Thanks to the Roaming Regulation roaming charges ended on 15 June 2017. Europeans travelling within the EU only pay domestic prices for calls, SMS and data. The scheme was due to expire on 30 June 2022.
The EU will renew the “Roam Like At Home” scheme for another ten years, under plans adopted by Parliament during March mini-session.
The legislation, a follow-up to the 2017 elimination of roaming surcharges and agreed between Parliament and Council in December means consumers will continue to be able to use their mobile phones when travelling abroad in the EU with no additional fees on top of what they already pay at home. In addition, they will enjoy the same quality and speed of mobile connection abroad as at home. Roaming providers will be obliged to offer the same roaming quality to that provided domestically, if the same conditions are available on the network of the visiting country. In negotiations with Council, MEPs secured a provision in the new rules to prohibit practices that reduce the quality of roaming services (e.g. by switching the connection from 4G to 3G).

Roaming

The Drinking Water Directive sets quality standards for drinking water and requires that Member States ensure monitoring and compliance with these standards.

The plans aim to increase citizens’ confidence in the water supply and increase the use of tap water for drinking, which could contribute to reducing plastic usage and litter.

If confidence in tap water improves, citizens can also contribute to reducing plastic waste from bottled water, including marine litter. Plastic bottles are one of the most common single use plastic items found on European beaches. With the update of the Drinking Water Directive, the Commission takes an important legislative step towards implementing the EU Plastics Strategy presented on 16 January 2018.

Water quality

Rule of law is laid down in the EU treaties as one of the values on which the Union is based. It means that governments should be bound by law, that they should not take arbitrary decisions and that citizens should be able to challenge their actions in independent courts.

In view of possible democratic backsliding in Poland and in particular due to the threat to judicial independence, the European Commission initiated in December 2017 an Article 7 procedure to address a possible risk of breach of EU common values.

The Parliament has ever since repeatedly asked the Council to act and in September 2020 warned about the continuous deterioration of the situation in the country, pointing to “overwhelming evidence” of those breaches. Following the October 2021 ruling by the Polish Constitutional, the Polish government’s challenge of the established primacy of EU law was added to Parliament’s long list of concerns.

These include the powers to revise the constitution taken on by the Polish parliament since 2015, expedited legislative procedures and electoral law changes; the broad changes to the country’s judiciary, including appointments and disciplinary procedures; the situation of freedom of expression, media freedom and pluralism; and the criminalisation of sexual education and the de facto ban on abortion.

Rule of law in Poland

EU leaders held an extensive discussion during their meeting on 24-25 March about the Russian invasion of Ukraine, the international sanctions against Vladimir Putin’s regime, and the overall consequences for the EU’s economy - with a particular focus on energy prices. US President Joe Biden attended the summit of the EU Heads of State or Government, and Ukraine’s President Volodymyr Zelenskyy joined remotely. On Wednesday 6 April, MEPs will review the spring European Council and its outcomes with Presidents Charles Michel and Ursula von der Leyen, and EU diplomacy chief Josep Borrell.

Question Time with the Commission may be held at each part-session for a duration of up to 90 minutes on one or more specific horizontal themes: the topics/questions are sent to the EC the week before the plenary session. The European Parliament is holding the April plenary session the first Question Time with the Commission. MEPS assesed Ursula von der Leyen on the first two years of the European Commission’s mandate.

On 1 January 1999 a new currency comes into existence - the Euro. By the middle of 2002 it replaced most national currencies within the European Community, bringing about full Economic and Monetary Union.

The European Parliament is the body through which the ESCB and the ECB are democratically accountable; monitor and debate the development of economic and fiscal policy.

20th anniversary of the Euro

The special committee INGE on foreign interference in all democratic processes in the EU, including disinformation is, among others, tasked with thoroughly analysing the investigations that showed that crucial electoral rules were breached or circumvented. 

It will have to identify possible areas that would require legislative and non-legislative actions vis-à-vis social media platforms, to suggest coordinated action at EU level for tackling hybrid threats, and to counter information campaigns and strategic communication of malign third countries that harm the EU.

INGE - Special committee on foreign interference in all democratic processe

Recovery Assistance for Cohesion and the Territories of Europe package (REACT-EU) is an initiative that continues and extends the EU response to the coronavirus crisis and crisis repair measures.

On 18 November 2020, the European Parliament and the Council concluded negotiations on providing assistance to foster crisis repair in response to the COVID-19 pandemic and its social consequences, and preparing a green, digital and resilient recovery of the EU economy.

REACT-EU will provide €47,5 billion over the next two years. The resources will be made available through the EU Structural Funds, with €37.5 billion allocated for 2021 and €10 billion for 2022.

Resources will be allocated in accordance with the partnership principle, involving local and regional authorities, as well as relevant bodies representing civil society and social partners.

Two decades ago, euro notes and coins entered into circulation, bringing tangible benefits to people and companies across the EU.

The single currency has made it easier for people to compare prices across borders, to shop and travel and to make savings in a stable currency. It also opened up more opportunities for businesses, as the costs and uncertainty of dealing with fluctuating exchange rates disappeared.

The February 2022 plenary session started with a celebration of the 20th anniversary of the Euro, followed by a debate with ECB President Lagarde.

20th Anniversary of the Euro

About 93% of the EU budget funds real activities on the ground in EU countries and beyond. It goes to citizens, regions, cities, farmers, researchers, students, NGOs and businesses.

The EU budget is unique. It is primarily an investment budget and, unlike national budgets, the EU Budget cannot run a deficit.

Budgets Committee MEPs demanded an EU budget for 2020 capable of tackling the climate and many other challenges that the EU continues to face.

