EP President Metsola made&nbsp;a statement at the opening of the February session, followed by a full debate on the emergency humanitarian aid the EU can provide to Türkiye and Syria after the catastrophic earthquake, which cost the lives of more than 30 000&nbsp;people and destroyed tens of thousands of buildings, leaving hundreds of thousands homeless.

Turkey has been candidate for EU membership since 1999. Accession negotiations started in 2005. In recent years the EU is often criticizing the backsliding of the country in certain areas. As a major emerging economy and a member of NATO and G20, Türkiye&nbsp;is recognised as an active regional foreign policy player, with a strategic location, including for the EU's energy security. Turkey is a key strategic partner of the EU on issues such as migration, security, counter-terrorism, and the economy, but according to the EU has been backsliding in the areas of democracy, rule of law and fundamental right.

Israel is a key and strategic ally of the European Union. Political, economic and social cooperation - as well as trade, cultural and scientific exchanges - with Israel date almost to the origins of the EU itself.&nbsp;

President of the EP Roberta Metsola reacted to the attacks launched by Hamas on Israel&nbsp;during the first weekend of October by stressing that the EP condemned&nbsp;&nbsp;the terror and violence waged against innocent people.

In the statement by MEPs David McAllister and Antonio López-Istúriz White declared:

“We follow with utmost concern the news of terrible violence in Israel. We strongly condemn the heinous attack launched against Israel by Hamas terrorists on this Sabbath morning. We affirm the right of Israel to defend itself, and express our solidarity with Israel in these difficult moments.

We must not let opponents of peace ruin the chances of reconciliation and peaceful co-existence in Israel and Palestine. We call on all partners for peace to be present and active in order to bring the peace process back on track.”

EU - Israel

The Delegation for relations with Palestine is concerned with developments in the Middle East Peace Process and the European Union's policy and actions concerning the establishment of the two state-solution. The European Parliament has repeatedly expressed its strong support for the two-state solution, with the State of Israel and an independent, sovereign, free, contiguous and viable Palestinian State with living side-by-side in peace. Delegation Members assess the situation in Palestine regularly, meeting with Palestinian authorities, Palestinian Legislative Council counterparts, and political and community leaders as well as NGOs.

President Metsola is on an official visit to Israel and the Palestinian occupied territory, where she is holding talks with the political authorities.

During her official visit to Israel and the occupied Palestinian Territories, EP President Metsola was the first European leader to enter Gaza in more than a decade.&nbsp;

During her visit, the President is underlining Europe’s willingness:-to engage constructively with all partners in the region,- to ensure the current ceasefire and hostage deal holds and to provide a path to a sustainable peace in the region that can ensure security for Israel and a real perspective to the Palestinian people.

The European Parliament’s Conference of Presidents (President and political groups’ leaders) welcomed&nbsp;the recent ceasefire in Gaza and the progress it represents for the phased release of hostages. This development is a significant step in reducing the immense suffering endured by civilians on both sides over the past months.

US and Qatari mediators announced that Hamas and Israel agreed to a ceasefire, which began&nbsp;on 19 January. The deal includes the withdrawal of Israeli forces from all populated areas of Gaza, the release of hostages held by Hamas, and the release of hundreds of Palestinian prisoners. Palestinians that have fled&nbsp;parts of Gaza will also be able to return home.

It is estimated that Israel has killed more than 40,000 Palestinians since October 2023, in response to the attack by Hamas in which approximately 1,200 people were killed and around 250 people abducted.&nbsp; MEPs have adopted a number of resolutions since the October 2023 Hamas attack, calling for an immediate and permanent ceasefire and expressing serious concerns about the humanitarian crisis in Gaza. Commission President von der Leyen has also said that EU should actively engage with all actors in the Middle East region to work towards a two-state solution to the conflict.

Situation in Israel and Gaza

The European Parliament has repeatedly advocated press freedom and media pluralism in the EU and abroad.&nbsp; World Press Freedom Day was proclaimed by the UN General Assembly in December 1993, following the recommendation of UNESCO's General Conference. Since then, 3 May, the anniversary of the&nbsp;Declaration of Windhoek&nbsp;is celebrated worldwide as World Press Freedom Day.

Already in 2018 the EP adopted a resolution on media pluralism and media freedom in the EU, noting the political developments in various members states, that have led to increased pressures on and threats against journalists.&nbsp; The European Parliament has also&nbsp;launched the Daphne Caruana Galizia Prize for Journalism.&nbsp;

The prize commends outstanding journalism revolving around the principles and values of the European Union. On the field of legislation, Parliament wants to reinforce protection of journalists and activists in the EU against unfounded and abusive lawsuits aimed to silence them.&nbsp;

MEPs also gave their final green light to new legislation to protect EU journalists and media from political or economic interference during the March Plenary session.

