The European Media Freedom Act (EMFA) introduces a new set of rules to promote media pluralism and independence across the EU, and amends the Audiovisual Media Services Directive. The aim is to prevent political interference in editorial decisions and ensure transparency of media ownership. The act seeks to protect journalists from having to disclose their sources and from the use of spyware against them. The Committee on Civil Liberties, Justice and Home Affairs (LIBE) votes on its position on the reform of the Schengen Borders Code (Union Code), which include new rules governing the movement of persons across borders. MEPs want to ensure a coherent EU response in cases of large-scale public cross-border health emergencies, allowing temporary restrictions on entering the Schengen area, but exempting from them EU citizens, long-term residents and asylum-seekers. As an alternative to border controls, the new rules would promote police cooperation in border regions. Parliament adopt new legislation to increase the use of renewable energy in line with the EU’s Green Deal and REPowerEU initiatives. The directive, already informally agreed with the Council, is intended to raise the share of renewables in the EU’s final energy consumption to 42.5% by 2030. Member States are urged to aim for 45%. The new law will also speed up the approval process for new renewable energy power plants, such as solar and wind farms, as well as the adaptation of existing ones. The draft text, adopted by the Environment Committee in June 2023, sets stricter 2030 limits and target values for several pollutants relative to the original Commission proposal to ensure that air quality in the EU is not harmful to human health, natural ecosystems and biodiversity. MEPs also want to increase the number of air quality sampling points and harmonise currently-fragmented and unintuitive air quality indices to provide better information to citizens about local air pollution. The ITRE Committee (EP Committee on Industry, Research and Energy) votes on a draft report to reform of the European electricity market, to make it more stable, affordable and sustainable. MEPs propose to further strengthen consumer protection against volatile prices. Consumers should have the right to fixed-price contracts, dynamic price contracts, as well as more key information on the options they sign up to, banning suppliers from being able to unilaterally change the terms of a contract. The aim is to ensure that all consumers and small businesses, would benefit from long-term, affordable and stable prices and to mitigate the impact of sudden price shocks. The Environment Committee adopted its position in June on revising the EU’s ecodesign framework for sustainable products. MEPs request several changes to the Commission proposal, including a specific ban on destroying unsold textiles and electrical and electronic equipment. They also want the Commission to prioritise setting minimum sustainability requirements for a number of product groups in upcoming ecodesign measures, such as steel, aluminum, textiles, furniture, tires and chemicals. The European Parliament takes a position on a European Commission proposal setting a legal obligation to restore degraded ecosystems across the EU in order to secure long-term provision of essential services for human wellbeing and support climate change mitigation and adaptation. There was no majority in favour of the proposed regulation as amended in the Committee on the Environment, Public Health and Food Safety (ENVI), responsible for the file, so the Committee hence table to plenary the proposal to reject the Commission’s proposal.
