The European Parliament must approve the ECB’s nominations for Chair and Vice-Chair.

The Executive Board comprises the President, the Vice-President and four other members. They are appointed by the European Council by qualified majority on a recommendation from the Council after it has consulted the European Parliament and the Governing Council. The members’ term of office is eight years and is not renewable (Article 283(2) TFEU and Articles 11.1 and 11.2 of the ECB Statute). The Executive Board is responsible for the current business of the ECB (Article 11.6 of the ECB Statute). It implements monetary policy in accordance with the guidelines and decisions laid down by the Governing Council. It gives the necessary instructions to national central banks. The Executive Board prepares the Governing Council’s meetings.

Mark RUTTE, Dutch Prime Minister, is the seventh EU leader to debate the future of Europe with MEPs and Jean-Claude Juncker, President of the EC, on Wednesday morning.

Parliament set out its vision for the future of Europe in three resolutions voted in plenary session on 16 February 2017. MEPs suggested, among other things:

	<li>turning the Council of Ministers into a genuine second legislative chamber, and its configurations into preparatory bodies similar to Parliament’s committees,</li>
	<li>appointing an EU finance minister and giving the EU Commission the power to formulate and give effect to a common EU economic policy, backed up by a euro-area budget, and</li>
	<li>creating a fiscal capacity consisting of the European Stability Mechanism (ESM) and specific additional budgetary capacity for the euro area, funded by its members as a part of the EU budget.</li>

Debate on the Future of Europe with Emmanuel MACRON, President of the Frenc

The EU Covenant of Mayors for Climate &amp; Energy brings together thousands of local governments voluntarily committed to implementing EU climate and energy objectives.

The Covenant of Mayors was launched in 2008 in Europe with the ambition to gather local governments voluntarily committed to achieving and exceeding the EU climate and energy targets.

On 10 March 2022, the <a href="https://www.europarl.europa.eu/news/en/press-room/20220304IPR24801/three-new-committees-on-pegasus-spyware-foreign-interference-and-covid-19" style="color:blue; text-decoration:underline" target="_blank">European Parliament established</a> a new special committee on the COVID-19 pandemic, composed of 38 members. The committee is set up for a 12-month term, running from the date of its constitutive meeting, and may be extended.&nbsp;

The majority of the special committee’s work will focus on four pandemic-related areas: health; a coordinated response respecting democracy and fundamental rights; the societal and economic impact; and the EU and the world.

The COVI Chair Kathleen Van Brempt said: “Although this pandemic has not yet ended, Europe already finds itself in the next crisis. In the past fifteen years, the EU has weathered a financial crisis, a refugee crisis, a pandemic, and now a war. Through these crises, we saw the EU often lacked the necessary tools to act quickly. We saw member states only agreeing a European response when it was already too late, be it on the joint procurement of medical equipment, a common European migration policy, or the deepening of the Energy Union. This has brought us the European Union we know today: one that can react to crises, but lacks the political mandate to prepare for them.&nbsp;We need to fundamentally change this dynamic. This is exactly what Parliament’s COVI committee will try to achieve: building a Europe that is better prepared for future crises by drawing lessons from the pandemic. Because COVID-19 was also a crisis of rising inequality, of the economy, our democracy &amp; fundamental rights, and of international governance, the COVI committee will consider the impact of the pandemic on all aspects of society."

The Conference on the Future of Europe is a series of citizen-led debates and discussions that enable people from across Europe to share their ideas and help shape our common European future. The European Citizens´panels are an integral part of the CoFoE.

The European Citizens’ Panel on "EU in the world / Migration" will meet at the European Institute for Public Administration in Maastricht and online to deliver its recommendations. In March, the Panel’s report - on the EU’s self-reliance and stability, its place in the world, and all aspects of migration-related issues - will be debated in a Conference Plenary session.

The panels bring together people from different walks of life. Citizens have been chosen randomly by specialist contractors on behalf of the EU institutions, using methodologies that ensure that they are representative of the EU's diversity in terms of geographic origin, gender, age, socioeconomic background and level of education. Young people between 16 and 25 make up one-third of each panel.

