The obectives of the air transport's market rules are to set up a single air transport market in Europe, ensure its proper functioning, and extend it to certain third countries as far as possible.

More than twenty years after the entry into force of the ‘third package’ (in 1992), the functioning of the Single Aviation Market is, of course, still perfectible, as is illustrated by such factors as: the flaws in the slot allocation system; the fact that the vast majority (80%) of routes departing from EU airports are still served by only one (60%) or two carriers (20%); the financial difficulties that several airlines and secondary airports are facing; or the complicated oversight of air carriers now operating in several Member States. Nevertheless, the primary objective has been fully reached: from 1995 to 2014, while the number of passenger-kilometres within the EU-28 increased by around 23%, for air transport it jumped by about 74%. Over the same period, aviation’s share of total passenger transport increased from 6.5% to 9.2%, which is by far the strongest growth of all modes of transport in the EU. Air transport

The special committee AIDA on artificial intelligence will study the impact and challenges of rolling out AI, and propose a roadmap with objectives for the EU in the field of AI - and the steps that need to be taken to achieve them.

Its mandate is to analyse the future impact of artificial intelligence in the digital age on the EU economy, in particular on skills, employment, fintech, education, health, transport, tourism, agriculture, environment, defence, industry, energy and e-government.

The Constitutive meeting will take place on 23 September 2020.

Greece is a member of the eurozone since 1 January 2001 and of the Schengen area since 1 January 2000. Greece is a parliamentary republic with a head of government&nbsp;- the prime minister - who has the most political power, and the head of state - the president -whose duties are largely ceremonial. The executive power is exercised by the government.

EU - Greece

Cuba is the largest island in the Caribbean. It has been a Member of the African, Caribbean and Pacific (ACP) group since 2000, despite not being a signatory of the Cotonou Agreement. The country is immersed in a process of reforms, as outlined in the Lineamientos, the Cuban government's economic and social policy guidelines.

Relations between the European Union and Cuba are based on a political dialogue that promotes cooperation, respect for human rights, the modernisation of the Cuban economy, and the development of joint responses to global challenges.&nbsp;

Several Cuban personalities became laureates of the EP Sakharov Prize for Freedom of Thought:&nbsp;the founder of the Varela Project, Oswaldo Payá -fighter&nbsp;for civil rights, free pluralist elections, the release of political prisoners, and economic and social reform in Cuba; the Damas de Blanco (Ladies in White); and doctor in psychology, journalist and political dissident Guillermo Fariñas.

The EP has also voted a number of resolutions on the human rights and political situation in the country. In June 2021 MEPs condemned the existence of political prisoners, the persistent and permanent political persecution, acts of harassment and arbitrary detentions of dissidents in Cuba.

EU - Cuba

The European Parliament is strongly opposed to the death penalty, a position it has expressed repeatedly in various resolutions, for example in its December 2018 resolution on the annual EU report on human rights and democracy in the world in 2017.

While most countries in the world have abolished capital punishment, death sentences continue to be handed down and carried out in a number of countries. The Union uses its diplomatic and political weight to encourage these countries to join the abolitionist ranks, or at the very least to respect international minimum standards. It funds campaigns to increase awareness of the need to end capital punishment, and restricts trade in substances that could be used for executions.

Death penalty

On 9 November 1989, the Berlin Wall collapsed. On that day thousands gathered all along the wall that had separated East and West Germany since 1961.

The accession of the German Democratic Republic (GDR) to the Federal Republic of Germany (Federal Republic) completed the reunification process on 3 October 1990. Moreover, with the accession of the former GDR to the Federal Republic, the GDR integrated into the European Economic Community (EEC) of the time via a special procedure. As the GDR's status as a subject of international law ended with its accession to the Federal Republic, a normal EEC Treaty accession procedure was not possible. The European Parliament followed the chain of profound political developments triggered by the fall of the Berlin Wall closely.

David SASSOLI, EP President, launches a new series of dialogues called "Ideas for a new world", with the participation of philosophers, writers, economists, representatives of civil society, and social leaders. The goal is to develop new ideas for post-Covid Europe. To create a Europe that works better and is closer to its citizens in a moment that requires imagination, action, and political courage, breaking from the approaches of the past to face new challenges with new tools.

This European Council focus on the EU's long-term budget, single market, migration and external relations.

At the start of the meeting, Sebastian Kurz, Austrian Federal Chancellor and President in office of the Council, provides an overview of progress on the implementation of earlier European Council conclusions.

EU leaders also revert to the issue of disinformation, on the basis of the action plan to be presented by the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, in cooperation with the member states and in line with its earlier conclusions.

Adopted in April 2016, the new EU data protection framework is fully applicable since 25 May 2018.

The package on data protection aims at uniformly strengthening citizens’ rights while reducing burdens for companies and public authorities, as well as adapting rules to the digital era. The package, taking a comprehensive approach, included a general regulation (GDPR) and a directive applying data protection principles to the processing of data for police and judicial cooperation in criminal matters.

Data Protection (2019-2020)

The coronavirus crisis is a major shock for the European and global economies. Member States have already adopted budgetary, liquidity and policy measures to increase the capacity of their health systems and provide relief to those citizens and sectors that are particularly impacted.

