This is Europe” debates.&nbsp;

Until March 2024, fourteen EU heads of state or government have discussed the future of the EU in the plenary in “This is Europe” debates.

During the plenary sessions MEPs hold debates on foreign affairs and security policy to discuss European Union (EU) action beyond its borders.

The EU Treaties differentiate between common foreign and security policy (CFSP), common security and defence policy (CSDP), external action, and the external dimension of internal policies.

To address new challenges such as climate change, rising insecurity or new migration patterns, the EU has put forward concrete solutions to shape synergy between the actors, in order to use shared expertise more effectively, and to find new sources of funding. The new foreign policy framework (EU global strategy) is intended to map the tools and resources best designed to help society as a whole, in the EU and partner countries, to withstand natural and manmade shocks more effectively. In the years to come, global instability is expected to rise; the challenge for the EU will be to ensure security while upholding the core values of the Treaties – human rights, democracy and the fight against poverty – as its primary objectives on the global stage.

Debates on foreign affairs and security policy

Following political agreement with the Council, a vote in plenary on 2 October 2018 saw Parliament adopt the updated EU Audiovisual Media Services Directive (AVMSD), based on the proposal presented by the Commission on 25 May 2016.

The overarching goal of the proposal was to bring about a balance between competitiveness and consumer protection. It therefore aimed to introduce flexibility when restrictions only applicable to TV are no longer justified, promote European films, protect minors and tackle hate speech more efficiently. The proposal also reflected a new approach to online platforms. Following adoption of the revised directive, EU Member States now have to bring the new rules into national law by 19 September 2020.

Audiovisual Media Services Directive

Czechia is holding&nbsp;the Presidency of the EU Council from July to December 2022, following the French Presidency and preceding the Swedish Presidency. The presidency of the Council rotates among the EU member states every 6 months. During this 6-month period, the presidency chairs meetings at every level in the Council, helping to ensure the continuity of the EU's work in the Council. Member states holding the presidency work together closely in groups of three, called 'trios'. This system was introduced by the Lisbon Treaty in 2009. The trio sets long-term goals and prepares a common agenda determining the topics and major issues that will be addressed by the Council over an 18-month.

On 6 Juy, Czech Prime Minister Petr Fiala presented before the EP the programme and main goals of the Czech Council Presidency’s semester.

The preparation of the post-war reconstruction of Ukraine as well as joint European projects, such as REPowerEU, aimed at freeing the EU from its dependence on Russia, will be important tasks for the Czech Presidency. The Presidency will also seek to improve member states’ defence capacities, shortening supply chains, deepening free trade, ensuring food security and strengthening the resilience of democratic institutions.

Czech Presidency

Recent scandals, from LuxLeaks (2014) to Panama Papers (2016), have demonstrated how important whistle-blowers’ revelations are to detect and prevent breaches of EU law harmful to the public interest and the welfare of society. Lack of effective whistle-blower protection at EU level can also negatively impact the functioning of EU policies in a member state, but can also spill over to other countries and the EU as a whole.

On 11 March 2019 the European Parliament and the Member States reached a provisional agreement that covers a wide reach of areas of EU law, including anti-money laundering and corporate taxation, data protection, protection of the Union's financial interests, food and product safety and environmental protection and nuclear safety. Further, Member States are encouraged o establish comprehensive legal framework to protect whistleblowers (whistle-blowers) in other areas. The new rules, approved by EU ministers on 25 September 2019, have been signed by the EP on 23 October 2019 and published in the Official Journal on 26 November 2019. Member states will then have two years to comply with such rules.

Protection of whistleblowers

&nbsp;Arelatively recent phenomenon, the collaborative economy has become to the centre of the interest&nbsp;a decade in some areas of activities, such as car-sharing or short-term lets. Although it is now a well-known term – with alternative names from the 'sharing' to 'gig' to 'peer-to-peer' economy – it remains difficult to grasp precisely, beyond the central feature that potential consumers and providers are connected via a digital platform that matches demand and supply, providing cheap access to information on a very large scale.

These 'match-makers' make it possible for non-professional providers to offer goods and servicesin a wide range of activities, generating value and with the potential for further development.

The success of collaborative platforms has raised concerns regarding workers’ rights and unfair advantages these firms might enjoy over traditional companies that are bound by stricter legal regulations. Taxation issues in the collaborative economy increasingly highlight the need for an in-depth look into taxation, focusing on the link between the value created and tax, and the need for a level playing field for incumbent business facing competition from these new entrants to the market.

Collaborative economy

The European Union's enlargement policy is based on established criteria and fair and rigorous conditionality.

Progress along the European path is an objective and merit-based process which depends on the concrete results achieved by each individual country, with the rule of law, justice and fundamental rights being an utmost priority. A credible enlargement perspective requires sustained efforts and irreversible reforms. The EU Enlargement is an investment in peace, security and stability in Europe: a prospect of EU membership has a powerful transformative effect on the partners in the process, embedding positive democratic, political, economic and societal change.

Albania, the Republic of North Macedonia, Montenegro, Serbia and Turkey are candidate countries.The European Council has decided to grant the status of candidate country to Ukraine and to the Republic of Moldova in June 2022.

Negotiations are held with each candidate country to determine their ability to apply EU legislation (acquis) and examine their possible request for transition periods.

Enlargement

Launched on 20 May 2020, the 'Farm to Fork' strategy put forward the EU’s ambition for making its food system a model of sustainability at all stages of the food value chain.

This strategy is at the heart of the Green Deal. It addresses comprehensively the challenges of sustainable food systems and recognises the inextricable links between healthy people, healthy societies and a healthy planet. Ensuring a sustainable livelihood for primary producers, who still lag behind in terms of income, is essential for the success of the recovery and the transition.

The Farm to Fork strategy aims to accelerate our transition to a sustainable food system that should have neutral and positive environmental impact, help mitigate climate change and adapt to its impact. It should also reverse the loss of biodiversity, ensure food security, nutrition and public health, making sure that everyone has access to sufficient, safe nutritious, sustainable food, preserve affordability of food while generating fairer economic returns, fostering competitivness of the EU supply sector and promoting fair trade.

A shift to a sustainable food system can bring environmental, health and social benefits, offer economic gains and ensure that the recovery from the crisis puts us onto a sustainable path.