Under the new law, adopted by 464 votes in favour to 92 against and 65 abstentions, member states will be obliged to protect media independence and all forms of interventions in editorial decisions will be banned.

Press freedom

The progress of&nbsp;digital transformation&nbsp;has inevitably led to new cybersecurity threats.&nbsp;Also the COVID19 crisis has again exposed the cyber vulnerabilities of some critical sectors, in particular healthcare, while teleworking and social distance has increased our dependency on digital technologies and connectivity.

As&nbsp; a consequence, in December 2020 the European Commission launched a new EU Cybersecurity Strategy&nbsp;to make physical and digital critical entities more resilient.

The European Parliament and the Coucil reached a deal on&nbsp;May 2022 on the new rules to&nbsp;strengthen EU-wide resilience

The agreed text&nbsp;sets tighter cybersecurity obligations in terms of risk management, reporting obligations and information sharing. The requirements include incident response, supply chain security, encryption and vulnerability disclosure, among other provisions.

Cybersecurity

&nbsp;​​​At a critical time for Ukraine and European security, the EU is committed to becoming more responsible for its own defence and better equipped to act and deal autonomously with immediate and future challenges and threats, including Russia’s war and its repercussions on European security, which constitute an existential challenge for the EU. The common security and defence policy (CSDP) is an integral part of the EU’s common foreign and security policy (CFSP). The CSDP is the main policy framework through which Member States can develop a European strategic culture of security and defence, address conflicts and crises together, protect the Union and its citizens, and strengthen international peace and security. As a result of the tense geopolitical context, the CSDP has been one of the fastest developing policies over the last 10 years.

European security and defence

MEPs elected Roberta Metsola (EPP, MT) on January 2022 as President of the European Parliament until 2024.

Roberta Metsola won the election in the first voting round, where she received an absolute majority of 458 votes out of 690 cast in the remote secret vote, among three candidates.&nbsp;

President Metsola is leading the Parliament in the second half of the current legislative term, until a new Parliament is constituted following the 2024 European Elections.

Born in Malta in 1979,&nbsp; Roberta Metsola who has been an MEP since 2013, is the youngest EP President ever elected. She became First Vice-President in November 2020, and was Parliament’s acting President after President Sassoli passed away on 11 January 2022.

She is the third female President of the European Parliament, after Simone Veil (1979-1982) and Nicole Fontaine (1999- 2002).

Roberta Metsola, President of the European Parliament 2022-2024

In July 2024&nbsp; MEPs re-elected Roberta Metsola (EPP, MT) as President of the European Parliament until 2027, with 562 votes in the first round. Roberta Metsola won the election in the first round of voting, where she received an absolute majority of 562 votes cast out of 699 by secret paper ballot, among two candidates. She will continue to lead Parliament for the first two and a half years of the 10th legislative term.

Born in Malta in 1979, Roberta Metsola has been an MEP since 2013.&nbsp;She was elected First Vice-President in November 2020, and was Parliament’s acting President after President Sassoli passed away on 11 January 2022. On 18 January 2022,&nbsp;she was elected President&nbsp;for the second half of the 9th legislative term. She is the third female President of the European Parliament, after&nbsp;Simone Veil&nbsp;(1979-1982) and Nicole Fontaine (1999-2002).

Addressing the House after she was elected, President Metsola said: “Together, we must stand up for the politics of hope, for the dream that is Europe. I want people to recapture a sense of belief and enthusiasm for our project. A belief to make our shared space safer, fairer, more just and more equal. A belief that together we are stronger and we are better. A belief that ours is a Europe for all.”

On 20&nbsp;March 2025, the European Council adopted conclusions on Ukraine, the Middle East, competitiveness, European defence and security, next multiannual financial framework and new own resources, migration, oceans, multilateralism and other items.

Following up on its conclusions of 6 March 2025, the European Council calls for an acceleration of work on all strands to decisively ramp up Europe’s defence readiness within the next five years.&nbsp;

The European Council also underlines the urgent need to strengthen Europe’s competitiveness.&nbsp;In that regard, the European Council welcomes&nbsp;the presentation of the Competitiveness Compass of 29 January 2025, the Clean Industrial Deal of 26 February 2025 and the Omnibus simplification agenda.

European Council, 20-21 March 2025

US President Donald Trump has stated that he would “absolutely” introduce tariffs targeting the EU, citing grievances over EU action against US tech firms and a trade deficit in goods. He also threatened to use tariffs to pressure Denmark into handing over Greenland.

