Mr Romano PRODI's Commission was made up of twenty Members, two from the five most heavily populated states and one from each of the remaining ten. The team was presented on 9 July 1999.

The team of European Commissioners - proposed by its President designate - 'shall be subject as a body to a vote of approval by the European Parliament'. Before taking this vote, European Parliament committees conduct hearings with the proposed Commissioners in accordance with Parliament's internal Rules of Procedure.

1999 - Hearings of the Commissioners-designate

As a general rule, MEPs vote by show of hands and the President of the sitting determines the majorities in each case.

In 1979, a new high tech system was put in place. If the President decides that the result of a vote by show of hands is doubtful, a fresh vote shall be taken using the electronic voting system.

The individual vote cast by each MEP is recorded and published in an annex to the minutes.

The President is appointed by the European Council, while the European Parliament and the Bank’s Governing Council are consulted.

Prior to the vote, the candidate will receive a series of questions for written answer, and be invited to a hearing before the Economic and Monetary Affairs Committee (ECON). The ECB President is a key figure within the Eurosystem when setting monetary policy for the euro area.

Appointment of the President of the ECB

On 2 July 2019, Josep Borrell Fontelles was nominated by the European Council to be appointed as High Representative of the Union for Foreign Affairs and Security Policy.

He is a Spanish politician. A member of the Spanish Socialist Workers' Party, he assumed office as Minister of Foreign Affairs, European Union and Cooperation in June 2018.

He was the President of the European Parliament from 20 July 2004 until 16 January 2007.

Josep Borrell Fontelles

The members of the European Parliament were directly elected for the first time. The parliament held its first session in Strasbourg on 17 July 1979. Louise Weiss as the "oldest member" presided over the chamber. Simone Veil was elected president.

The Decision and Act on European elections by direct universal suffrage were signed in Brussels on 20 September 1976. Following ratification by all Member States, the Act entered into force on July 1978, and the first elections took place on 7 and 10 June 1979.

Louise Weiss was a journalist and politician. She co-founded the journal “L’Europe Nouvelle” later she created a movement advocating women’s suffrage in France. She became the oldest member of the European Parliament in 1979.

Already a renowned politician in France, where she became minister for health in 1974, Veil was elected member of the European Parliament at the first direct elections in 1979. The new Parliament elected her as its president for a period of two-and-a-half years. She thus became the first president of the directly-elected European Parliament and the first woman president of any EU institution.

The European Parliament is made up of 751 Members elected in the 28 Member States of the European Union.

Since 1979 MEPs have been elected by direct universal suffrage for a five-year period.

From 23 to 26 May 2019, people in the EU voted for the next European Parliament.

This time more than 50% of EU citizens eligible to vote took part in the elections, the highest turnout in 20 years and the first time since the first direct elections in 1979 that turnout has increased.

The lead candidate of the Party of European Socialists (PES), Frans Timmermans, 57, was nominated by the members’ congress in Lisbon on 7-8 December 2018.

Frans TIMMERMANS (PvdA, Netherlands) currently serves as First Vice-President of the European Commission. He was first elected to the second chamber of the Dutch Parliament in 1998. From 2007 to 2010 he served as Secretary of State for European Affairs, and from 2012 to 2014 as Minister of Foreign Affairs in Mark Rutte’s cabinet. Mr Timmermans holds a degree in French language and literature from Radboud University.

The European Parliament 's Committee on the Environment, Public Health and Food Safety is responsible for food safety issues, including the labelling and safety of foodstuffs, veterinary legislation safeguarding against risks to human health, and public health checks on foodstuffs and food production systems.

Parliament is also particularly vigilant with regard to threats to consumer health related to cloned animals and nanomaterials or GMOs. It scrutinises and regularly opposes draft proposals for authorisation or renewal of new genetically modified plants such as maize or soya beans. In order to ensure greater transparency throughout the food chain and to better inform European consumers, Parliament, in a resolution adopted in May 2016, reiterated its call on the Commission to present legislative proposals for the mandatory indication of the origin of, in particular, meat used as an ingredient in processed foods. This should restore consumer confidence in the wake of the horsemeat scandal and other food fraud cases. In 2017, Parliament and Council agreed upon new rules to tighten up official food inspections aimed at improving food traceability and combating fraud. During the negotiations, Parliament managed to strengthen enforcement in relation to fraudulent or deceptive practices.

The European Parliament works to ensure that its legislative and non-legislative work respects, promotes and safeguards the rights of the child and advances children’s lives both within the EU and in relation to the outside world.

The EU school fruit, vegetable and milk scheme lasts throughout the school year in the participating EU countries.

Aimed at promoting healthy eating habits among children, the EU school scheme includes the distribution of fruit, vegetables and milk products, as well as dedicated educational programmes to teach pupils about the importance of good nutrition and to explain how food is produced.

The World Health Organization (WHO) declared the mpox outbreak in the Democratic Republic of the Congo and nearby regions a "public health emergency of international concern" on August 14, 2024.