Among the measures the EU is taking to support the economic recovery are the EU's recovery plan, Next Generation EU, SURE: temporary support for workers, amendments to the EU budget to address urgent issues, re-direction of EU funds to help member states most in need, support to most affected sectors.

On 21 July 2020, EU leaders agreed on a €750 billion recovery effort, Next Generation EU, to help the EU tackle the crisis caused by the pandemic. Alongside the recovery package, EU leaders agreed on a €1 074.3 billion long-term EU budget for 2021-2027. Among others, the budget will support investment in the digital and green transitions and resilience.

Together with the €540 billion of funds already in place for the three safety nets (for workers, for businesses and for member states), the overall EU's recovery package amounts to €2 364.3 billion (source: Council).

Coronavirus outbreak: impact on economic situation

The shock caused by the coronavirus pandemic affects everyone. However, there are big differences in the extent of the harm caused, and the long-term development of the pandemic and associated crises are highly uncertain.

Inequalities have been on the rise, particularly in case of certain vulnerable groups, those who remained all the time at work, but often had low income: health workers, grocery store workers, delivery workers, Amazon factory workers, or street cleaners, among others. Lower income individuals run greater health risks, and many of them are women.

Not all work is suited to transition to teleworking. This is particularly the case for precarious workers. Other factors have also contributed to the increase of social divides across generations and regions. Beside the closure of businesses, school closures have put enormous pressure on families. Aspects of this situation may cause lifelong harm, such in the case of the youngest children who might never recuperate the benefits for their personal development and social integration, school children who miss the opportunity to learn foundational lifelong skills, and those secondary school students who were about to take their exams.

The pandemic has also deeply affected quality of life, including mental wellbeing, trust and employment prospects. Finally, many households have been facing the prospect of falling into poverty due to a drop in their income linked to the coronavirus crisis and their limited resources to cope with the financial shocks.

Concrete measures the EU took to support the economic recovery are: the EU's recovery plan, Next Generation EU, SURE: temporary support for workers, amendments to the EU budget to address urgent issues,re-direction of EU funds to help member states most in need, support to most affected sectors.

Coronavirus outbreak: impact on social life

The European Parliament is concerned by the increasing normalisation of fascism, racism and xenophobia and calls on EU member states to ban neo-fascist and neo-Nazi groups.

The MEPs denounce that the lack of serious action against these groups has enabled the current xenophobic surge in Europe. They argue that the impunity enjoyed by far-right organisations in some member states is one of the reasons behind the rise in violent actions, affecting society as a whole and targeting particular minorities. They propose setting up anti-hate crime units in police forces to ensure these crimes are investigated and prosecuted. They also urge national authorities to “effectively ban neo-fascist and neo-Nazi groups and any other foundation or association that exalts and glorifies Nazism and fascism”.

On 20 and 21 February, EU heads of state or government discuss the EU’s long-term budget for 2021-2027 during a special meeting of the European Council.

Since the Law and Justice party (PiS) won both the presidential and parliamentary elections in Poland in autumn 2015, the government has undertaken a series of reforms that critics say restrict democracy.

Under the rule of law, governmental powers are limited by law and may be exercised only on the basis of law. An independent judiciary is indispensable to guaranteeing this state of affairs, and appropriate procedures, including legal remedies, must be in place to guarantee that individuals can protect their rights and trigger judicial review of governmental action.

Should an EU Member State be suspected of breaching the rule of law, a number of procedures are available to verify this and, if needed, remedy the situation.

Rule of law in Poland (2019-2020)

Faced with a growing international terrorist threat, the European Union (EU) is playing an ever more ambitious role in counter-terrorism.

Even though primary responsibility for combating crime and ensuring security lies with the Member States, the EU provides cooperation, coordination and (to some extent) harmonisation tools, as well as financial support, to address this borderless phenomenon. EU spending in the area of counter-terrorism has increased over the years and is set to grow in the future, to allow for better cooperation between national law enforcement authorities and enhanced support by the EU bodies in charge of security, such as Europol and eu-LISA.

Changemakers deals with the various approaches and strategies used by contemporary art to address social and political issues that concern European citizens. In Brussels, Changemakers will be exhibited in two different but close venues. This video shows a portrait of Gubad IBADOGHLU, Azerbaijan, finalist for the Sakharov Prize 2024. The footage shows a campaign for his release projected on public buildings in Bonn, Germany, by NGO Global Witness, a plea made by his daughter to the Subcommittee on Human Rights of the European Parliament and general views of Baku, Azerbaijan. Azerbaijani academic and anti-corruption activist Gubad Ibadoghlu was arrested in 2023 after criticising the country’s oil and gas industry and creating a charity to return stolen public resources. Under house arrest, he faces up to 17 years in prison. He needs urgent heart surgery abroad. His detention was the start of an ongoing crackdown on academics and civil society before the COP29 forum, which Baku will host in November. In its April 2024 resolution, Parliament called for charges against him to be dropped and his travel ban lifted. Ibadoghlu is a salient example of Azerbaijan’s harsh treatment of critics.