President Trump &nbsp;announced a 25 percent tariff on goods from Canada and Mexico, which he later delayed by a month, as well as a 10 percent tariff on imports from China. Parliament is committed to multilateralism and has called for the urgent reform of the World Trade Organisation (WTO). Leading MEPs&nbsp; said it is “imperative for the US and the EU to work closely together to defend multilateralism and the rules-based international order”. Meanwhile, the EU has strengthened the tools at its disposal to protect EU trade, which now include the Anti-Coercion Instrument designed to enable the EU to respond, as a last resort, to economic blackmail from a foreign country.

According to the Commission, the EU has a €154 billion trade surplus in goods with the US, while the US maintains a €104 billion surplus in services with the EU, resulting in an overall EU trade surplus of three percent from a total €1.5 trillion trade flow. In 2023, the US was the largest partner for EU exports of goods and the second largest partner for EU imports of goods.

The alleged attempts to influence MEPs unveiled loopholes in Parliament’s internal rules, alongside other issues, says&nbsp;Special Committee on Foreign Interference. Interference attempts are a “widespread phenomenon that must be countered as vigorously as possible”, warn MEPs, expressing their “deep shock and condemnation of the allegations of corruption, money laundering and participation in a criminal organisation” by three MEPs, one former MEP and one parliamentary assistant.

The committee has identified “numerous loopholes in Parliament’s integrity and transparency rules” and calls for President Metsola’s&nbsp;14-point proposal to&nbsp;reform Parliament’s rules to be put into concrete actions as soon as possible.

MEPs demand also that compliance with the six-month cooling-off period for former MEPs should be monitored by the new&nbsp;EU ethics body. Parliament should introduce a monitoring system and rules for revoking access for former MEPs who lobby on behalf of high-risk countries beyond the cooling-off period.

Parliament has also reacted to corruption&nbsp;allegations &nbsp;with immediate changes and demands for measures to close loopholes in existing transparency rules. In&nbsp;&nbsp;December 2022,&nbsp;Parliament&nbsp;adopted a resolution on the suspicions of corruption by Qatar and the broader need for more transparency in the EU institutions.

Fight against corruption, corruption and money laundering

In June 2023 Parliament adopted its position for negotiations with member states on rules to integrate human rights and environmental impact into companies’ governance. Companies will be required to identify, and where necessary prevent, end or mitigate the negative impact of their activities on human rights and the environment such as on child labour, slavery, labour exploitation, pollution, environmental degradation and biodiversity loss.

They will also have to monitor and assess the impact of their value-chain partners including not only suppliers but also sale, distribution, transport, storage, waste-management and other areas.

The European Parliament has consistently called for more corporate accountability and mandatory due diligence legislation. The European Commission proposal was introduced on 23 February 2022. It complements other existing and upcoming legislative acts, such as the deforestation regulation, conflict minerals regulation and draft regulation prohibiting products made with forced labour.

Corporate Responsibility

There are many examples of AI being used in everyday life: Online shopping and advertising; Web search; Digital personal assistants; Machine translations; Smart homes, cities and infrastructure; Cars; Cybersecurity; Artificial intelligence against Covid-19; Fighting disinformation, etc. &nbsp;

In March Plenary session the Parliament approved the Artificial Intelligence Act that ensures safety and compliance with fundamental rights, while boosting innovation.

The regulation, agreed in negotiations with member states in December 2023, was endorsed by MEPs with 523 votes in favour, 46 against and 49 abstentions.

It aims to protect fundamental rights, democracy, the rule of law and environmental sustainability from high-risk AI, while boosting innovation and establishing Europe as a leader in the field. The regulation establishes obligations for AI based on its potential risks and level of impact.

Robotics and artificial intelligence

On 24 February Russian troops invaded Ukraine. Shortly before&nbsp;Russian President Vladimir Putin recognized&nbsp;two breakaway regions in eastern Ukraine&nbsp; as independent.&nbsp;The Conference of Presidents of the EP condemned the Russian attack on Ukraine in the strongest possible terms. "Ukraine is an independent and sovereign nation and its territorial integrity is non-negotiable. The invasion is unjustified and illegal. It is a threat to European and regional stability, as well as to the rules-based world order. The attack targets our model of democratic society. It cannot go unanswered, " says declaration of the COP.

"The Russian invasion into Ukraine is part of President Putin’s destabilisation agenda. It is a path that will bring the Kremlin in direct confrontation with Europe and the rule-based world-order. It is a path that pits authoritarianism against democracy. It is a path that we cannot allow him to walk unchallenged," said EP President Roberta Metsola.