These citizens come up with ideas and recommendations that will feed into the overall Conference deliberations, in particular into the Conference Plenaries, and ultimately into the report on its final outcome. The European Citizens’ Panels kicked&nbsp;off with the first 200-citizen meeting 17-19 of September in Strasbourg.

The first sessions of all four Panels took&nbsp;place on&nbsp;Parliament’s premises in Strasbourg and began&nbsp;working on draft recommendations within each Panel’s remit. This first European Citizens’ Panel focused on a stronger economy, social justice, jobs/education, youth, culture, and sport/digital transformation, based on citizens’ contributions collected from across Europe on a Multilingual Digital Platform, as well as support and presentations from prominent academics. The second European Citizens’ Panel focused&nbsp;on European democracy/values, rights, the rule of law, and security. The third panel´s agenda was&nbsp;climate change, environment and health. The fourth on the EU in the world/migration.

Also, the Panels are meeting in four European academic institutions (Dublin, Florence, Natolin/Warsaw, and Maastricht) to finalise their recommendations so they can be discussed at the Conference Plenary.

From 25-27 February&nbsp;the final European Citizens' Panels covering ‘A stronger economy, social justice and jobs / Education, culture, youth and sport / Digital transformation' was held in Dublin. The recommendations will be debated at the Conference Plenary in early March, alongside recommendations from the Panel on 'EU in the world / migration', and from national panels and events.

On Europe Day, the Presidents of the European Parliament, Commission and Council received the final report with proposals to reform the EU. During a closing ceremony  in Strasbourg, President of the European Parliament Roberta Metsola, on behalf of the Council Presidency, President Emmanuel Macron, and President of the European Commission Ursula von der Leyen received from the Co-Chairs of the Conference Executive Board the final report on the outcome of the Conference.
This one-year journey of discussion, debate and collaboration between citizens and politicians culminated in a report centred around 49 proposals that include concrete objectives and more than 320 measures for the EU institutions to follow up on under nine topics: climate change and the environment; health; a stronger economy, social justice and jobs; EU in the world; values and rights, rule of law, security; digital transformation; European democracy; migration; education, culture, youth and sport. The proposals are based on recommendations made by citizens who met within the European Citizens’ Panels, National Citizens’ Panels and contributed their ideas on the Multilingual Digital Platform.

President of the European Parliament, Roberta Metsola, said: "Citizens - especially young people - are at the heart of our vision for the future of Europe. They have directly shaped the outcome of the Conference. We are at a defining moment of European integration and no suggestion for change should be off-limits. We should not be afraid to unleash the power of Europe to change people’s lives for the better."

Conference on the Future of Europe: closing event

Since the closing ceremony of the Conference on the Future of Europe on 9 May, the focus has been&nbsp;on the follow-up process. Under the Joint Declaration, the three EU institutions undertook to examine swiftly how to follow up effectively to the final report of the Conference, each within their own sphere of competences and in accordance with the Treaties.

The CoFoE feedback event aims to update citizens on the outcome of the Conference, following the&nbsp;bottom-up exercise for Europeans to have their say on what they expect from the European Union.

Stéphane Hessel was born in Berlin in 1917 out of cosmopolitan German parents. His family moved permanently to Paris when he was seven, where Mr. Hessel decided to become a French national. After the debacle of the French armies in 1940, he joined de Gaulle's Secret Services during the Second World War, and was captured by the Gestapo in France. Mr. Hessel was then deported to Buchenwald where he got interrogated and tortured. After the war he embarked upon a diplomatic career, and participated in the drafting of the Universal Declaration of Human Rights of 1948.

Since the war he has been an indefatigable defender of human rights inside and outside France, a commitment which he sees part of the same combat that had led him to join the "exhilarating adventure of the Free French". In October 2010, his essay "Indignez-vous!" was published, in which he argues that the French people need to get outraged again, as were those who participated in the French Resistance during World War II. In his essay, Mr. Hessel describes a personal outrage against the growing gap between the rich and the poor, France's treatment of its illegal immigrants, the plight of Palestinians and the importance of protecting the French welfare system.

The draft EU budget for 2019 includes two amounts for each programme to be financed – commitments and payments. "Commitments" refers to the funding that can be agreed in contracts in a given year; "payments" to the money actually paid out. The proposed budget amounts to €166 billion in commitments (+3% over 2018) and €149 billion in payments (+3% over 2018).

