For decades, the posting of workers has been a prominent topic of the public and political debate.

However, in the last few years, several factors have intensified the debate. Firstly, an increase in the number of postings, which has impacted heavily in specific labourintensive sectors. Secondly, there has been a growth in abusive and fraudulent practices such as letter-box companies or bogus self-employment. Thirdly, in view of the social policy provisions introduced into the European Treaties since the Lisbon Treaty revision, it is questionable whether the 1996 Posting of Workers Directive (PWD) provides a sufficient legal instrument for ensuring a level-playing field for free cross-border service provision whilst at the same time delivering a sufficient foundation for the social protection of workers. Fourthly, numerous rulings of the Court of Justice of the European Union have raised as yet unsolved questions for interpreting the 1996 Directive.

Posted workers - 8th parliamentary term

Jean-Claude Juncker, President of the European Commission, comes to Parliament on 14 September to review the year and announce new initiatives in a debate with MEPs.

The State of the European Union - SOTEU - is an annual speech and debate during which MEPs review what the European Commission has done over the past year as well as to assess its objectives for the year to come.

It is his first State of the European Union speech since Parliament elected him to the post following the EU elections in May 2014.

EU27 leaders meet to endorse the Brexit withdrawal agreement on Sunday 25 November 2018.

The summit was called by Donald Tusk, President of the European Council, on 15 November 2018, after his meeting with EU chief negotiator Michel Barnier, who presented to him the draft text as agreed with the UK at the level of the negotiators.

Leaders are also expected to approve a political declaration on future EU-UK relations that will accompany and be referred to in the withdrawal agreement. The Commission intends to agree with the UK a final draft for this declaration, building on the outline agreed by the negotiators on both sides.

Special meeting of the European Council on article 50, 25/11/2018

The Conference on the Future of Europe, organised by Parliament, Council and Commission, is among Commission President von der Leyen’s most prominent commitments.

The Conference was expected to start in May 2020 and run for two years, but has been delayed due to the COVID-19 pandemic. It will need to be launched as soon as possible in order for effective reforms to be implemented based on its outcome. It should be built on citizen participation involving a cross-section of society, and be free to define the future shape and form of the EU.

Leo VARADKAR, Irish Prime Minister, is the first EU leader to debate the future of Europe with MEPs and Jean-Claude Juncker, President of the EC, on Wednesday morning.

&nbsp;

The Europeans want the EU to change. This is why the European Parliament is taking the leadership over a reform of the EU.

Parliament set out its vision for the future of Europe in three resolutions voted in plenary session on 16 February 2017. MEPs suggested, among other things:

<ul>
	<li>turning the Council of Ministers into a genuine second legislative chamber, and its configurations into preparatory bodies similar to Parliament’s committees,</li>
	<li>appointing an EU finance minister and giving the EU Commission the power to formulate and give effect to a common EU economic policy, backed up by a euro-area budget, and</li>
	<li>creating a fiscal capacity consisting of the European Stability Mechanism (ESM) and specific additional budgetary capacity for the euro area, funded by its members as a part of the EU budget.</li>
</ul>

Debate on the Future of Europe with Leo VARADKAR, Irish Prime Minister

Multiple studies have measured the effects of the single market on the EU economy. Quantifications of the benefits vary, but are overwhelmingly positive. A 2019 study suggested that EU citizens' per capita welfare gains from the single market amount to €840 annually. Also in 2019, the European Commission estimated that, mainly due to the removal of tariff and non-tariff barriers to trade, EU GDP is 8-9% higher than if the single market did not exist.

The EU is under growing pressure from disinformation by countries, non-state actors and terrorist groups which promote violence and use pseudo-news agencies and internet trolls to challenge democratic values and divide Europe.

The EU has been increasingly hit by destabilising messagesamounting – in different forms and to different degrees – to coherent hostile ‘strategic communications’ campaigns, or the processes of infusing communications activities with an agenda or plan to impact the behaviour of a target audience.

Anti-EU propaganda - 8th Parliamentary term

This “Question Time” gives MEPs the possibility to question the Commission on specific topical issues decided upon by the Conference of Presidents. Each MEP has one minute to ask their question, followed by an answer of up to two minutes and a possible follow-up question, no longer than 30 seconds, and a second answer by the Commissioner of up to two minutes.

Question Time with the Commission may be held at each part-session for a duration of up to 90 minutes on one or more specific horizontal themes: the topics/questions are sent to the EC the week before the plenary session.

Recent tests on branded food in three 'new' EU Member States have shown that the taste and composition of these products, sold under the same name and in the same packaging, sometimes differ from the 'same' products sold in neighbouring 'old' Member States.

Companies are known to change the composition of their branded products to adjust to local taste, local ingredients, divergent purchasing power, etc. EU legislation does not consider this to be misleading, as long as the products are safe, properly labelled and not falsely advertised as being identical to those sold in another Member State.