European Union leaders met for a special European Council in Brussels on 24 February&nbsp;and adopted a set of sanctions related to the the financial sector, the energy and transport sectors,dual-use goods, exports, Russian individuals etc.&nbsp;

Ukraine is a priority partner for the European Union (EU). The EU supports Ukraine in ensuring a stable, prosperous and democratic future for its citizens and is unwavering in its support for Ukraine’s independence, territorial integrity and sovereignty. The Association Agreement (AA), including its Deep and Comprehensive Free Trade Area (DCFTA) signed in 2014, is the main tool for bringing Ukraine and the EU closer together. Since 2014, the EU and the Financial Institutions have mobilised more than €15 billion in grants and loans to support the reform process in the country, with strong conditionality on continued progress.

As a result of the cooperation with Ukraine’s Verkhovna Rada in the field of democracy support, European Parliament launched on 11 March the website “<a href="https://ukraine.europarl.europa.eu/en/home.html" style="color:#0563c1; text-decoration:underline" target="_blank">The EU stands with Ukraine</a>” (in English and Ukrainian) provides the latest news, videos and podcasts, relevant legislation and resolutions to show how the EU is helping Ukraine. Content from the Ukrainian Parliament could also be shared on the site. Actively supporting EU efforts to promote democracy and human rights in the world is one of Parliament's core responsibilities.

EU - Ukraine

On 24 February 2022,&nbsp;Russia&nbsp;began a&nbsp;military invasion&nbsp;of Ukraine, in a major escalation of the conflict that had begun in 2014. Shortly before, on 21 February, Russian President Vladimir Putin recognized the two breakaway regions in eastern Ukraine as independent.&nbsp;

Since then, the EU and its international allies have rallied firmly behind the Kyiv government. This support has resulted in unprecedented levels of financial aid, assistance, weapons deliveries to Ukraine, sweeping sanctions against Moscow, and the granting of EU candidate status to Ukraine and Moldova.

On 1&nbsp;March&nbsp;the European Parliament held an extraordinary plenary session in Brussels to assess Russia’s military assault on Ukraine. Ukrainian President Volodymyr Zelensky&nbsp;and the Speaker of the Ukrainian Verkhovna Rada (parliament) Ruslan Stefanchuk spoke live from Kiev.&nbsp;The European Parliament President Roberta Metsola was in Kyiv on 1 April&nbsp;to express the European Union´s support of&nbsp;the Ukrainian people and to condemn the Russian attack. On&nbsp;8 June&nbsp;Stefanchuk adressed Parliament in the Strasbourg hemicycle.

Following the atrocities carried out by Vladimir Putin’s regime against Ukrainian civilians, the European Parliament has&nbsp;recognised Russia as a state sponsor of terrorism in a resolution on November 2022.

On 9th February 2023, President of Ukraine Volodymyr Zelenskyy&nbsp;addressed the European Parliament during an extraordinary plenary session in Brussels.

In March 2024, &nbsp;MEPs voted to to amend the Commission’s proposal to suspend import duties and quotas on Ukrainian agricultural exports to the EU for another year, from 6 June 2024 to 5 June 2025.&nbsp;

Russian aggression against Ukraine

Parliament, Council, and Commission  discuss Hungary’s restrictions on the right of assembly and the announced ban on the Budapest Pride march.

On Wednesday, the European Parliament assesses the state of fundamental rights in Hungary after the pro-government majority changed the law on public assemblies in March 2025, enabling authorities to classify pro-LGBTIQ+ gatherings as violations of the Child Protection Act and consequently ban the Budapest Pride march. MEPs are set to argue that this limitation of the rights of assembly and expression is a direct violation of the basic human and civil rights enshrined in the Charter of Fundamental Rights of the EU and the core values of the Union.

In 1997, Budapest became the first capital of a former Communist bloc country to host a Pride march, a landmark moment for equality and freedom. However, Hungary’s government has been taking regressive steps for many years, dismantling institutions, the rule of law, and freedom of expression, to the point where Parliament can no longer consider the country a full democracy. In January 2024, MEPs once more urged the Council to unblock the process to assess Hungary’s “serious and persistent breaches of EU values”.

EP Plenary debate on the threats to fundamental rights in Hungary

Parliament reviews recent Commission proposals to support the EU steel and metals industries, and the EU’s approach to other energy-intensive industries.

On Wednesday morning, MEPs hold an initial debate with the European Commission on its new action plan to transition to a competitive and decarbonised steel and metals industry in Europe. The sector, which is critical for the EU's security of supply, is facing high energy costs and unfair global competition at a time when money is needed to pay for decarbonisation.