Generally speaking, the EU budget is primarily an investment budget. Amounting to roughly 1% of EU GNI, and representing around 2% of all EU public spending, it aims to complement national budgets and implement priorities which all EU members have agreed upon.

About 94% of the EU budget funds real activities on the ground in EU countries and beyond. It goes to citizens, regions, cities, farmers, researchers, students, NGOs and businesses. The EU's administrative expenses account for about 6% of the total EU budget.

On 10 September 1952, Paul-Henri Spaak presided over the opening of the first ever session of the Common Assembly of the European Coal and Steel Community in Strasbourg. It was the starting point of today’s European Parliament.

In 70 years, the Assembly has grown in strength. Born as a consultative body with limited powers, it has become a true institution embracing European democracy and the expression of European public opinion. It changed name and became the European Parliament in 1962, a further step towards becoming the only directly elected, multilingual, multi-party transnational parliament in the world.

EP President Roberta Metsola opened&nbsp;the ceremony of the 70 year of the EP, that took place in Strasbourg, followed by speeches by the Prime Ministers of Parliament’s three host countries - French Prime Minister Élisabeth Borne, Alexander de Croo of Belgium, and Luxembourg’s Xavier Bettel.

70th anniversary of the European Parliament

The EYE (European Youth Event) brings together at the European Parliament in Strasbourg and online&nbsp;thousands of young people from all over the European Union and the world, to&nbsp;share and&nbsp;shape&nbsp;their ideas&nbsp;on Europe’s future. It is a unique opportunity for&nbsp;16 to 30 year olds to&nbsp;interact,&nbsp;inspire&nbsp;each other and&nbsp;exchange&nbsp;their views with experts, activists, influencers and decision-makers, right in the heart of European democracy.

EYE2023, the fifth edition of the event is taking &nbsp;place on&nbsp;9&nbsp;and&nbsp;10 June&nbsp;2023 and will feature both&nbsp;in-person&nbsp;and&nbsp;hybrid&nbsp;activities in Strasbourg. During the event, participants will take part in activities&nbsp;co-created&nbsp;with institutions, international organisations, civil society, youth organisations and participants themselves, offering a space for&nbsp;discussions and networking. In light of the European and global context and ahead of the&nbsp;European elections 2024, part of the programme will focus on the role of democracy and youth engagement.&nbsp;

The 2022 the European Year of Youth is a response to the difficult situation for young people during the pandemic, with consequences on their education, employment, social life, health and wellbeing. It also pays tribute to and takes inspiration from many young people who showed intergenerational solidarity to mitigate the impact of the crisis on society as a whole. The overall objective of the European Year of Youth is to reinforce the efforts of the Union, the Member States, regional and local authorities to support and engage with youth in a post-pandemic perspective. The European Year of Youth will go hand in hand with NextGenerationEU, which reopens perspectives for young people, including quality jobs and education and training opportunities for the Europe of the future, and supports young people's participation in society. The Year of Youth will seek synergies and complementarity with other EU programmes targeting youth across the policy spectrum - from rural development programmes focussed on young farmers to research and innovation programmes, and from cohesion to climate change actions - including EU programmes with international outreach or of a transnational nature. Apart from Erasmus+ and the European Solidarity Corps, with budgets of €28 billion and 1€ billion respectively for the current financial period, the EU's Youth Guarantee and Youth Employment Initiative are creating more opportunities for young people. Also In 2022, a new programme called ALMA will be launched to support cross-border professional mobility for disadvantaged young people.

The EU Heads of state or government of the Member States meet in Brussels on 17 and 18 October 2018 and look at a number of the most pressing issues.

On 17 October, EU27 leaders meet in the European Council (Art.50) to review the state of the negotiations with the UK. Ahead of this meeting, Prime Minister May updated the leaders on the UK perspective of the negotiations.

On 18 October, the agenda of the European Council meeting focuses on migration and internal security. It will be followed by the Euro Summit in an inclusive format.

The number of international migrants worldwide has continued to grow rapidly in recent years, reaching 258 million in 2017, up from 220 million in 2010 and 173 million in 2000.
