MEPs debate on the occasion of the International Day for the Elimination of Violence against Women (November 25). Plenary assesses the situation across the EU with Commission representatives. Parliament has repeatedly raised the issue of gender-based violence and is currently in negotiations with member states on draft EU legislation to tackle violence against women and domestic violence. International Day for the Elimination of Violence Against Women: MEPs debate (part 2)

MEPs put forward draft changes to the EU’s core rules, following up on the Conference on the Future of Europe and reacting to unprecedented challenges. The text, prepared in the Committee on Constitutional Affairs by five co-rapporteurs representing a broad majority, includes a more bicameral system, as well as granting Parliament the full right to initiate legislation and the right to co-legislate on the EU’s long-term budget. It also calls for an increase in the number of decisions taken by qualified majority in the Council. Other proposals touch upon the election of the Commission President, citizens’ participation including EU-wide referendums, and more EU powers in areas such as environment and biodiversity, security and defense, civil protection, public health, energy, and cross-border-infrastructure.

MEPs debate the European Citizens’ Initiative “Fur Free Europe” to ban the rearing and killing of animals exclusively for fur production in the EU. The initiative calls for an EU ban on the keeping and killing of animals for the sole or main purpose of fur production. The organisers also seek to prohibit selling fur from these animals, as well as products containing this fur across the Union. The initiative “Fur Free Europe” collected 1,502,319 valid signatures from all EU countries.

The MEPs hold a debate in regards to the EU relations with the Palestinian Authority to reiterate the EU’s unwavering support for the two-state solution, as the only viable solution to the conflict, with the state of Israel and the state of Palestine living democratically side by side in peace, complete with guaranteed security, mutual recognition under the 1967 borders, mutually agreed-upon equivalent land swaps and Jerusalem as the capital of both states, based on the parameters in the Council conclusions of July 2014. This strategy will help the EU shift to a climate-neutral, circular economy where products are designed to be more durable, reusable, repairable, recyclable and energy-efficient. MEPs will debate and vote on ‘citizenship by investment’ schemes, under which third country nationals can get so-called ‘golden passports’. These ones are objectionable ethically, legally, and economically. They also pose serious security risks while undermining the essence of EU citizenship, and should be banned. According to the draft text, third countries with visa-free access to the EU should also end their ‘golden passports’ schemes. Meanwhile, on 25 February in light of Putin’s attack on Ukraine, the leaders of the European Commission, France, Germany, Italy, the UK, Canada, and the US committed to taking measures to limit the access of wealthy Russians (with ties to the government) to ‘golden passports’.

Parliament debates on proposals for improving the social and economic situation of artists and cultural workers, who are among those hardest-hit by the pandemic. MEPs are set to call for a common European status for artists, a common framework for working conditions and pan-European minimum social standards for artists and cultural workers. The draft text MEPs will vote on lists further actions to support the sector, like facilitating cross-border mobility with dedicated programmes for young creators and innovators, possibly revised requirements on visas, taxation, and social security, and the cross-border recognition of arts-based education degrees.