Energy-intensive industries

In a separate debate on Wednesday, MEPs are set to highlight the crucial role energy-intensive industries, such as chemicals, steel, paper, cement and glass, play in the EU economy.

In a draft resolution on which MEPs vote on Wednesday, they propose faster permit-granting processes for clean energy projects and the swift implementation of electricity market design legislation, to lower energy costs, improve energy system integration and increase investment in grid infrastructure. Simplifying administrative procedures and securing the availability of critical and secondary raw materials are essential, the draft text says, to attract private investment and support decarbonisation.

EP Plenary debate on EU steel support and the role of energy intensive industries

The Commission unveils its internal security strategy at the plenary, and discuss with MEPs its latest proposals to enhance crisis preparedness in the EU.

In response to the current global threat landscape, the EU wants to improve intelligence-gathering to build a comprehensive threat picture, improve preparedness against hybrid threats, building on already-announced measures on protecting undersea cable infrastructure, and enhance measures against serious and organised crime. These may include new actions against drug and firearms trafficking, a deepening of the European Ports Alliance, and a new counter-terrorism agenda.

Internal Affairs Commissioner Magnus Brunner presented an outline of the strategy to the Civil Liberties Committee on 19 March 2025.

MEPs and EU foreign policy chief Kaja Kallas discuss the need to hold Russia accountable for its war crimes in Ukraine.

Since the beginning of Russia’s full-scale invasion of Ukraine in 2022, the Russian military and authorities have been accused of committing a multitude of war crimes in the occupied Ukrainian territories. There have been deliberate attacks against civilian targets, such as hospitals, medical facilities, and Ukraine’s energy infrastructure, and indiscriminate attacks on densely populated areas. Other atrocities include the abduction, torture and murder of civilians, forced deportations, including that of children, and the killing and torture of Ukrainian prisoners of war.

Following a statement by Ms Kallas, one speaker from each of Parliament’s political groups will take the floor.

EP Plenary debate on Russian war crimes in Ukraine

MEPs evaluate the outcome of the 20 March European Council in a plenary debate with Presidents António Costa and Ursula von der Leyen.

At their meeting in Brussels, the EU’s heads of state or government focused on how the EU can continue supporting Kyiv against Russia’s aggression, with the participation of Ukraine President Volodymyr Zelenskyy. They also discussed how to strengthen the EU’s security and defence capabilities, and how to respond to the situation in the Middle East.

Leaders assessed ways to bolster the EU’s competitiveness, had a first exchange of views on the EU’s next long-term budget (multiannual financial framework – MFF), and discussed migration and multilateralism.

Plenary preparations. The political groups are preparing for the 31 March - 3 April plenary session, where MEPs will assess the outcome of the 20 March European Council, which focused on competitiveness, Ukraine, defence and security, migration and the EU's long-term budget. MEPs and the Commission debate its recently-proposed Automotive Industry Action Plan. The proposal for a new legal framework on so-called “returns”, announced by President Ursula von der Leyen in July 2024, is expected to be formally unveiled by the European Commission on Tuesday.

During the plenary debate, MEPs scrutinise the proposal, which is intended to increase the return rate of third-country nationals not entitled to stay in the EU. Parliament is likely to emphasise the importance of cooperation with third countries, including on the readmission of their own nationals, as well innovative measures such as the establishment of return hubs in third countries.

Debate on the new EU approach on migrant returns

Four women fighting for freedom, peace and justice in their home countries – from Belarus, leader of the country's democratic forces Sviatlana Tsikhanouskaya, and Palina Sharenda Panasiuk; and Lenie Umerova and Tata Kepler from Ukraine – have all been invited to address plenary., Sviatlana Tsikhanouskaya, leader of Belarus’ democratic forces, 

will speak to MEPs at a solemn session on Tuesday at noon. 

In the early afternoon, MEPs and Council and Commission representatives will debate the Commission’s “Roadmap for Women’s Rights” (expected to be adopted by the Commission on Friday 7 March). The discussion is expected to focus on the EU’s role in safeguarding and advancing women’s rights and the principles and measures outlined in the Roadmap. Key issues will include the implementation of EU legislation, such as the first ever EU rules to combat violence against women, the rules on improving gender balance on corporate boards, and binding pay transparency measures. MEPs are also likely to discuss the need for women’s equal participation in the economy and society, including in politics, and the impact of shifting political dynamics on women’s rights and gender equality.

Every year 2.2 billion tonnes of waste are generated in the EU.
