MEPs present their demands and expectations one day ahead of the EU summit on 14-15 December. At their meeting in Brussels, heads of state or government focus on the latest developments in Russia’s war of aggression against Ukraine and continued EU support for the country and its people, on the situation in the Middle East and on EU enlargement policy, including the stabilisation and association process. They also discuss the EU’s long-term 2021-2027 budget with a view to reaching an agreement, security and defence issues as well as external relations.

Preparation of the European Council meeting of 14-15 December 2023: MEPs debate

MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.

The outcry over the authorities’ handling of her murder investigation ultimately prompted the resignation of Prime Minister Joseph Muscat. The Parlamentarians discuss the strengthening of EU cooperation with Tunisia on migration. Following an increase in arrivals of migrants by boat from Tunisia via the Central Mediterranean route, MEPs will with the Spanish Council Presidency and the Commission the recent memorandum of understanding between the EU and Tunisia. MEPs are expected to raise questions about the scope of the cooperation and its legal status. They are also interested in the measures to fight smuggling and to improve cooperation on search and rescue at sea.

The 2023 Rule of Law Report, including its 27 country chapters, examines developments across all Member States, both positive and negative, in four key areas for the rule of law: the justice system, the anti-corruption framework, media pluralism and freedom, and other institutional issues related to checks and balances. The country chapters, which rely on a qualitative assessment carried out by the Commission, analyse new developments since the previous Report and the follow-up to the challenges and developments identified in the 2022 edition.
