Negotiators have been struggling to agree on rules to support small farmers and make the agriculture sector greener. It has been nearly three years that the EU has been trying to reform its Common Agricultural Policy (CAP), which will make up roughly one-third of the EU's 2021-2027 budget. The EU plans to spend €387 billion on payments to farmers and support for rural development; The new rules are expected to kick in from 2023.