Debate on the Future of Europe with Alexis TSIPRAS, Greek Prime Minister

The EU4Health programme is a comprehensive response to the political demand to reflect the lessons learned from both the coronavirus crisis and previous health programmes.

On 28 May 2020, the European Commission adopted a proposal for a regulation on the establishment of a programmefor the Union's action in the field of health for the 2021-2027 period (EU4Health programme). It was announced as part of the Next Generation EU recovery instrument, aimed at countering the impact of the coronavirus pandemic.

EU4Health is intended to boost the EU's preparedness for major cross-border health threats and improve health systems' resilience. This should enable the EU to face not only future epidemics, but also long-term challenges such as an ageing population and inequalities in health.

Threats to bee health and market competition make the economic viability of apiculture a critical matter.

Profitability is crucial for the sustainability of the apiculture sector. Like other agricultural producers, beekeepers must cope with production and market challenges. When it comes to production, various factors can affect productivity in a eekeeping enterprise. Outbreaks of animal diseases, exposure to chemicals, losses in plant diversity, adverse climatic conditions or the deterioration of bees' natural habitats owing to natural or human factors can all threaten the productive capacity of beehives. These factors can also be among the causes of the bee health problems and high bee mortality rates registered in recent decades.

During their meeting on 30-31 May 2022, EU leaders discussed continued EU support to Ukraine, particularly humanitarian, financial, material and political support. The leaders were joined by Ukrainian President Volodymyr Zelenskyy via video conference for a discussion at the beginning of the summit. 
The European Council is committed to intensify pressure on Russia and Belarus to thwart Russia’s war against Ukraine. The European Council called on all countries to align with EU sanctions. 
The  leaders agreed that the sixth package of sanctions against Russia will cover crude oil, as well as petroleum products, delivered from Russia into Member States, with a temporary exception for crude oil delivered by pipeline. On the second day of the summit, EU leaders discussed energy, defence and food security.

The plenary of the EP&nbsp;assessed with Presidents Michel and von der Leyen the outcome of the 15 December European Council. The situation in Ukraine and the EU aid to the country, the&nbsp;inflation,&nbsp;energy crisis, as well as relations with the US and the southern neighbourhood are among the main topics discussed.

EU heads of state and&nbsp;government met in Brussels to discuss the most pressing policy priorities for the European Union on 15 December 2022.&nbsp;The European Council focused&nbsp;on the situation in Ukraine, energy policy and the economy, and security and defence.

In a debate with Council and Commission ahead of the&nbsp;EU summit, MEPs demanded lower energy prices and allowing Bulgaria and Romania to join the Schengen area.

Parliament votes on new rules to protect consumers across the EU, and to alleviate water scarcity and reclaim water. Changes to a motor insurance directive safeguard the rights of victims of motor accidents. Members vote on a plan to make products and services more accessible to people with disabilities, and vote on a free trade deal with Singapore that would eliminate the majority of tariffs.

After an historic defeat for the Brexit deal in the UK House of Commons, Parliament gathered to discuss the state-of-play on Brexit. Members voted on updates to the European Social Fund and the European Global Adjustment Fund, and approved a new investment programme, InvestEU. They also voted to improve the EU approval procedure for pesticides.

Parliament held a minute of silence to pay tribute to victims of the Strasbourg attack. Members also approved next year’s budget and locked down the biggest bilateral trade deal ever negotiated by the EU. Ukrainian filmmaker Oleg Sentsov was awarded the 2018 Sakharov Prize for Freedom of Thought. Members voted on the introduction of humanitarian visas so that asylum-seekers can access Europe safely.

Oleg Sentsov, a Ukrainian filmmaker and activist, is the laureate of the 2018 Sakharov Prize for Freedom of Thought. 

The prize, named in honour of the Soviet physicist and political dissident Andrei Sakharov, is awarded each year by the European Parliament.

The European Parliament wants to see the EU’s solidarity programme widened to help workers made redundant because of advances in technology or for ecological reasons as well as those laid off for economic reasons. The new support would ensure people have access to training and help in starting their own businesses.

Parliament holds its 14th Future of Europe debate, this time with Cypriot President Nicos Anastasiades. The Sakharov Prize is awarded to the imprisoned filmmaker Oleg Sentsov, and Parliament votes on stricter rules on carcinogens in the workplace.

With the European elections in May, Parliament has a busy year ahead. The ‘Future of Europe’ debates continue, as relevant as ever as the UK leaves the EU, plus trade deals, driverless cars and whistleblower protection – all coming up in 2019!

The EU has supported tens of thousands of projects across Europe through the European Social Fund. One such project is this socially responsible hotel in Poland, which gives underprivileged young people a helping hand into the world of work. Parliament wants to make sure the ESF continues to support such projects.

Parliament has added eight substances to the list of carcinogens and mutagens used in places of work for which limit values are set. MEPs are especially concerned about diesel. They want to ensure European workers are better protected.

On December 3, new rules obliging retailers to give shoppers the same access to goods and services wherever they are in the EU become applicable. The practice is called geo-blocking and within the EU, it is coming to an end.