Parliament as a whole will vote on a proposed budget amounting to €170,971,519,973 in commitment appropriations, representing an increase of €2,699,813,994 compared to the Commission’s draft budget. It sets the overall level of appropriations for the 2020 budget (all Sections) at €159 146 168 195 in payment appropriations.

The special committee BECA on beating cancer is specifically tasked with evaluating opportunities for the EU to take concrete action, identifying legislation and other measures that can help prevent and fight cancer, and looking into the best ways to support research, among others.

The special committee aims in particular to looking at actions to strengthen the approach at every key stage of the disease: prevention, diagnosis, treatment, life as a cancer survivor and palliative care, ensuring a close link with the research mission on cancer in the future Horizon Europe programme and with a focus on EU competence.

The constituent meeting will take place on Wednesday, 23 September 2020.

BECA - Special Committee on Beating Cancer

From the 1st of July 2021, Slovenia is holding the rotating Presidency of the Council of the European Union. However, the country&nbsp;has also been the subject of discussions about the “rule of law” within the EU, a concept referring to respect for due process, plurality in politics and media and the upholding of civic freedoms such as free speech.

In its last 2021 Rule of Law report the EC mentioned that the situation of media in the country has been deteriorating.&nbsp;Online harassment of and threats against journalists are a growing source of concern, and several lawsuits against journalists with intimidating effects have been reported as well as&nbsp;instances of political interference in media.

Attacks on media&nbsp;have been criticized by international, European and national journalists and editors associations. The European Commission intervened various times to express its concerns.

A delegation of the Civil Liberties Committee travelled&nbsp;to&nbsp;Slovenia between 13 and 15 October to&nbsp;take stock of the latest developments in the country as regards the situation of the rule of law, media freedom and the fight against corruption including the question of Slovenian delegated prosecutors to the European Public Prosecutors Office.

Their agenda included&nbsp;exchanges with: NGOs; the Human Rights Ombudsman; academics; journalists and press freedom organisations;the Supreme State Prosecutor and former president of the Association of Public Prosecutors of Slovenia; the Data Protection Commissioner; officials of the Ministry of Justice and Ministry of Culture; representatives from the Commission for the Prevention of Corruption; members of the National Assembly; the President of the National Council; and the Presidents of the Constitutional Court and the Court of Auditors.

At the end of the mission, Sophie in ‘t Veld, the Chair of the Civil Liberties Committee delegation, said: "“We observed that the public institutions overall work well. At the same time, the delegation experienced a climate of hostility, distrust and deep polarisation in the country, which erodes trust in and between various public bodies."

Rule of law in Slovenia

The papers, compiled by an international consortium of investigative journalists, show how the super-rich shelter their wealth offshore and, in some cases, minimise their tax bills. &nbsp;

The European Parliament has, for many years, been in the forefront of the fight against money laundering and tax avoidance and evasion. Its recommendations to counter these practices were drawn up by a special committee on tax evasion (TAXE 2) and set out in a resolution voted on 6 July 2016.

Paradise papers

Following the alleged use of the Pegasus surveillance spyware against journalists, politicians, law enforcement officials, diplomats, lawyers, business people, civil society actors and other citizens, the European Parliament decided in March to establish a new committee of inquiry to investigate the use of Pegasus and other surveillance spyware, and whether this use has breached EU law and fundamental rights.

PEGA committee chair Jeroen Lenaers&nbsp;said: “We have seen many cases where innocent people such as journalists and lawyers have been targeted by spyware, and this is a huge problem for democracy and the rule of law. We will now gather information about the use of Pegasus and other equivalent software, and channel these findings into useful recommendations.”

The Committee is scheduled to submit a final report after 12 months.

There have been five multiannual financial frameworks (MFFs) to date. The Treaty of Lisbon transformed the MFF from an interinstitutional agreement into a legally binding act. Established for a period of at least five years, an MFF must ensure that the Union’s expenditure develops in an orderly manner and within the limits of its own resources, and sets out provisions with which the annual budget of the Union must comply, thus laying the cornerstone of financial discipline.

After almost five days of negotiations, the European Council finally reached a political agreement on the Multiannual Financial Framework (MFF) for 2021 to 2027 and a specific recovery instrument following the coronavirus crisis – Next Generation EU (NGEU) – together totalling €1 824.3 billion. Before the MFF can enter into force, the Parliament must give its consent, which is also a pre-condition for the adoption, by co-decision, of legislation on the new policy programmes.

EU Multiannual Financial Framework 2021-2027 and recovery plan (2019-2020)

International Women’s Day is held every year on 8 March. To mark International Women’s Day, Ukrainian writer Oksana Zaboujko adressed&nbsp;MEPs,&nbsp;followed by debates on the EU’s Gender Action Plan and gender mainstreaming.

Also, in the context of&nbsp;International Women’s Day, the European Parliament commissioned a dedicated survey among European women only, to better gauge the views of women across generations, countries, and different socio-demographic characteristics in times of COVID-19.&nbsp;The <a href="https://www.europarl.europa.eu/news/en/press-room/20220223IPR23904/new-eurobarometer-survey-highlights-severe-impact-of-covid-19-pandemic-on-women">survey results</a> show the significant impact of the pandemic at both personal and professional levels, including a severe increase in the levels of violence against women.

The European Parliament actively promotes and defends the principle of equality between men and women. Legislation, case law and changes to the Treaties have helped to implement this objective in the EU. The priorities set out in the EU’s current five-year gender equality strategy include taking account of the gender dimension in major climate change and digitalisation initiatives, and in specific sectors such as transport, energy and agriculture. The aim is to introduce an intersectional approach across EU policies and earmark dedicated funding for a gender equal future.
